Officer Involved Late-Night Shootout [involving Cambodian-American Chomrean Meas]

STOCKTON, Calif. (KCRA) -- In a news conference Thursday morning, the Stockton Police Department identified the teen who died after a shootout with officers.

He is 19-year-old Chomrean Meas, originally from Cambodia, Police Chief Eric Jones said.

The shooting also injured an officer. Keith Barry, who has been with Stockton police since 2004, was struck once in his lower abdomen, Jones said.

Barry is in "stable but guarded" condition at a hospital after he had surgery, Jones said. His wound is considered serious, the chief added.


"I heard the officer say he was shot in the stomach," said a witness, who did not want to be indentified.

Officer Barry was patrolling Wednesday night with Officer Thomas Heslin in a marked patrol vehicle, investigating a homicide from Monday night that killed Stanley Jones, Chief Jones said.

The pair was in the 1900 block of Colt Drive about 10 p.m. when the shooting took place, police said.

The officers were talking to residents in the area around Plaza Robles High School beforehand, Detective Joe Silva said earlier Thursday morning.

"Three men were standing in the driveway, and one was uncooperative, he and officer barry got into a scuffle," said Chief Jones.

"He shot the cop and the other cop shot him," said an unidentified neighbor. 

Heslin returned fire on Meas using his .40-caliber service gun. Meas died at a hospital from his injuries.

Jones stressed several times in the news conference that the department is emphasizing proactive work lately.

"That's what Barry and Heslin were out on at the time of the shooting," he added. The city has seen a spike lately in violent crime, Jones said.

On Monday night, 42-year-old Stanley Jones was shot and killed near the intersection of Colt and Cody Way, police said. Jones was knocking on doors trying to sell trinkets to make money when he was shot, his family said.

“I feel for [the officer’s] family,” said Stanley Jones’ wife, Denice Jones. “He was just here doing his job, like my husband was.”

Meas is not a known gang member but may associate with some, Chief Jones said. The handgun used Wednesday night is believed to be the same one used in Monday's deadly shooting, Jones added.

Wednesday's shooting marks the second time that Barry has been involved in an officer-involved shooting.

In 2009, Barry and another Stockton officer were on patrol when they came upon a robbery in progress at a Quick Stop gas station.

When Barry and his partner got out of their car and approached the store, one of the robbers refused to obey the officers' commands to halt, police said. Barry's partner fired his weapon, hitting both suspects.

The chief said he is proud of how the officers handled the situation, and that this is a "trying time" for the department.

Was he born in Cambodia or USA? Most Khmer teenagers were born in USA. I learned so manytime on the news when Asian kid did something good the news said "American" but when he/she did bad they said "Cambodian, Hmong, Vietnamese etc".

Before asking that question, please look at your current Cambodian goverment and local government. How do they conduct business. Is this local government running the country, states, counties and cities like gansters?

Nobody to blame but his family. His dad have two wives that live in the same house. Don't care about his children. This kids brother is also in jail for killing somebody. They are Khmer Krahom family.

How stupid some of the comments.
It has nothing to do with Khmer Rouge or Khmer American. To blame Khmer Rouge or other organization will not help to resolve our problem.
This is just the system, where we all today live and have to fight for. We will not find the reality, because the world is not perfect as we always believed.

I don't believe everything the newspaper said. If you're not there, you don't know what's going on, especially in that city. It was probably provoked by the police.
If this were a black kid, there would have been outrage from their community leaders. For Khmer, this kid died in vain. Try to fight for justice no matter what circumstances you're in.

I don"t know why american don"t consider khmer american kid that born in united states not an american. Well I think american should consider he is an american because he was born in united states not out of country.
