The Cambodian education is undoubtedly heading in the direction the government wants. The government hails the recent Bac II examinations as another success of its education policy. Ministry of Education director-general Sam Monyrath claims the proportion of those who pass the exams jumps to 86%, which he says is 4% higher than last year. He points out the high number reflects the fact that many more students get the answers right; there is not much concern about how they get there. Furthermore, according to the director-general, the number of those who receive “A” grade increases from 50 in 2011 to 105 in 2012.
Such excellent outcomes are achieved despite Ministry’s initial concern about exam irregularities. It issues stern warnings of heavy penalties to all student candidates. Those who collect monies to pay examination officials will automatically be disqualified and prevented from re-sitting for a year; those who copy from their prepared notes will be awarded naught for their paper and disqualified; those who use telephone during exams will disqualify themselves automatically, and be barred from re-sitting for two years. As it turns out, the concern is misplaced and the warnings are unnecessary – no one is seen to be doing anything wrong.
But the flip side is rather ugly. Unless there is a severe defect in the survey methodology by social researcher Kem Lai, the students and the country are facing not-so-glamorous future challenges. Even though the government does not see any of this, the Kem Lai survey reveals 92% of the student respondents claim they collect monies for exam officials. There are 105 “A” students this year, but it remains uncertain how many of them are real, or academically capable, the country produces. The survey indicates 78% of the student respondents claim they share work and copy from each other, and 55% of exam answers are copied with the help of smart phones. As the pass proportion of 86% exceeds the cheats, it is comforting to know some honest students pass their exams, even though it is uncertain how many capable students who are failed for their refusal to bribe and cheat.
Where does the education based on doubts and cheats lead the nation to? Probably not to the end of the world, but perhaps to a Cambodia that cannot do without dishonesty. Parents who pay bribes become more convinced than ever that the payment works, and thus more likely to repeat it for their other children or promote the dishonest behaviour to other parents. Students find cheating and bribing is the easiest alternative to study; they will in turn do whatever it takes to recoup their costs by demanding bribes from others when they are in a position to do so. Examination officials and their benefactors continue to be blinded by students’ bribes, and treat honesty with contempt. Slowly and surely, all have their justifications to be dishonest.
And best of all, the government sees nothing wrong with its examination process, and continue to issue certificates like toilet papers.

There are "donut" mentality, and "monkeys see, monkeys do" attitude. Many of us Cambodians, asians, do not cherish originality or creativity. We love copying, and visciously competing among our own compatriots/families.
Look at the worthless degrees and certificates that were given to the purely un(der)-educated holders. There is no shame or conscience in these monkeys.
The all important political analysts, like those of Soy Sopheap, also shamelessly act like all important bullshitters. All of their analyses are the same about how great the opportunistic "ting maung" leadership has been for over a quarter of century, and how every Cambodian should eternally be grateful to them and their sponsor, the Vietcong.
Without money from Beijing, Hanoi, and Washington, what have they really developed? The foreigners even brought their own people to work on the different projects, because our own PhD holders are only interested in "oknha," "ek oudom," or "samdach so-and-so" positions.

Should we blame Yuon? Well, Yes and No.
If we Khmers learn and understand what is "Expansionism", then we cannot blame others but ourselves.
Expansionism throughout history, and many nations built empires through expansionism, we Khmers did it too. How did Khmers do to build the empire? We are clueless.
How did the Yuon do? We ought to know how and why or what did they do?
Do these uneducated people like Hun Sen, his wife and their fellow criminals know the real history? No they do not.
The Yuon have been presence in our country in all political strips, and these uneducated people are Yuon's first weapon to gain their territory and to terrorize Khmer Nationalists.
Evidence such as the land Hun Sen gave to Yuon based on his new treaty. The recent acquisition of Khmer villages, Khmer islands shows new expansionism of the Yuon. Did Hun Sen know or understand anything? No and yes. Yuon did all the works, except signatures at the bottom of the pages.
Can Hun Sen refuse? No. His refusal might repeat Pol Pot's fate.
So what can we do? We must unite.

You should have compared bandit Khmers in Cambodia with Yuon, but not the wise Khmer men in the US/Europe. Yuon are too afraid of these wise Khmer men, that is why Yuon determine to assassinate them.
You are Yuon write Khmer, but be warned that the game is not over as long as one Khmer still alive,
