Resolutions
As part of the commemoration of
the 21st Anniversary of the 1991 Paris Peace Agreements (PPA), the
Cambodian people, over one hundred in number, representing civic
organizations, political parties, and communities from the United States
of America, Canada, Europe, and Cambodia, have gathered again at a
national conference on October 12 and October 13 in the Greater
Washington, DC area, to review the situation in Cambodia and to make
recommendations after the last year's national conference.
The current situation in Cambodia is becoming very alarming in the
area of human rights as presented by Prof. Surya P. Subedi, United
Nations Special Rapporteur on the Situation of Human Rights in Cambodia,
detailing the many cases of irregularities, violations and abuses.
Prof. Subedi made 17 points of recommendations, and he further
expressed his concerns of possible violence if proper attentions to
redress the situations continued to be ignored by the Cambodian
government.
After the two days of speeches and debates, the conference had adopted the following resolutions:
1. To urge the Cambodian government: (a) to endorse the "Report of
the United Nations Special Rapporteur on the Situation of Human Rights
in Cambodia, Surya P. Subedi" submitted on July 16, 2012 to the Human
Rights Council of the United Nations; and (b) to implement immediately
all of the 17 recommendations as set forth in Section VII of said
report.
2. To urge the United Nations to pressure the Cambodian government
and the 18 signatory countries to enforce the implementation of all the
17 recommendations made by Prof. Subedi in his above report.
3. To urge the Cambodian government to maintain the sovereignty and
territorial integrity of Cambodia as stated in the 1991 Paris Peace
Agreements. This includes the condemnation of the Vietnamese government
for violations of the 1991 PPA regarding Cambodian territorial
integrity.
4. To urge the Cambodian government to allow the president of the
newly formed National Rescue Party, Mr. Sam Rainsy, to (a) return to
Cambodia, free of charges and indictments, and (b) freely campaign in
the upcoming election. Otherwise, the election results will be neither
credible nor legitimate.
5. To urge the international donors and institutions to impose
financial sanctions on Cambodia if the government does not fundamentally
reform the National Election Committee (NEC) and the election process
as proposed by Prof. Subedi in his above report.
6. To demand the Cambodian government to free Mr. Mam Sonando who is
unjustly imprisoned to twenty years, and all other political prisoners
immediately and restore true democracy and respect of human rights in
Cambodia.
7. Finally, the National Conference made a special request to the
United States President Barack Obama to cancel his upcoming visit to
Cambodia unless fundamental reforms are made to the National Election
Committee.
The participants to the Cambodian National Conference have expressed
their gratitude to the United Nations for working to restore peace,
democracy and freedom for the Cambodian people with the Paris Peace
Agreements signed on October 23, 1991, twenty one years ago, and
strongly urge the United Nations Secretary General Ban Ki Moon to exert
his authority on the Cambodian Government to implement the
recommendations of his United Nations Special Rapporteur, Prof. Surya P.
Subedi.

Burn his body over there (China). Don't bring back to Cambodia. He was a Traitor to Khmer people. The Khmer people have suffered enough by him. He did not respect even his own mother. He was an evil king . He should be alive until he can serve his punishement in the Khmer Rouge trail. Please don't forget he was the person who killed Lok Protean Sam Rainsy's father.
