Criticisms on outrageous Cambodian state hospitals

Current medical ethics is only applicable to those who can afford to pay?

Large hospitals in Phnom Penh are coming under strong criticisms from the public for not providing care to indigent people, i.e. those who do not have money to pay for their care. Is this the attitude observed by Cambodian hospitals? For example, if you suffer a major car accident that needs immediate surgery, and if you do nothave relatives near you to pay for the medical bill, these hospitals will not even look at you.
