Cambodian PM rejects meeting with UN rights envoy

PHNOM PENH, Dec. 13 (Xinhua) — Cambodian Prime Minister Hun Sen said Thursday that he would not meet visiting Surya P. Subedi, the United Nations Special Rapporteur for Human Rights to Cambodia, as he has “no time to listen to Subedi’s recommendations.

Subedi arrived here on Sunday for his eighth fact-finding mission. Local media had reported that he would meet with Cambodian King Norodom Sihamoni and Prime Minister Hun Sen during the visit.

“I heard the news reported that he would meet with me. I don’t know, there will be no meeting with me, I have no time to meet him, ” Hun Sen said during a student graduation ceremony at the University of Cambodia.

I won’t meet you. I want to tell you that this is ‘sovereignty ‘. You cannot order the Cambodian prime minister to receive your recommendations,” he said.

“I am not under anyone’s control. Even the United Nations secretary general cannot force me; instead, we have the rights to vote for the UN secretary general,” Hun Sen said. “The prime minister of a country is not under the foot-sole of any foreigner. “


In fact, he said, the country listened to others’ opinions, but the others should not act as Cambodia’s boss or Hun Sen’s boss.

“Only the National Assembly, which is elected by the people, has the rights to question me,” the premier said.

He said that the King is mourning his late King Father Norodom Sihanouk, so he will not receive him (Subedi) for talks either.

Prime Minister Hun Sen and his officials have accused the UN envoy of effectively working for the country’s opposition parties.

In October, Subedi presented two reports to the UN Human Rights Council in Geneva, urging the Cambodian authorities to implement reforms to ensure that next year’s general elections are free and fair. He also called for greater transparency and adherence to the law for the granting and management of controversial economic and other land concessions.

Cambodia is sovereignty state but Hun Sen is under YOUN, right? All Khmer know about but you will just not accept, that os your problem, but the other Khmers think opposite you! That is a typical behavious of dictator, that is no wonder.

Hun Sen shows arrogant behavior toward the UN Rep again. Before he always said that he had no right to be the king but had the right to create the king. Now he said even the UN Secretary General cannot force him to do thing but he had the right to choose him. The jungle man never accepts the rule of law but like to accept the jungle rule. As Yuon told him what to do or to be killed if he refused.

If Hun Sen don't want UN representative recommendation then he should withdraw his country from being a member of UN. Let's see how long his government can survive.

Or another option is for UN to expel Cambodia completely out of UN. That remind me when Thaksin was prime minister of Thailand. He refused to take UN recommendation about the need for his administration to improve human Rights. Thaksin, explicitly responded that UN is not my father. Now, in exile, he run around like crazy wolf as no UN nor any other countries are willing to help him get back to the country. The same thing with Rannaridth. When Hun Sen staged a coup in 1997, Rannaridth was in exile. With America and western countries pressure, Hun Sen allowed Rannaridth to come back to the country and let the latter hold the position as president of the National Assembly. From then on Rannaridth sided with Hun Sen on everything. When the countries that once help him criticized his country records, he explicitly responded that "Cambodia is a souvereign country and no other countries can dictate us what to do". When Rannaridth had problem with Hun Sen a second time, America and western countries ignore him. Now Rannaridth is completely out of the picture of those foreign countries who once help him. Khmer Rouge did the same thing. They ignored UN completely when they were in power. When they lost the war to Vietnam they cries out for UN help. The same hold true for Hun Sen. He will not bow to UN until his luck is over.

You've left the jungle with the helped of yiekcong your boss more than 30 yrs ago,but you still have animal instinct in you that you can't get rid off,Why Decho Sen? Your attitude toward UN rep will not looking good for your country.Well,we can take a man out the jungle but we can't take the jungle out of a man like Decho Sen!...

Only poor governing countries have human rights problems. Of course Cambodia is one of them. Cambodian gov't or leaders have not learned the value of human rights just yet. Human rights is not a choice it is a development of the country. If human rights are not respected, the country cannot and will not grow to its full extent. It is almost like a father beats his son everyday and expect his own son to well in school.

Surya Subedi has played a hard ball with Cambodian government and tries to force the government to implement his recommendation. But when he wants to talk with PM Hun Sen, the Prime Minister said he has no time to talk with him. It means the government is not cooperated with him. This is the result that he doesn't respect Cambodia's sovereignty and takes side with opposition. So, Surya Subedi has only the opposition and NGOs to play with. Good luck Mr. Surya Subedi and enjoy your holiday in Cambodia.
