The Sihanouk-Hun Sen Meeting

At least three more critical issues were at stake: an equitable power-sharing arrangement among these four warring factions, an agreement among the factions to disarm in order to ensure that civil war would not recur, and an effective international guarantee of supervision for the implementation of any agreements reached by the Cambodian factions.”
Hun Sen's April 1987 proposal for a talk with Sihanouk was resurrected in August when the prince sent a message to Hun Sen through the Palestine Liberation Organization's ambassador in Pyongyang. Sihanouk was hopeful that his encounter with Hun Sen would lead to another UN-sponsored Geneva conference on Indochina, which, he believed, would assure a political settlement that would allow Vietnam and the Soviet Union to save face. Such a conference, Sihanouk maintained, should include the UN secretary general, representatives of the five permanent members of the UN Security Council, Laos, Vietnam, and the four Cambodian factions. He also suggested the inclusion of ASEAN countries, members of the defunct International Control Commission (India, Canada, and Poland), and other concerned parties. 

The Heng Samrin regime had apparently envisioned a meeting between Sihanouk and Hun Sen when it announced on August 27 a "policy on national reconciliation." While artfully avoiding the mention of Vietnam, the policy statement called for talks with the three resistance leaders but not with "Pol Pot and his close associates." An appeal to overseas Cambodians to support Phnom Penh's economic and national defense efforts and assurances that Cambodians who had served the insurgent factions would be welcomed home and would be assisted in resuming a normal life and in participating in the political process were key features of the policy. The regime also expressed for the first time its readiness to negotiate the issue of Cambodian refugees in Thailand. The offer to negotiate undercut the resistance factions, which, Phnom Penh contended, were exploiting displaced Cambodians by using them against the Heng Samrin regime for military and political purposes. 




Resistance leaders questioned Phnom Penh's sincerity in promulgating its policy of reconciliation and were uncertain how to respond. At their annual consultation in Beijing, they and their Chinese hosts predictably called for a Vietnamese pullout as a precondition to a negotiated settlement. Sihanouk, however, launching a gambit of his own through Cambodian emigres in Paris, called for reconciliation émigrés among all Khmer factions. The initiative met with a favorable, but qualified, response from PRK Prime Minister Hun Sen and, in early October, the Phnom Penh government unveiled its own five-point plan for a political settlement. The PRK proposals envisioned peace talks between the rival Cambodian camps and "a high position [for Sihanouk] in the leading state organ" of the PRK, Vietnamese withdrawal in conjunction with the cutoff of outside aid to the resistance, general elections (organized by the Heng Samrin regime) held after the Vietnamese withdrawal, and the formation of a new four-party coalition. The October 8 plan also proposed negotiations with Thailand for the creation of a zone of peace and friendship along the Cambodian-Thai border, for discussions on an "orderly repatriation" of Cambodian refugees from Thailand, and for the convening of an international conference. The conference was to be attended by the rival Cambodian camps, the Indochinese states, the ASEAN states, the Soviet Union, China, India, France, Britain, the United States, and other interested countries. The CGDK, however, rejected the plan as an attempt to control the dynamics of national reconciliation while Cambodia was still occupied by Vietnam. 

Sihanouk and the PRK continued their exploratory moves. On October 19, Hun Sen agreed to meet with Sihanouk, even though Sihanouk had cancelled similar meetings scheduled for late 1984 and for June 1987. At the end of October, Hun Sen flew to Moscow for diplomatic coordination. The CGDK announced on October 31 that a "clarification on national reconciliation policy" had been signed by all three resistance leaders. It was likely that the two main goals of the clarification, which was dated October 1, were to restate the CGDK's position on peace talks and to underline the unity among the resistance leaders. The statement said that "the first phase" of Vietnamese withdrawal must be completed before a four-party coalition government could be set up, not within the framework of the PRK but under the premises of a "neutral and noncommunist" Cambodia. 

Sihanouk was clearly in the spotlight at this point. It was possible that his personal diplomacy would stir suspicion among his coalition partners, as well as among Chinese and ASEAN leaders. It was also possible that he might strike a deal with Phnom Penh and Hanoi and exclude the Khmer Rouge faction and its patron, China. Mindful of such potential misgivings, Sihanouk went to great lengths to clarify his own stand. He said that he would not accept any "high position" in the illegal PRK regime, that he would disclose fully the minutes of his talks with Hun Sen, and that he would not waver from his commitment to a "neutral and noncommunist" Cambodia free of Vietnamese troops. 

Sihanouk and Hun Sen met at Fère-en-Tardenois, a village northeast of Paris, from December 2 to December 4, 1987. The communiqué they issued at the end of their talks mentioned their agreement to work for a political solution to the nine-year-old conflict and to call for an international conference. The conference, to be convened only after all Cambodian factions reached an agreement on a coalition arrangement, would support the new coalition accord and would guarantee the country's independence, neutrality, and nonalignment. The two leaders also agreed to meet again at Fère-en-Tardenois in January 1988 and in Pyongyang at a later date. The communiqué ended with a plea to the other Cambodian parties--Sihanouk's coalition partners--to join the next rounds of talks. 

The communiqué offered no practical solution. In fact, it did not mention Vietnam, despite Sihanouk's demand that the communiqué include a clause on Vietnamese withdrawal. At a December 4 press conference, Hun Sen disclosed an understanding with Sihanouk that "concrete questions" would be discussed at later meetings. Included in the concrete questions were "the withdrawal of Vietnamese troops, Cambodia's future government, and Norodom Sihanouk's position." Hun Sen also revealed that during the meeting Sihanouk had told him that "the future political regime of Cambodia" should be a French-style democracy with a multiparty system and free radio and television. In an official commentary the following day, Hanoi was deliberately vague on Hun Sen's concrete questions, which, it said, would be dealt with "at the next meetings." 

In foreign capitals, there were mixed reactions to what Hun Sen called the "historic meeting." Officials in Phnom Penh, Hanoi, Vientiane, and Moscow were enthusiastic. Thai officials, however, were cautious, if not disappointed, and they stressed the need for Vietnamese withdrawal and for Thailand's participation in peace talks with the Cambodians. Kuala Lumpur and Jakarta both welcomed the unofficial, or indirect, talks as a promising start toward a political solution. They agreed with Bangkok on the necessity of Vietnamese withdrawal. Officials in Pyongyang said the meeting was "a good thing," but declined to accept the suggestion of Hun Sen and Sihanouk that they mediate between China and the Soviet Union on the Cambodian issue. China stressed that it supported Sihanouk's efforts to seek "a fair and reasonable political settlement of the Kampuchean question." Such a settlement was said to be possible only when Vietnam withdrew all its troops from Cambodia. 

On December 10, Sihanouk abruptly announced the cancellation of the second meeting with Hun Sen. He said that such a meeting would be useless because Son Sann and Khieu Samphan refused to participate in it and because they also refused to support the joint communiqué. He added that--out of fear that the governments in Phnom Penh, Hanoi, and Moscow might realize an unwarranted propaganda advantage from the meeting--he would not meet Hun Sen. But on December 15, Sihanouk announced abruptly that he would resume talks with Hun Sen because ASEAN members saw the cancellation as "a new complication" in their efforts to pressure the Vietnamese into leaving Cambodia. By December 20, Sihanouk and Hun Sen had agreed to resume talks on January 27, 1988. On December 21, Son Sann expressed his readiness to join the talks in a personal capacity, provided that Vietnam agreed to attend the talks or, if this was not possible, provided that Vietnam informed the UN secretary general and the five permanent members of the UN Security Council of its plan to vacate Cambodia as quickly as possible after all Cambodian factions had embarked on the process of internal reconciliation. 

As 1987 drew to a close, talking and fighting continued amid hopes and uncertainties about the future of Cambodia. That meeting was the main reason why Sihanouk kicked the UN out of Cambodia after the CPP lost the 1993 election.

According to Sihanouk, the throne is more valuable than Cambodia’s existence.

If Sihanouk is this kind of selfishness, why the people in the whole country mourn his death?

Was this following a trend?

- The whole country was believed in Sihanouk and went to Prey Marquis to join Sihanouk and the Khmer Rouge.

- Almost the people in the whole country were killed by the Khmer Rouge and the Khmer Vietminh.

- Now, the whole country is mourning Sihanouk's dead.

In consequence, there must be some thing fundamentally wrong with our people's mentality.

Here is a new trend:

- The 7th January is the day that Vietnam rescued Cambodia.

- The Vietnamese keep flowing massively into Cambodia.

- Cambodia will disappear from the world map.

- Will the people in the whole Country celebrate Cambodia's disappearance?

Cambodian people continue to be in denial about YOUN intention until it is too late. It is wrong to beat the dead horse especially if the man is already dead, but the truth is that Sihanouk made too many bad decision which he could had avoided. I have no doubt that Sihanouk love his country,but it seems that at time his ego got the best of him causing many Khmer's lives. Personally, I get upset seeing people dripping their tears for Sihanouk because in my eyes, he doesn't deserve it, as a leader he could have done more.

Sihanouk is for the most part a good Khmer leader. But reciting the Prey Marqui, the word not existed in Khmer dictionary, does not help free Cambodia from Vietnam and its tool.

Obsession with hatred and anger does not help envision the reality.

It is not an obsession with hatred and anger rather it is eccepting the truth. The truth of eccepting what we did wrong so we don't repeating the same mistake. When people dripping tears for him, they are actually rewarding his bad pass decision. People should not be rewarded for making a bad choices. Khmer are very forgiving and may be we needs to change our way of thinking so our leaders would take responsibilty for their bad decision.

People recall the mistakes that the leaders made to prevent and teach people from making the same mistake.
The histories in Cambodia's schools are so distorted, as a result the kids learned the wrong history such as the expansionist Vietnam is truly Cambodia’s rescuers and the nationalists are traitors.
For example: the Mam Sonando's case and the Sam Rainsy's case.

Vietnam is slowly and surely molding Cambodia to become a part of Vietnam.

You are right. Chinese and Viets have done this for thousands of years. Actually, they wanted to conquor the whole world. Right now, Chinese is about to be in the lead. By 2020, Chinese will take control the world bank because at the moment they lend a lot of money to America, EU, Africa and Southesast Asia. Soon, all they need to do is just sit and collect interests from all over the world and make every other nation to be their slave. Viets and Chinese have only one goal and that is to join together as one big nation, and will be controlled by one gov't. The chinese is always a head of the White West. They knew that the West is planning a ' new world order' and so the Chinese is trying to combine all the Asian nations as one as well, in order to prevent this 'new world order' from taking control over Asia. Life is all about protection. So, right now, Cambodia is in Viets' hand there is nothing we can do about it. This is part of the Chinese and Viets' planned long ago. Soon, Hun Sen will be gone, to the Chinese and Viets, money is not everything, but taking the whole nation is everything. So, Hun and his clan is being used and abused to benefit both chinese and viets'nation and there is nothing we can do about it accept pray. But must pray to the real God though or else it won't help.

Are ordinary Cambodians in general forgiving or are they simply ignorant of the mistakes their leaders committed in the past?

Does blaming neighbouring countries help to mask the incompetence, greed, selfishness, and desire to hold on to power of the incompetent Cambodian leaders?

The sky is getting darker. The wind is blowing hard. The rain has already started to fall down and will fall down heavily on the roofs of shaky huts. The flood is seeping up the banks of the river. There are so many people to be moved to the higher and safer ground and yet our so-called leaders are still too busy fighting among themselves as to who should be sitting on a coloured chair!

Let us all work together patiently and resolutely to help educate and inform our people of the country's current affairs so that in the future the guy who wants to sit on a coloured chair knows exactly that his ass shall be on a hot seat and get burned really well if he does not know what he is doing and yet still does not want to give up the seat to someone else who deserves that seat.

We're greatly disappointed in you for distorting the true fact regarding who's the real father of Srok Khmer Independence. You and your colleges know full well it's Lork Son Ngoc Thanh not former King Norodom Sihanouk. Are you refusing to acknowledge Lork Son Ngoc Thanh because you fear Hun Sen or because Lork Son Ngoc Thanh is a Khmer Krom?

In addition, on your KRP Party radio program aired on 8-10-2012, you misinformed your listeners that Lork Dap Chhon is a Siam puppet and Khmer Issarak Leader. Lork Chhon was just one of Khmer Issarak regional leaders in Siam Reap Provence. He was not the leader of Khmer Issarak.It was Lork Son Ngoc Thanh.

Moreover, you fail to inform your listeners that...

* Before 1970, King Norodom Sihanouk personally put hundreds of innocent Khmer to death. He accused them of being a Communist or CIA agent - like Lork Sam Sary (Lork Sam Rainsy's father).
* King Norodom Sihanouk was a Socialist and the only head of state to attend Ho Chi Minh's funeral- against the wish of his advisers.
* King Norodom Sihanouk supported the Communist Youn Hanoi and the Viet Cong by giving them sanctuary on Khmer land and provided them with ammunition and supplies - which resulted in the US bombing of Srok Khmer and killed over 200,000 Khmer civilians.
* King Norodom Sihanouk asked prachichun Khmer to join the Khmer Rouge in the jungle or Marquis - after he was overthrown in March of 1970 via Red China radio.
* King Norodom Sihanouk was the Khmer Rouge leader in exile from 1970 to 1976. He helped the Khmer Rouge win the war in 1975 and gave rise to the Killing Fields - which nearly 2 million Khmer lost their lives.
* King Norodom Sihanouk turned down a peace negotiation offers from the UN officials, US officials - Dr. Henry Kissinger, Lon Nol, Lon Boret, and so on
* King Norodom Sihanouk was tried in 1979 by the People Republic of Kampuchea (PRK) and sent to death in absentee.
* etc.


It's bad enough than Hun Sen and his CPP gang are trying to manipulate history, you shouldn't do the same. Prachichun Khmer (especially our youths) need to be better inform and not lie to.

PS - H.E. Chhay, you should clean your image and reputation by being truthful to prachichun Khmer and give back the $10,000 US dollars that you took from Hun Sen in 1997. Moreover, stop being a coward and stand up for what you truly believe in.

- Sihanouk promised to Hun Sen that he will help Hun Sen to stay in power.
- In exchange, Hun Sen will restore the monarchy.

So, when Funcinpec won the election, Sihanouk got mad and he must find ways to help Hun Sen such as mounting secession.
The UN (Akashi) is on his way. Then Sihanouk ordered Akashi to get out so that he can solve the problems between Khmers.

What an asshole idea!!

The outcome of Sihanouk's efforts had only strengthened Vietnam's position inside Cambodia up to this moment. As a result, the Vietnamese have been coming to live freely in Cambodia and also having the right to vote.

Why Cambodia has never had a leader who is well educated?

Starting from Sihanouk:
- Sihanouk: high school (he is so weak in mathematic. They might let him pass high school).

- Lon Nol : High school or less
- Pol Pot; No degree. He even had a hard time to understand the content of the book in French language. He admitted that he did not understand well when he read the French revolution book.

- Hun Sen: Finished 7th grade in secondary school.


Notice that in the Khmer Rouge group, there were so many well educated people such as Hou, Yun, Hou Nim, Chuon Mom, Khiev Samphan, and countless of well educated people.

Why did Pol Pot get the top post?

I said before that there must be something fundamentally wrong with Khmer people’s mentality. It seems like we cannot differentiate between the “good guy” and the “bad guy”; thus, we selected the wrong person as leader.

Now, for a change, could we get a well educated person to lead our country?

The CNRP has a well educated person – Sam Rainsy – at the top. He has proven that he is competent and non corrupted person. Just vote for the CNRP and see what will happen.

Khmer people must always remember that our neighbors especially Vietnam has never wanted Cambodia to prosper. We need to watch out for Vietnam’s maneuvering to make Cambodia from getting a good leader.

Therefore, if the CNRP wins the election, watch out for a FAKE civil war generating by Vietnam.

If the CNRP has a good vision, it should inform the international community and the UN about this possibility (fake civil war) so that they have enough time to prepare to help us.

Fake civil war is a war between the special agents Vietnamese who are now residing inside Cambodia who initiate the war. Those Vietnamese speak Khmer like Khmer.
It is a fake civil war because it is not between Khmer and Khmer.

Most CPP supporters have always say that without help from Vietnam in 1979, Pot Pot will killed all Khmers, therefore Khmers must thank for Vietnam forever. If we don't deep analyzes (where kame the KR and who created them? ....),then I will accept only 70-80%.

But if we ask the Vietnamese back, without Ho Chi Minh trail and seaport at Kompong Som in Khmer territory, could the NVA and Viet Cong win the war against USA and South Vietnam ? In fact, the former Sihanouk accused only the U.S. bombing in Cambodia, but he didn't raised the issues why the U.S. dropped bombs in Cambodia and why he allowed the units of NVA and Viet Cong make military base in Cambodia territory and fought the USA in south Vietman (1800 km border)?

conclusion:
1. The VN freed Cambodia from Pol Pot (Killing Fields)
2. If Cambodia under Sihanouk did not allow the units of NVN and Vietcong to to hide in Cambodian territory, then the destiny of Vietnam is like south and north korea's today.

Why those CPP are idiot like this??
