He is a KR and has killed thousands of innocents khmers before and still continuing to do so because the internation community really don't care as long as Hun killed his own people is good, their enemies don't have to work hard and lose nothing.

The International Community does care, but you have to understand Cambodia is the only one small country that has the most Generals in the world ever known.
Furthermore, each of Cambodian General is well armed with guns. Dealing with the state of Mafia, is very dangerous. These people are very crude, savage, and the most barbarous people.
You have to understand the root of why the UN failed to disarm the Mafia (Khmer Rouge Hun Sen and his organized crimes?) There're Vietnamese Communist behind them and they all making profits from their stay in power.
When the Communist Mafia runs the state, only keep voicing to donors to stop giving them money or finding other strategy to deal with it.
You cannot give up but continuing to fight no matter how long will it takes.
