More than nine months after the former governor of Bavet town allegedly shot three bystanders during a labor strike, the authorities have failed to arrest or bring him to court.

PHNOM PENH - More than nine months after the former governor of Bavet town allegedly shot three bystanders during a labor strike, the authorities have failed to arrest or bring him to court.
That’s a big difference from the quick action the courts have been able to take when labor leaders or other government critics are brought in, rights advocates say.
Chhouk Bandith, who was sacked as governor of the town, the capital of Svay Rieng province, after the incident, remains at large. He is accused of firing a weapon at a crowd of protesters earlier this year, injuring three women.
Svay Rieng provincial court president Pich Chhert declined to comment Tuesday, saying he was on public holiday.
However, rights groups say the case highlights the disparities of a court system viewed by most Cambodians as biased, corrupt and ineffective.
“This case shows the impunity in Cambodia, and that the courts are under the pressure of politicians,” said Am Sam Ath, lead investigator for the rights group Licahdo.
The courts were fast in indicting Mam Sonando, the owner of Beehive Radio, and sentencing him to 20 years in prison, on secession charges that rights workers say have little evidence, following criticisms of Prime Minister Hun Sen. The courts also quickly sentenced three land rights activists to jail terms after the women were charged with inciting violence in a Phnom Penh land protest.
Chhin Lida, a lawyer for the three women wounded in the Bavet shooting, said the courts have a right to postpone the hearing, but he said they should allow the case to proceed “to find justice for the victims.”

Cambodian once they are in power they are abusive when you study about them they are not well educated. They have no ideas about the future but necessity. After a careful study the Cambodian still behave like a moron running the country as if they were GOD, in doing so they were manipulated as such.
Some political opponents of Hun Sen accuse him of being a Vietnamese puppet. This is due to his position in the government created by Vietnam while Cambodia was under Vietnamese military occupation and the fact that he was a prominent figure in the People's Revolutionary Party of Kampuchea (now known as the Cambodian People's Party), which governed Cambodia as a one-party state under Vietnamese military occupation from 1979 until elections in 1993. Hun Sen and his supporters reject such charges, saying that he represents only the Cambodian people.
Forced evictions: Hun Sen's government has been responsible for the sale of land to foreign investors in 2007-08 resulting in the eviction of thousands of residents from their homes.[10]
Hun Sen was implicated in corruption related to Cambodia's oil wealth and mineral resources in Global Witness 2009 report on Cambodia. He and his close associates were accused of carrying out secret negotiations with interested private parties and taking money from those who he would grant rights to exploit the resources. However, the credibility of this accusation has been questioned by government officials and especially Prime Minister Hun Sen, himself.[11]
As of 2012, the minister has arrested two innocent women, Yorm Bopha and Tim Sakmony, for protesting against the forced eviction at the Boeung Kak Lake along with many other activists. The two are facing charges that are not related to the protest. [12] Cambodia's people are also trying to send out a message to U.S. President, Barack Obama. Eight villagers of Phnom Penh were arrested for painting "SOS" and plastering Obama's picture on their rooftops. Police deemed their actions as illegal. Earlier in the year, the villagers were told to leave their homes so that a nearby airport will be able to build a larger runway and security buffer zone. For nearly 30 years, powerful companies are able to evict people forcibly.[13]

there is a giant step in the right direction would be to accept the fact that you're still a bunch of sore losers ( ScamSR and the followers). History will also judge your performent according to your useless and weak agendas, and the history will be written ScamSR as a paranoid leader, cry baby, fugitive, and a bunch of psychopath opportunist waiting to take advantage of poor people. The world have watched you sore losers haven't done anything to make Cambodian proud of your records. There're not a single list of all the good things you have done in the past and now to uplift people life. My hero samdach Hun Sen will forgive your sorry asses if you joined the CPP for this up comming election. You potato diggers made lots of painful mistakes in the past by dividing Cambodia apart, which is shame on you sore losers. It certainly that we (CPP) would forgive you if your leader ScamSr come back to Cambodia and serve his sentences and futher improve his image as a strong leader not the fugitive one.
