“They should look at the constitution in terms of the obligation of people.”
A leading political analyst says the ruling party has confused the rights of free speech and expression with political opposition, especially as people gather to protest policies or injustices.

“As long as people use the rights and freedoms stipulated in the constitution and other agreements of human rights in the world…there should be the application and use of those rights and freedoms,” said Lao Monghay, who is a regular guest on “Hello VOA.”

Government officials have begun to equate criticism with opposition, he said. “I think this is a stereotype that is wrong according to the meaning and practical application of many liberal and democratic countries.”

Cambodia is a democracy and signatory to international agreements on rights, he said. Criticism is a part of that, he said. “They should look at the constitution in terms of the obligation of people.”

Citizens have the right to participate in politics, economics, society, culture—including peaceful protests and assembly, he said.

Government spokesman Phay Siphan said the government is trying to improve its policies and better include civil society and the international community.

well, if you don't inform or educate the public, they're going to assume so. i think communicating with others are very important if you don't want misunderstanding, etc. nothing to be ashamed of in communication. it's all in your thought or abstract. perhaps, people need to realize that communication is not a death sentence, talk so others know what you are thinking in a constructive, civilized way, that is. if you want to relate to people, treat them equally as you would like to be treated, otherwise, you will have this misunderstanding and issues and problems and conflicts, etc, etc... problems starts with someone's thought as being superior than other. you're be surprise how people open up when you put them at the same, humane, equal level as yourself when communicating with people. well, there's always exception to the rule like for instance a drunk individual or someone under the influence of controlled substances, etc... the thing is you have to judge for yourself when dealing smartly with others, you know.

The Hanoi government is pulling all strings in Cambodia, the Cambodian government is just a puppet government, I don't think Cambodia is ruled by its constitution, but by Hanoi's dictates.
