Observations on the KR Tribunal by Don Jameson

I spent one month traveling around Cambodia in January and February talking to people about the Khmer Rouge Tribunal (among other things), I speak Cambodian and have been visiting the country at least once per year for the last seven years and so am able to converse easily with people at all levels of society. Virtually no one outside a select group of people in Phnom Penh has any interest in the KR Tribunal. Many do not even know who is on trial and for what. Most state up front that they have no interest in the trial, pay no attention to it and do not see it as relevant to their own lives. While in Phnom Penh, I also attended two sessions of the tribunal, including the final sentencing hearing for Toul Sleng torture and killing center director Duch. There is an air of unreality about these proceedings, as if they were taking place on another planet, with not connection to Cambodia and its current problems concerns. In addition, there is now a confrontation between the UN management of the Tribunal and the Cambodian government over additional cases numbered 003 and 004, leading the recent resignations of two international judges because of government interference in the investigation process. There is a huge gap in understanding between the international community and the Cambodian government on the nature of the trial process and it is questionable whether even the current case against three top KR leaders will ever be brought to a conclusion given their advanced age and likely death or incapacitation before this lengthy process can be completed. In short, the KR Tribunal has been a failure and a huge waste of resources that could have been used for other purposes much better suited to Cambodias needs at its current stage of development.

Concerning the situation in Cambodia, the UN must look beyond the obvious things. Vietnam is so crazily tricky.

The UN must overcome any obstacle posed by Vietnam and the puppet government of Hun Sen if the UN wants to gain respect from the people around the world about its integrity and competency.

The UN must keep the KRT going because finding justice for Khmer people is UN’s noble mission. The UN will ultimately understand Vietnam's tricks deployed in Cambodia if the UN investigates thoroughly the situation in Cambodia. The UN is now dealing with Vietnam, a Country that has always violated the international agreements.
For example, the agreement with the US in 1973, the 1991 Paris peace agreement, etc…

Vietnam has created and brainwashed Khmers, called Khmer Vietminh, to make Khmers fight with Khmers, to make Khmers kill each other and exploit it. That was one of the main reasons why about 3 million Khmer people perished during the Pol Pot’s era.

Presently, Vietnam’s strategy is to put dumb Khmer leaders such as Hun Sen to control Khmer people and Vietnam manipulates him behind the scene in order to reach its ultimate goal of colonizing and absorbing Cambodia.

The concern that the UN would uncover the murderers who committed most of the mass killing during the Pol Pot's era has prompted Vietnam to push its puppet Hun Sen to react strangely to cases 003, 004's initiatives. Vietnam has to create problems for the KRT through Hun Sen for the purpose of impeding the KRT from going forward or going smoothly.

If Vietnam is the real Cambodians' savior, why Vietnam is so apprehensive about the KRT, especially concerning cases 003 and 004?

I am 100 percent agree to your idea, Don Jameson .We should used the more than a $150 millions to compensate the loss victim relative and their families.It's has been nothing but the waste of time and money.Plus,it's the shame till this day.Well,it's well proven that Cambodian country are still dominate by the ex-khmer rouge rulers and theirs supporter with the mind and boss of Vietnam regimes.It's so shame and I would like to curse a hell on them. Shame!

Watching KRT is the same thing as watching the movie of Titantic, the conclusion is well known, the ship sank.

The KR leaders are guilty of the crime committed against Cambodian people.

But from each of political party in Cambodia want to have a different detail.

Former Lon Nol regime officers want to link Sihanouk to the crime.

Viet Nam and their allies want to make sure that the KR were acting alone.

The UN and the US want to show the world that they care about SE Asia, especially Cambodia.

The opposition party want to show Cambodian that the current Gov. were once part of the KR and they involved with the killing.

For the people who suffered during the KR regime want to know if there is any money for the compensation.

The former KR cardre want to blame Viet Nam for the killing. The lower level want the world to know that they acted from the top level orders.

For the people who are working for tribunal want the court to persuite case 3 and 4 so they can continue having the job with the court.

For the young Cambodian want the Gov. to spend more time and money to create job for them. They also want stability in the country. Democracy maybe ranks third or fourth in their mind.

Why do you need BS, MS or PHD for ?
If the only job available for you are minimum wage which required only High School diploma !!!
There are too many educated people in the US right now and it is hard to find work.

I strongly beleive that the current Gov. have the responsibility to help young Cambodian who are living in Cambodia first !!!!!!!!
