Vietnamese Prime Minister Nguyen Tan Dung Monday called on the US to fully remove a ban on the sales of lethal weapons to his country at a meeting in Hanoi with visiting US Defense Secretary Leon Panetta.
He also urged the US to work to resolve the consequences of the Vietnam War.
Highlighting the positive changes since the two nations established diplomatic ties in 1995, Dung said that Vietnam considers the US a leading partner and hopes the US would continue to help maintain peace, security, stability, cooperation, and development in the Asia-Pacific region.
He listed economics, trade, investment, science and technology, education and training, anti-terrorism, fight against transnational crimes, maritime safety and security, nonproliferation of weapons of mass destruction, and adaptation to climate change as the areas in which Vietnam wants to boost bilateral ties.
The cooperation must be based on mutual respect for each other’s sovereignty and independence and legitimate interests, he said.
Earlier the same day Vietnamese Defense Minister Phung Quang Thanh said at a press conference that his country wants to buy weapons from the US.
“We want the US to lift the ban on lethal weapons trade with Vietnam for [our] mutual interest and for the purpose of normalization of bilateral ties.
“If the ban is removed, we want to buy certain kinds of weapons to overhaul and upgrade our weaponry.”
Speaking at the same press conference, Panetta thanked Vietnam for giving him a chance to pay a “historic visit” to Cam Ranh Bay as the first US Defense Secretary to go there since the war ended.
Thanh said he and Panetta had an open and frank dialogue on issues of mutual interest, including implementation of a memorandum of understanding on cooperation that the two defense ministries signed late last year.
The areas of cooperation include search and rescue, peacekeeping, military medicine, humanitarian aid, and disaster relief, he said.
The two sides will also work to resolve the consequences of war, such as the clearing of landmines and cleaning up Agent Orange residue.
The US proposes to establish an office to coordinate bilateral cooperation.
It is a sign of the US's long-term commitment to defense relations with Vietnam, Panetta said.
He handed over to Thanh a diary taken from the body of Vu Dinh Doan, who was killed in a fight with a Marine Corps platoon in March 1966.
Thanh in turn gave Panetta letters found on US Army Sergeant Steve Flaherty, who was killed in 1969.

The US should have as the condition for lifting the ban: respect of human rights, democracy in Vietnam, especially Kampuchea Krom...
If we Khmer want to be strong after the motto of our former Khmer ancestors, we all should be unit as one voice and work for our nation, otherwise we will have another very bad time and soon or later our country will blitz into the colonies of Thai and Viet.
Most of us sure don't want of course to be lost our statute as Khmer proud, but attacked the Cambodian government most every as Youn slave. Did we know, that we move or destroy ourselves into this hole, we don’t want to be.

when the US establish ties with vietnam, i never hear their people complain or whine about it. i bet when the US try to establish ties with cambodia, the stupid opposition people always whine about it to the US, etc. you see the difference there. that is why i kept on calling the opposition party stupid, ignorant people, you know.
Here are my opinions ONLY:
1. Viets are not true heartful feeling for America, they ONLY side with western countries because Communism are losing it's power in the world. They had used Japanese in WW II, U. S. S. R, PRC during Cold War, Khmer Viet Minhs. They will spotted them out to rotten when they no longer need you. Reminding us the CPP is doing.
2. China which will become the second Super Power
very soon, she wants to run over the Viets to control
those islands oil, gas deposit, fisheries and 60 % of
world trade routes. Viets knew they will not stand a
chance if they don't have America back them up.
3. The Viets Communist Party also wanted to hijack American friendship from the Vietnamese Democracy movements.
4. Gentlemen if somehow in the future we can wrestle out of Viets hands, we upgrade our military. Then we go to war with them, they will use these weapons on us.
5. Let hope the PRC will destroy the Viets military before they can upgrade with U.S weaponry.

Vietnam is getting weapons from many sources including: Russia, some European countries, Israel and now the U.S. They are also manufacturing their own ships & missiles. Their goal is to be a regional naval power to compete with China for years to come.
When the usa agree to lift ban with vietnam, cambodia will turn away from china and stay under vietnam again... this is how it goes, watch and see!!!! Well...the Viet are bragging too much about anti-China and fighting China over the century! Now the question is have any Viet defeated China in battle field? The answer is none!
Cambodia doesn't need to fear Vietnam for joining Uncle SAM! In my opinion the more Uncle SAM can accelerate the conflict between Vietnam and China the better off Cambodia will be! The Viet are nothing more than a prostitute because if the Viet cannot get from Russia and they will try to get from American!
What Vietnam need right now is modern weapon system to launch large border war on Cambodia to maintain their puppet and Viet slave government! The Viet leaders know that Cambodia is about to explode at anytime and along with the Viet business investments in Cambodia! So to maintain what they have in Cambodia the Viet must have modern weapons system!
This is the Viet strategy is to have their military go first then their population and the economic subjugation the plundering and robbing through economic and the outright take over of key economic area that make the most money!
