I write to elicit your opinion and to shared an article since I have seen your name prominently in this debate on Khmer language. Please forward this to Mr. Kenneth T. So as well if you are connected.
As you know, the propaganda to attack the Khmer language has reach international heights by Vietnamese government and has culminated in the recent July 2012 statement put out by Vietnamese representative, Mr. Hoai Le Trung, at the ECOSOC body. The use of the term "Doun" was cited as example of Khmer hatred and characterization of Khmer Krom movements to ECOSOC as "fanatics" with hatred intending to break harmony in Vietnam.
In fact the Vietnamese representative claims the use of the term "Doun" is 'an insulting word used by a few fanatics to refer to the Vietnamese.' Completely and blatantly disregard the fact that this is the only term existing in the Khmer language and is used ubiquitously all over South Vietnam by Vietnamese of Khmer descent to refer to Vietnamese - in reality, far from the "few fanatics" Mr. Hoai claims. He has also mislead the world body by linking the usage of the word Youn to the atrocities of the Khmer Rough.
Thus linking the tragedy of history of the truly fanatic Khmer Rough with the term "Youn", when in fact it is wrong and without proper historic context and also portrayed as though Youn were not the sole victims that historic tragedy. In doing so, he has discriminate against the language of the Khmer Krom people and wishes to change their culture, and language - a violation of indigenous people's right. Using politic in one country to politicize and associate evil from one fanatic group to an innocent people of Khmer Krom by fabricating their language is wrong.
Mr. Trung also state and concocted a false history representation of the historic territory of South Vietnam and he turns around to accuse the Khmer Krom youth of this act; In this way his statement quote:
KKF Youth Caucus, an affiliate of KKF, concocted a map claiming “the Khmer-Krom nation” that covers 16 provinces and cities in South Viet Nam inhabited by about 30 million people of many ethnic groups, including Ho Chi Minh City - the largest and most populous city of Viet Nam,
Injecting the widely modern version, "Ho Chi Minh City", is a deliberate and devious manipulation, and its effect relies on the fact that international community are not aware of the history of Kampuchea Krom, South Vietnam, and specifically of Prey Nokor itself. The quote of term 'the Khmer-Krom nation', which was never used by Khmer Krom people in any context, is also an insult to Cambodians which implies that Kampuchea-Krom or 'the Khmer-Krom Nation' is a make-believe territory.
As you can imagine, in the world of harmony and anti-terrorism, the well deliberate manipulation of Khmer Krom people's aspiration by Mr. Hoai Trung was well received by the international community at ECOSOC. Vietnam successfully shutdown Khmer Krom from being granted consultative status at ECOSOC due to these false characterization and manipulation of our language and history.
Attached is the statement which Mr. Le Hoai used to manipulate the world body opinion against the Khmer Krom people. I send to both of you, Lok Bora Touch and Lok Kenneth T. So, because I have seen both of your name prominent in the defense of Khmer history, territory, and language.
I am not writing this e-mail on behalf of any group or Khmer Krom organization, I write it on my own conscious, believing that Khmer Krom's pain and history is also the pain and history of Khmer people. I write, as an individual Khmer youth, hoping to elicit your opinion and support and urge the both of you scholars, perhaps, to help change opinion and help Khmer Krom people respond to this fabrication of the Vietnamese government at the world body.

The so-called khmer krom does not exist anywhere in historical record, there is no khmer krom people, no khmer krom land, and no khmer krom history. The term khmer krom was coined by Sihanouk in 1900’s in order to shamefully and illegally claim land that does not belong to Cambodia. A few overseas Cambodian terrorists concocted a fairytale story and attached it to the name hoping they would be able to fool the international community, but they only fooled themselves. Khmer krom is a mere fabrication that will never stand up to the scrutiny of historical facts.
To All Khmer around the world, we must understand that Youn (Viet) almost and always play the racist cards against their Victims.
If Khmer language we use to call the Vietnamese (Youn)that the Vietnamese calls as racist language, then let the Viet explains to the world of their own language, when the Vietnamese or Youn, calls others Nation like; American (My~), Franch (Pha'p), Chinese (Tao`)Russian (Lienso)and Khmer (Mien.)

The use of term 'Yuon' or 'Youn' has been common in the Khmer Krom language in Kampuchea Krom (or Cochin-China under French colony or Funan at ancient time) in reference to the newcomers (Annamese from the North). The Annamese people are today Yuon or Kinh or Viet and they originated from the Annam (today Hanoi's area.
Khmer Krom only know the Annamese by Yuon or Youn. However, my recent visit to Kampuchea Krom I have heard Khmer Krom people referred the Yuon as "nguoi Vietnam". This is to say the Yuon or Kinh is "nguoi Vietnam", then how do refer Khmer Krom, and the many 54 or so peoples in Vietnam today. The term "nguoi Vietnam" means the people of Vietnam hence Vietnam only belongs to the Yuon or Kinh people, while the 55 Peoples in Vietnam are country-less!!!Hence the 55 Peoples in the Mekong Delta and Champa Kingdom should demand for a separate homeland for their own, since the Hanoi longer refers to Youn or Kinh as "NGUOI VIETNAM".

Do you agree Chanlap exists? Chan Lap was part of Cambodia and the Khmers who lived in Chan Lap are known as Khmer Krom, whereas Khmer people who live at Northern region of Cambodia are known as Khmer Leu.
All Yuon should lean the real history of Vietnam's Genocidal against its neighboring countries.

As I stated clearly, the so-called khmer krom is a fabrication, a made-up fantasy, perpetuated by a few overseas Cambodian in order to achieve a perverted political objective. Constantly repeating a lie doesn’t make it an iota of truth. We know for a fact that Cambodia does not have a written historical record prior to the1900’s. What little knowledge is known about Cambodia was passed down either by unreliable words of mouth or pictures and inscriptions made in stone. Without factual historical data, and unable to claim land using the so-called khmer empire (due to obvious reasons), Cambodian turned to lies and deceits in order to fool the world. But their lies and deceits failed apart when they were subjected under intellectual scrutiny.

The khmer empire and the so-called khmer krom are two vastly different subjects that do not belong within the same context. One exists in the historical consciousness of people of Cambodia and is a subject of scholarly studies, the other, is a mere fabrication, a figment of imagination, exists only among a few Cambodian extremists, and was created for the mere purpose to advance a political agenda and to pursue a perverted ambition. Sihanouk and a few other Cambodian intellectuals knew full well the uttered embarrassment and absurdity of using the khmer empire to shamefully claim land from other countries. So to give Cambodia a chance for future claims, they designated ethnic khmer minorities living in Vietnam and Thailand khmer krom and khmer surin. They conveniently avoided subjects such as the migrations of Cambodian refugees throughout the century as a result of wars, genocides, and famines. A few overseas Cambodian terrorists perpetuated the idea in order to further their pursuit of a lifelong ambition. Without shame and embarrassment, they drew up fake map that purportedly belongs to Cambodia, made up fake historical dates, provided bogus khmer population numbers, distorted historical facts, fabricated a whole bunch of other nonsense to create the illusion of the existence of a khmer krom history as an independent entity. They were successful in deceiving themselves, but not the people of the world. On every occasion, they were voted out and struck down by the international community for their outrageous lies and subversion, and their disgusting misused of international forums.

So far, we know for a fact that Cambodia does not have any written historical records until after the 1900’s, and what little is known about Cambodia came from few inscriptions inscribed in stones, and these inscriptions only described about the kings and their works and little else. The so-called khmer empire is nothing more than a small kingdom, and most of the khmer population lived around the area of today Angkor Wat.
Many academic works from scholars throughout the world concluded that the area of today southern part of Vietnam was largely abandoned, covered with jungle, without any established organized civil society, no law and order, sparsely populated by only a few different disorganized tribes. Among these tribes were the khmer, but certainly not the dominant tribe in the area. Historians and experts throughout the world also concluded that it was the Vietnamese migration to the area in the early 1600’s that turned a mostly desolate place into a bustling place of commerce and organized civil society. Many khmer ethnic minority living in Vietnam today are Cambodian refugees, who migrated to Vietnam as a result of many reasons, some came in search for a living, others came to escape from war, genocide, and famine. The Vietnamese generously offered them a place of refuge, and they were very thankful for the Vietnamese assistance during their time of needs. Though the khmer ethnic minority in Vietnam shared the same language and culture as their brethren in Cambodia, they feel no affinity with the Cambodian, they consider themselves Vietnamese and want nothing to do with Cambodia.
As for the so-called khmer krom, there is no mentioning of it anywhere in Cambodia’s historical record before the 1900s. Not a single scholar, historian has ever mentioned its existence before the 1900s. Why? Because it was the creation of Sihanouk and his clique, and only came into existence in the 1900s. Some of these same people, including elements of fanatical, genocidal Khmer Rouge thugs ran to the West and formed the so-called KKF and other organizations and their affiliates to continue to disseminate lies and distortions of history, and participated in other terrorist activities. By revoking the status of KKF from the UN-sponsored organization, the UN had done the world a great favor, removing a blemish from the world organization. Vietnam will continue to expose the KKF for what they truly are - liars and terrorists. Vietnam will spare no efforts in assisting the UN to expel these terrorist members from legitimate UN organizations and eventually shut down these foreign-based terror networks.
