Khmer Rouge court 'has no money to pay wages'

Cambodia's UN-backed Khmer Rouge war crimes court warned Friday that it did not have money to pay hundreds of workers from next month because of a lack of new donor pledges.

It said the funding crunch would affect 300 Cambodian employees, including drivers, prosecutors and judges, unless more funding was found.

The problem has "demoralised each and every one of the national staff," the tribunal's chief administrator Kranh Tony said in a statement.

The tribunal has been frequently cash-strapped since it was set up in 2006 to find justice for the deaths of up to two million people under the hardline communist Khmer Rouge regime in the late 1970s.


It relies on donor aid to pay all its salaries. In late 2011 the court ran out of funds to pay hundreds of Cambodians workers until it received new funding from Japan in March.

The Cambodian side of the hybrid court needs $9.5 million to operate in 2013, but has received no new funding pledges from donors, the court said.

"It is a serious concern for the court and its staff," tribunal spokesman Neth Pheaktra told AFP.

The UN side of the court has enough budget to run through February, he added.

The tribunal has long been dogged by allegations of political meddling by the Cambodian government and has also been criticised for proceeding too slowly, adding to donor reluctance to stump up more cash, say observers.

The court suffered a new setback earlier this week with the resignation of three international lawyers who have complained of political interference.

The court, which has spent more than $160 million since it was set up, has so far achieved just one conviction, sentencing a former prison chief to life in jail for overseeing the deaths of some 15,000 people.

The trial of the regime's three top surviving leaders is now ongoing.

That was what the CPP party want to see. They suck all monies putting into their own pockets and make it delayed until today just can achieve one conviction only.

Indeed, this court has just been
under CPP game, it won't go nowhere even get more monies and
continue more longer many years it still can not achieve.

The CPP just delays until those three murders die then it is ended, nobody can find the truth forever.

Recently they already dropped one
murder due to her age and illness.
Soon they will do that to the rest
due to the same reason or due to their death.

So,if the donors find out the fact
then better stop the donation completly; and bring them to the international court to find the real justice for Cambodian victims.
Otherwise, it is useless.

Don't blame it all on CPP. They don't get all the money and it's not all CPP ploy to delay so called,"justice." I believe it's the incompetent of the UN that is SUCKS!

It will never be any justice for Khmer victims as long Hun Sen in power.
The UN should declaire impossible mission in Cambodia to avoid its embarrassment.

IT'S AMAZING 8 YEARS ONLY GET SMALL ONE IN JAIL. U N JUSTICE NEED MONRE $$$$$ AT THE SAME TIME HOW MANY HUN SEN JUSTICE PUT KHMER IN JAIL ?
