Where do the vendors of gasoline in the bottles store their stock, in their houses of course?
Selling of gasoline in the bottles should be banned in Cambodia, because it is very dangerous and easy to cause fires.
But the government should be the one to be blamed not the poor vendors.
Fire prevention is better than fighting the fire. The police showing up during the fire is not going to help to prevent it from happening again.
Dont forget the stupidity of the population and those criticizing behind the computer without knowing the real situation. Just google phnom penh fire july 2012 + cnn and you will read a better glimpse of the situation...
