“If the perpetrator is not fined or tried, he or she will continue these human rights violations.”
Prime Minister Hun Sen has ordered the suspension of domestic workers traveling to Malaysia, after reports of serious abuses there, but a Labor Ministry official said Tuesday thousands of them might still be allowed to go.
Seng Sakada, director-general of the Ministry of Labor, said he was considering allowing about 2,500 would-be maids to travel to Malaysia because they were already recruited, trained and contracted before the Oct. 15 ban.
Many maids returning from Malaysia have complained of abuse at the hands of their employers, and Cambodian firms have been accused of recruiting underage women and forcing them to live in poor conditions before sending them abroad.
Police are currently searching for the head of one recruiting firm, T&P, Co., after a raid on his facility freed around 30 underage girls.
“The process of recruitment, training and sending women to work as maids in Malaysia will be resumed after the government finds new information,” Hun Sen said in his suspension order.
A high demand for labor in Malaysia and a low number of jobs in Cambodia have led to a boom in recruitment firms in the past few years. The Ministry of Labor estimates at least 34 companies now operate here legally.
An Bunhak, president of the Association of Cambodian Recruitment Agencies, said all its members would follow the ban.
“We’ll strengthen our protection mechanisms and cooperate with our partners in Malaysia, as well as the Malaysian government and non-governmental organizations,” he said.
Malaysian Embassy officials declined to comment on the ban.
Chan Saveth, head of monitoring for the rights group Adhoc, said he supported the suspension order.
“As a human rights activist, I think that if the royal government sees one country full of human rights violations, the government should not send its laborers to that country,” he said. “We absolutely oppose sending underage Cambodian girls to work outside the country.”
Meanwhile, underage girls say it is easy to fake their identification documents to meet age requirements, in hopes of earning high salaries after several years of work in Malaysia, which saw Indonesian workers banned by their government for similar complaints.
“Village, commune and district chiefs must be responsible for the forgery of IDs,” said Ou Virak, head of the Cambodian Center for Human Rights. “If the perpetrator is not fined or tried, he or she will continue these human rights violations.”

Oh, A' Seng Sakada euy, don't try to be excused from the reality situation.Do you think that the speech of the Prime Minister in one country didn't value enough to those private agencies which benefited to you? Dummy crazy you are!!! So the government should immediate conduct the research for this stupid Ministry and fine them as soon as possible. Because they didn't care about the dangerous of those maids that working in Malaysia due to those maids were not their wives, relatives, or may not their nation too.So i would strongly reveal to the government to take the immediate research on this case and fine all of conspiratorial people.
Hun Sen. Stop sending our young girls to be abused! They have been abused by you and your party.
It is now your responsibility to turn in all those ministers, advisers, recruiting agencies, court officials, and those involved in this human trafficking. They must be investigated, fined and face punishment. This isn't about business, these women knows there are dangers ahead but their families have nothing in Khmer, no land no house and no future.
Hun Sen, why dont you send your relatives, families and bush pig to work as a Malaysian maid!
we all learned from our mistake.
Why not sending them to do their work, better than stay at home or working in a bar.
Important is, that the agencies need to train the girl, make them to understand well of their job, their responsibility and of course better understanding of the language.
Dear Hun Sen, if you fail to conduct the investigation on this case and arrest those perpetrators which abused your ban order to be punished, then it mean that you are also were conspired with those agencies and Ministry of Labor. Thanks
I rather be a prostitutes, and stay in our country better than going to work as a slave for EVILS MALAYSIAN peoples.
MALAYSIA IS EVILS COUNTRY!!!!!!!!!!!!!!!!
To all Khmers people stop going there!

Send your mum and your sister to Malaysia. Your mum doesnt earn much money in the bar or working at home. or send your 14 years old sister so she can send money home. Let them get rape and tortured, so they cant leave the house.
"Will they learn from their mistakes? "
This isnt just about money. This is about human rights. These young women are getting raped and tortured everyday. How does your mum like it?
Do other people may be thinking the same to me or not? Note, why this agency companies can actually imposed and against to Hun Sen's ban? I think this is the ways to threat the other agency companies which are not related to his family to send the maids out. However, those agency companies that keep sending with successfully the maids to Malaysia were belonging to his family. Do you think so??? I knew in fact, his order there are no body can ignore to obey if those companies is not totally linked to Hun Sen's family. Believe me!
When ther are crime and people live and right are concerned all the fucking contract or laws are wrong and should be stop rightaway!
May your mother, daugters, and yourself meet the same fate of the victimes, you crook!!!!
3:03PM! I agree with you!
Go deep in every crimes there are ah Kwack family root in there!
No one wants to listen to fuckin Hun Sen anymore. Hun Sen doesnt have respect from people close to him, even his own ministers.
Hun Sen, the only way to make them listen to you, is KILL them. Kill them like how you killed the FUNIPC members or the grenade bombs. Teach them who has control
