Cambodian legal officers from the Khmer Rouge tribunal’s Office of the Co-Prosecutors have requested leave from their positions to find alternate employment until the United Nations-backed tribunal starts paying their salaries, court officials said yesterday.
Press Officer Neth Pheaktra told the Post that the prosecution’s legal officers were looking to secure other jobs because they had not been paid since October last year.
“It is a very difficult situation – while the UN staff at the Court never face late payment of salaries, the Cambodian side is facing this kind of situation for the fourth time,” Neth Pheaktra said. “It is very
demoralising for the court.”
Cambodian court officials, including Acting Director of Administration Tony Kranh, have requested that “funding for the entire ECCC should be made available on a timely basis, and simultaneously to both the United Nations and Cambodian sides of the court to ensure sustainability and efficiency”.
The court’s management team, including Tony Kranh, are due to fly to UN headquarters in New York this month to seek funds and submit a budget plan for the court, but as yet no date for the trip has been set.
Under the framework established by the UN and the Cambodian government, the government is responsible for paying salaries of Cambodian staff at the court, but in practice, this has not been the case.
“The funding source for covering the national side’s staff salary relies totally on the voluntary funding from Friends of the ECCC,” Neth Pheaktra said.
International co-prosecutor Andrew Cayley said that his Cambodian counterpart, Chea Leang, informed him on Friday that six staff members would take a temporary leave of absence due to lack of payment.
“The six of them are highly valued members of our office and they need to be paid,” Cayley said. “The OCP will still be able to function, but of course not as effectively.”
National co-prosecutor Chea Leang could not be reached for comment.

Why should they wait until the long delays to happen for 4th to quit their jobs?
I bet you they will not quit; if they will they should have done it when they happened on the 3rd time. Why because the paychecks are too juicy for them compared to other jobs.
The UN would pay not for Cambodian stuff like Theary Seng, Yuok Chhang, and other fraud Cambodian staff who did not do anything to find the real justices for Khmer victims of Cambodia, is that true?
It is about the interest in Communist Yuon/Hanoi, Hun Sen (Yuon dog), Yuon CPP judges and crooks. These people who are on Communist Yuon/Viet Hanoi sides are the most corrupted in the world.
We do not support anyone of those who failed to find the justices for the victims of Killing Fields.
ECCC should move to ICC in Hague that is the best.
Hun Sen and CPP Yuon officials have always interfered with ECCC to protect their Yuon/Viet Hanoi's interests. Those evils did not care about the victims of Killing Fields and evicted people and farmers of Cambodia.
Nuon Chea, Khiev Saphan, Ieng Sary, and other Patriotic Khmer Rouges are the real heroes to protect Khmer territory from Yuon/Hanoi and Ho Chi Minh.
There is no more believes that Vietnamese soldiers to help Khmer people out of Killing Fields under DPK regime. Khmer Rouges has been set up by Yuon/Hanoi and Ho Chi Minh by using Sihanouk as a political machine in Communist era and allowing Yuon/Vietcong military power from Hanoi and Ho Chi Minh to destroy Khmer people and swallow the land.
When will Yuon/Hanoi and Ho Chi Minh stop their propaganda and dirty secret plan in the 21st Century? However, they will not, but they will say they will stop. In the meantime, they still sneak around secretly like snakes to attack and swallow in the blind eyes of Khmer people,International Communities and UN or when the world is quiet and peaceful or sleeping, Yuon/Hanoi and Ho Chi Minh still crawl at night to do poisonous things to kill Khmer people and swallow the land of Khmer.
Loas has been so quiet lately.
Khieu Samphan,
Khieu Samphan said before he was arrested in late 2007 in Pailin that he ( Khieu Samphan ) wants to see this ECCC to be established and proceed in Hague, Holland instead of establishing in Phnom Penh.
Pol Pot,
We have full rights to hate and not to hate Pol Pol?
But one thing about Pol Pot which I can not refuse or turn blind eyes to Pol Pot bravery to stand up and fight against yuon Hanoi to protect Cambodian sovereignty both sea and lands including Koh Trol.
Other thing that I can not refuse the truth about Pol Pot, Khieu Samphan and Noun Chea contribution with 1991 Paris Peace Agreement without 1991 Paris Peace Agreement Cambodia would be part of yuon Hanoi long ago like Kampuchea-Krom.
Pol Pot did not fight but his soldiers did. He ran away to the Thai border.
