What is the issue? Is it "hard work" or "lack of food/clothing/medicine"?
If it is "hard work", then soldiers should get use to it. After all, soldiers must be able to endure those hard working conditions.
If it is "lack of food/...etc", then yes commanders have to feed and take care of their soldiers.
