CAMBODIA NEEDS POLITICAL WILL, NOT FUNDS, FOR DEMOCRACY

The National Election Committee (NEC) is seeking funding from international donors to help fund next year’s elections.
Asking for funds is, of course, easier than carrying out institutional reform.
As a government-controlled body, the NEC has access to as much money as it needs to conduct elections. Bangladesh, with a population ten times the size of Cambodia, has been able to run elections cheaper.
The problem is not money: Sending a check to the NEC would be no more effective in contributing to democracy than a donation to the Khmer Rouge Tribunal (KRT) would be in bringing the perpetrators of genocide to justice. As a result of its partisan composition and leadership, the NEC is nothing more than a political tool for the ruling party to perpetuate its grip on the country.
Because of government interference, the KRT is a show that exists only to run down the clock and so ensure that government officials who used to be members of the Khmer Rouge never have to answer for their actions.
The real problem is that neither judiciary nor electoral administration are independent functions in Cambodia. Both are mere appendages to a system of authoritarian and corrupt government.
If writing checks was the answer, the problem would have been long solved. Cambodia has been a huge recipient of foreign aid for more than two decades, yet has yet to establish a respectable justice system and to hold elections that meet international standards.
Political will is a harder currency. The NEC always asks for financial and other support from the international community but it never pays heed to any recommendations to address major flaws in Cambodia’s electoral system, notably recommendations from the European Union in 2008 and those from the United Nations in 2012.
Under such circumstances no international support whatsoever should be provided until the required reform is effectively implemented. Otherwise, any financial or technical support would be presented by the government as endorsement of what is actually manipulated elections leading to a distortion of the popular will.
Sending international observers to the upcoming elections scheduled for July 2013 would not be useful either since there in no point in observing a foregone conclusion – another landslide victory for the ruling party – unfold.
The Cambodian government will only carry out the necessary electoral reform if the international community starves it of legitimacy indispensable to conduct business as usual.
Reformed electoral machinery, as recently recommended by the U.N. Special Rapporteur Surya Subedi, can allow Cambodia, finally, the opportunity to put back on track the democratisation process and to achieve self-determination as enshrined in the 1991 Paris Agreements.

Sam Rainsy is right. Donors and international country must not donate to NEC. Just like ECCC they will milk donors every years but won't produce any result.
Remember last years, after giving in to the ECCC Hor Nam Hong promised the US that they will cooperate with the US.
But after receiving the money Hun Sen said noone can tell him what to do, not US, not UN not even China. Hun Sen ony got one boss.

How many folks in Cambodia are not currently know about the Yuon/Vietcong monsters Hanoi involving with their Vietnamese puppet Hun Sen after ousting the former Prime Minister Penn Sovan who disagreed with Hanoi masters who made the bad deals with him (Mr. Penn Sovan).
Mr. Sam Rainsy should tell the UN Representatives in Geneva and NYC, the U.S. Officials, EU Officials and International Communities that Hanoi Masters (PM and President of Communist Vietnam) have been currently involving with Dumb Yuon Puppet Hun Sen (who married to his Yuon/Vietnamese wife and was a son of Yuon father). That is why Hanoi masters installed Hun Sen as a Yuon Puppet to make the profit from everything from Cambodia such as giving the pieces of land, islands, sea, rent Angkor Wat to Sok Kong (Vietnamese bastard), pick the Yuon loyalists to protect him and beyond.
Hanoi masters need to be destroyed as soon as possible.
Madam Secretary of States, Ms. Hillary Clinton and her undersecretaries of States should know that Vietnamese masters in Hanoi who have involved the crisis in Cambodian for more than 3 decades in the dirty political games and played the major roles to destroy Cambodia/Khmer Nation in order to erase the lies of their bad and disgusted Yuon behaviors and ill-intentions to slowly replace Yuon/Vietnamese folks (illegal Vietnamese settlers in Cambodia in every corners) and done the trick in the blind eyes of gullible innocent Khmer/Cambodian people, foreigners and International Communities in the world.
Hun Sen has been living in fear because of his Yuon/Vietnamese masters and now Hun Sen is a very wealthy because of the stolen properties, lands for sales, Yuon/Vietnamese business deals with corrupted CPP clans (Yuon-Khmer, Dumb leaders of CPP) and including Yuon-Chinese mixed thieves like Var Kim Hong, Yeay Phu, Lao Meng, and beyond. How much longer those Yuon thieves under the Hanoi Masters and Hanoi masters will continue to do this until the blames and pressures coming from the UN, EU leaders, the U.S., International Communities and innocent Khmer/Cambodian people.
Time will come to destroy Hanoi Masters before their Yuon Hanoi puppet Hun Sen who will be arrested and put him on trial both at the UN and Cambodian People Courts because of more than 3 decades of losses of international donors' money, assistance, and more.
Yes, Vietnamese masters will return everything that have been stolen from Cambodia and Cambodian/Khmer people to Hanoi or Vietnam to make their country become developed and economically successfully to compete with ASEAN countries and other countries like Japan, S. Korea, China during their control over their Yuon puppet Hun Sen.
Cambodia has everything and is a very rich with natural resources that is why the evil Vietnamese/Yuon masters in Hanoi saw the big opportunities to make big wealth and profit by getting rid of Mr. Penn Sovan (former PM) and installed Yuon Puppet/Slave Hun Sen be illegally unrecognized PM among Cambodian people and the world. They (Hanoi masters and Yuon/Vietnamese slave Hun Sen) are just the thieves.
What they want from Cambodia are the following:
1. Angkor Wat (Tourists pouring money in)
2. Forests/Trees (giants trees - 500 to more than 1000 years olds)
3. Fish productions
4. Oil and gas
5. Rubber plants
6. Rich soils for plants
7. and beyond.
That is why Cambodia country is not poor because of very rich natural resources comparing to Taiwan, S. Korea, Thailand, Malay, and so on.
Those f**kng Hanoi masters have oversaw things and want to steal everything from Cambodia by having Yuon/Vietnamese slave Hun Sen. You have seen the terrible situations in Cambodia. When Ratha Sourn declared that Hun Sen only scared of his movement, then everyone has to open big eyes and THINK. It is a trap to get you excited and then he will send you to be screwed.
When Ratha Sourn appeared with Yellow shirts and he renounced Hun Sen & renounced Yuon, he was sent to find out the info from Yellow shirts sides for Hun Sen.
You name it this Ratha Sourn has no job, cannot even speak English and his behavior is irrational like Hun Sen (impolite). But why on earth still some people like the Khmer Gardian (KG) follows him? Or is KG also part of the scheme?
