ទស្សនៈព្រឹត្តិការណ៍នយោបាយខ្មែរ
Synopsis: Public education in Cambodia is of low quality and its deficiency goes all the way from maternal to high school classes. Currently, those who are well to do and who have the means send their children to private schools in order to receive proper education that is better than that in public schools. Furthermore, classrooms in private schools are more comfortable than those in public schools. For the poor who have no other choice, they have to continue sending their children to public schools. Under this condition, children of the poor cannot free themselves from the grip of poverty because they lose out to children of the rich and powerful right away from the get go, especially because of the education system. The government understands this issue and that is why it is pushing to provide more scholarships to children of the poor, however, how many schoolchildren can be helped by such scholarship? Furthermore, are these scholarships truly reaching the hands of the poor? Observers believe that there is only one way to remedy this problem: by strengthening the public education system and turn it into a truly high quality human resource education field. To leave the education as is, i.e. a low quality education system, is tantamount to enslaving children of the poor and allow them to lose to children of the rich and powerful forever.
នៅកម្ពុជា ប្រពន្ធ័អប់រំសាធារណៈនៅមានគុណភាពទាប និងអត្តខាត់តាំងពីថ្នាក់មតេយ្យរហូតដល់ថ្នាក់ឧត្តមសិក្សា។ បច្ចុប្បន្ននេះ អ្នកមានជីវភាពធូរធា និងមានលទ្ធភាព បាននាំគ្នាបញ្ជូនកូនទៅសាលាឯកជនដែលទទួលបានការសិក្សាដិតដល់ និងមានគុណភាពប្រសើរជាងសាលារដ្ឋ។ រីឯថ្នាក់រៀនទៀតសោតក៏មានផាសុកភាពជាងសាលារដ្ឋដែរ។ ប៉ុន្តែ គ្រួសារអ្នកក្រីក្រដែលគ្មានជម្រើសនៅតែបន្តបញ្ជូនកូនទៅសាលារដ្ឋដដែល។ ក្នុងបរិបទនេះ កូនអ្នកក្រមិនងាយរំដោះខ្លួនពីភាពក្រីក្របានទេពីព្រោះពួកគេចាញ់ប្រៀបកូនអ្នកមាននិងកូនអ្នកធំតាំងពីដំបូងទីទៅហើយនៅក្នុងប្រព័ន្ធអប់រំ។
តើគួរបញ្ជូនកូនទៅរៀននៅសាលាណា? នេះជាសំណួរដែលចោទឡើងសម្រាប់គ្រួសារខ្មែរគ្រប់ៗគ្នាដែលមានកូនត្រូវចូលរៀន។ សំណួរនេះបានបញ្ជាក់ពីក្តីកង្វល់របស់មាតាបិតាគ្រប់រូបចំពោះការអប់រំបុត្រធីតារបស់ខ្លួន។ នៅកម្ពុជា គ្រួសារអ្នកមាននិងអ្នកធំបានបញ្ជូនកូនទៅរៀននៅក្រៅប្រទេសដើម្បីទទួលបានការអប់រំកម្រិតខ្ពស់ រីឯអ្នកមានលទ្ធភាពល្មមៗបាននាំគ្នាគេចចេញពីសាលារដ្ឋដោយបញ្ជូនកូនទៅសាលាឯកជនក្នុងស្រុកដែលកំពុងរីកដុះដាលយ៉ាងព្រោងព្រាត។
គុណសម្បត្តិរបស់សាលាឯកជនគឺការបង្រៀនសិស្សដិតដល់ជាងសាលារដ្ឋ, មានមធ្យោបាយដឹកជញ្ជូនសិស្សទៅមកដែលងាយស្រួលសម្រាប់អ្នកដែលជាប់រវល់និងគ្មានពេលជូនកូនទៅសាលា។ ឳពុកម្តាយនិងគ្រូមានទំនាក់ទំនងល្អដែលអាចគ្រប់គ្រងកូនបានល្អជាងសាលារដ្ឋ។ រីឯថ្នាក់រៀនក៏ទំនើប និងមានផាសុកភាពជាងសាលារដ្ឋដែរ។ និយាយបែបនេះមិនមែនមានន័យថាសាលាឯកជនទាំអស់សុទ្ធតែមានគុណភាពល្អនោះឡើយ។ ក៏មានដែរសាលាឯកជនមួយចំនួនដែលគ្មានគុណភាព និងគ្មានលក្ខណៈសម្បត្តិគ្រប់គ្រាន់នៅឡើយ។ យ៉ាងណាក៏ដោយ សាលារដ្ឋហាក់កំពុងធ្វើឲ្យមាតាបិតាសិស្សបាត់បង់ជំនឿ ទាំងទៅលើគុណភាពអប់រំ វិន័យ និងការគ្រប់គ្រងសិស្ស។
ប៉ុន្តែ សម្រាប់អ្នកដែលគ្មានលទ្ធភាពបង់ថ្លៃសាលាឲ្យកូនទាល់តែសោះ ពួកគេគ្មានជម្រើសអ្វីក្រៅពីបញ្ជូនកូនទៅសាលារដ្ឋឡើយ។ មកដល់ត្រឹមនេះ អ្វីដែលគួរឲ្យកត់សម្គាល់គឺ កូនអ្នកក្របានចាញ់ប្រៀបកូនអ្នកមានតាំងពីដំបូងទីបាត់ទៅហើយនៅក្នុងវិស័យអប់រំពោលគឺពួកគេគ្មានវាសនាបានទទួលការអប់រំដែលមានគុណភាពខ្ពស់ ឬក៏ល្អប្រសើរដូចកូនអ្នកមានឡើយ។
យ៉ាងណាក៏ដោយចុះ អ្នកដែលមានលទ្ធភាពបញ្ជូនកូនទៅរៀននៅក្រៅប្រទេស និងបញ្ជូនកូនទៅរៀនសាលាឯកជនក្នុងស្រុកដែលមានគុណភាពខ្ពស់ឬគ្រាន់បើ មានចំនួនតិចតួចតែប៉ុណ្ណោះ។ របាយការណ៍ឆ្នាំសិក្សា២០១១- ២០១២ របស់ក្រសួងអប់រំបានបង្ហាញថា នៅក្នុងសាលារៀនរដ្ឋទូទាំងប្រទេសមានសិស្សថ្នាក់មតេយ្យចំនួនជាង២៤ម៉ឺននាក់ សិស្សថ្នាក់បឋមចំនួនជាង២លាននាក់, សិស្សថ្នាក់មធ្យមសិក្សាបឋមភូមិ និងទុតិយភូមិចំនួនជិត១លាននាក់ និងថ្នាក់ឧត្តមសិក្សាចំនួនជាង២៤ម៉ឺននាក់។ នេះបញ្ជាក់ឲ្យឃើញថា គ្រឹះស្ថានសិក្សាសាធារណៈកំពុងស្រូបទាញសិស្សយ៉ាងច្រើនលើសលប់។ ដូច្នេះ ប្រសិនបើសាលារដ្ឋមានគុណភាពអប់រំទាប តើអនាគតយុវជនកូនអ្នកក្រដែលចេញពីសាលារដ្ឋទាំងនោះនឹងទៅជាយ៉ាងណានៅខណៈដែលទីផ្សារការងារកាន់តែចង្អៀត និងទាមទារការអប់រំដែលមានគុណភាពកាន់តែខ្ពស់នោះ?
ជាការពិតហើយថា រដ្ឋាភិបាលបានយល់ពីសារសំខាន់នេះ។ ជារៀងរាល់ឆ្នាំ ប្រមុខរដ្ឋាភិបាល បានបំផុសឲ្យមានចលនាផ្តល់អាហារូបករណ៍កាន់តែច្រើនឡើងៗដល់និស្សិតដែលជាកូនអ្នកក្រីក្រ។ ចលនានេះពិតជាសំខាន់ណាស់ និងចំសភាពការណ៍ទៀតផងពីព្រោះថា វាជាការបើកឱកាសឲ្យកូនអ្នកក្រមានលទ្ធភាពអាចបន្តការសិក្សាដល់ថ្នាក់ខ្ពស់ និងមានគុណភាពដូចកូនអ្នកមានជីវភាពធូរធារដែរ។ ប៉ុន្តែ តើអាហារូបករណ៍បែបនេះអាចជួយបានមនុស្សប៉ុន្មាននាក់? ហើយតើអាហារូបករណ៍ទាំងនោះពិតជាធ្លាក់ដល់ដៃអ្នកក្រីក្រពិតប្រាកដដែរឬទេ? នេះជាអ្វីដែលម្ចាស់អាហាររូបករណ៍ទាំងឡាយត្រូវតាមដានមើល។
យ៉ាងណាក៏ដោយ ក្រុមអ្នកវិភាគនិងតាមដានវិស័យអប់រំកម្ពុជាបានមើលឃើញថា អ្វីដែលសំខាន់និងចាំបាច់ជាងនេះ គឺការពង្រឹងប្រពន្ធ័អប់រំសាធារណៈឲ្យក្លាយជាថ្នាលបណ្តុះបណ្តាលធនធានមនុស្សប្រកបដោយគុណភាពដ៏ពិតប្រាកដមួយ។ នេះគឺជាមធ្យោបាយតែមួយគត់ដើម្បីធានាថា មនុស្សគ្រប់គ្នា មិនថាកូនអ្នកមានឬអ្នកក្រ អាចទទួលបានការអប់រំដែលមានគុណភាពស្មើគ្នាដោយគ្មានការរើសអើង។ ការបណ្តោយឲ្យប្រពន្ធ័អប់រំសាធារណៈខ្វះគុណភាព មិនខុសអ្វីពីការដាក់ទណ្ឌកម្មទៅលើកូនអ្នកក្រឲ្យចាញ់ប្រៀបកូនអ្នកមាននិងកូនអ្នកធំជារៀងរហូតនោះឡើយ៕

Khmer people that aren't doing anything, that are just sitting back and not caring, at least realize what is going on!
Other people who just "hope" you can't "hope" a miracle will happen. You have to MAKE it happen. You can't just "dream" something will occur. You have to MAKE it happen.
It's a shame how some adults don't know any better. How they think Hun Sen is a nice guy. How they just believe what they hear from one side. They just come up with conclusions as soon as they hear something. You have to witness it all.
Stop this injustice government, and START DOING SOMETHING. Start helping each other, start helping one another.
It starts with one, to make a million
-I, as a girl under the age of 13, am capable of understanding this, if even a 40 year old man, who has lived in Cambodia for his WHOLE LIFE, and just moved to USA couple years ago, can not even understand this concept, who would rather accept the lie, the act, of Hun Sen, who actually BELIEVES that he really feels bad for our country?? That he is trying his best to SAVE our country?? That he is a HERO?? I'd rather tell him what I think right at his face, as soon as I got to meet him, even though that isn't the right way, even thought that isn't the respectful way (considering the fact he is WAYY older than me), BUT IT'S THE WAY HOW I SHOW HOW I FEEL AGAINST HIM, verses those other people who would bow down to his feet, I'd give him a piece of my mind.
START STANDING UP FOR WHAT YOU BELIEVE IN. If it weren't for Mr. Sam Rainsy, Chea Vichea, or any other of the Cambodian patriotic heroes, our country would be long gone. It's true I live in America. It's true I am just a child. BUT THAT DOESN'T MEAN I CAN'T HAVE A RIGHT TO SAY SOMETHING ABOUT THIS EITHER!!!!
