This is especially true for Khmer minorities living in Vietnam, also known as Khmer Kampuchea Krom, many of whom claim they are persecuted in Vietnam, and many of whom have difficulty with authorities if they flee to Cambodia.
PHNOM PENH - The UN High Commissioner for Refugees has reduced staffing in its Phnom Penh office in favor of support for the Cambodian office tasked with aiding refugees, a UN spokeswoman says.
“We have downsized because of the overall financial situation, but we still have about two staff members in this office,” the UNHCR spokeswoman, Vivian Tan, told VOA Khmer. “We’re downsizing, not closing.” The office is also “re-organizing how we support the Cambodian authorities in order to better complement government arrangements through the Cambodian Refugee Office,” she said.
The refugee office has seen its operations vastly reduced after the influx of Montagnard refugees tapered off in recent years, following a change in the way the US grants asylum. The UN office also faced criticism in 2009, when Cambodian authorities forcibly deported 20 Uyghur asylum seekers back to China.
Tan said that regional staff will visit often “and will continue to provide advice, guidance and training” to the Cambodian office.
“Cambodia’s Refugee Office has been handling all new asylum applications since late 2009, and will continue to do so,” Tan said in an e-mail. “It is normal for countries that have signed the 1951 Refugee Convention to do refugee status determination on their own; usually UNHCR only does this in countries that do not have their own system, or as an interim measure until countries set up their own system.”

“This office should be expanded to make sure that the government of Cambodia gives full citizenship to Khmer Kampuchea Krom when they are in Cambodia, because this is in accordance with our constitution,” he said.

Uncle Ho understand that Sam Rainsy as well as Lotus Revolution leaders are so coward and scare to die for your Khmer Nation and Uncle Ho understand that Sam Rainsy and Lotus Revolution leaders are trying so hard to provoke young innocent Cambodians to die for them to be rich but young innocent Cambodians will not die for you people (Sam Rainsy and Lotus Revolution leaders) to be rich anymore as they have learn enough of bullshit lessons from the past and present.
Young innocent Cambodians are so smart not to die creating another opportunity for you people to be rich because they know very well that Sam Rainsy and Lotus Revolution leaders are so coward and scare to die but using them to do the dirty work to create another opportunity for you people (Sam Rainsy and Lotus Revolution leaders) to be rich in government.
If Sam Rainsy and Lotus Revolution leaders are truth patriot, why don't they just come to Cambodia and lead the revolution and dare to die to show young innocent Cambodians, how patriot they are. Why??? Or they are opportunistic who is waiting for opportunity at very safe places and champagnes to pop up.
Prove Uncle Ho wrong by action not by words because our Vietnamese’s hero dare to die to protect Vietnam interest and action speak far better than words that is why We are Vietnamese own Angkor Watt temples and Koh Tral, not by using words but real action and real sacrificed of our heroes with lose count. Unlike Sam Rainsy can’t even find justice for his followers.
Uncle Ho will guarantees that Sam Rainsy and all Lotus Revolution leaders won’t dare to die for the Khmer because they are so afraid of losing their opportunity to be rich in Cambodia government, once day.

the coward is the person who
use guns to fight with those who
have no guns at all.
so the coward is in fear while fighting unarmed.That is what the
word coward really means
Sam Rangsy is coward but Hun Sen
is a double coward because he don't dare to debate confrontly with his counter party or anybody.
When he talks he just talk by himself
or race by himself. So, he is not only
a coward but cheap as a piece of garbage.
If he is not a double coward he is not A Yuon slave either. What a shame !
Sam Rainsy is not coward.He needs
to live in a country that respect human rights and freedom.In cambodia,whic is controled b yuon,
there is no freedom neither the
respect of human rights.That is why
the opposition party was chased out of cambodia and i don't understand why Un keep
the ayorng's seat at the UN?
The ayoung government is illegal
since 1979 and should be dissolved
so that cambodia has a new government which should be elected by cambodian people(not by yuons).
This what we khmer people
should know in order to condemn
the Hun sen government which
is since the hanoi's invasion
of cambodia .
