I would like to make two suggestions as possible alternatives to the Kampong Thom road sign:
Normally, we use exclamation marks sparingly in official writing (in any language). Rarely do we use "on the fly" or "texting" language and punctuation for serious writing, in particular official correspondences and signs.

Sounds like someone has got nothing better to do...quit law and open an english school. Help teach khmer kids....leave khmer language alone. It's understood as is.
Due to my above comment to the text posted by the Khmer Democrat at 12:09 PM. of the Khmer word ទំងន់, was not very sure, that the word was wrong written.
After a short analyse between 2 words ទំ and ងន់, was sure, that this word was not well written under the Khmer grammatical.
But the word កំណត់ is the aplicable word of កត់ should be right.

The same for modern Xmer women who used foreign invented Tampons or pump bras and g string for sanitary use,hiding pantyline and enhancing small breasts appearance.

I would not use the word "toumninh" because that mostly implies to commercial goods . "toumninh" usually is not associated with people or different kind of cargo such as soil or constructrion materials.
FYI,
During war against Yuon and Nom Benh regimes in 80's then Paris Peace Negotiation, Democratic Kampuchea delegates were fond of using (កុំ) such as ផែនការប្រឆាងយួន៣កុំ

The reborn after 7 Janauary 1979 like Theary should know. The left over and influence of Khmer Rouge literacy and literary use remains intact and current as long as Hun Sen and clique still live in Nom Benh Moi.
Plenty more of Khmer Rouge revised translated Khmer words from foreign language and are continually using in TV,Radio broadcasting,government and print press especially the one owned by Soy Sopheap.
