Critics Decry New Year ‘Gifts’ To Security Forces

Opposition leader Sam Rainsy told VOA Khmer that the security forces were not to blame, because the salaries they receive from the government are so low.

PHNOM PENH - Over the Chinese New Year, police, military police and armed forces soldiers gathered outside the house of a powerful ruling party senator, where they received traditional red envelopes of money.

As many as 1,000 security forces eventually swarmed the house, receiving between $7.50 and $12.50 from the wife of Senator Lao Meng Khin, whose Pheapmix company has been embroiled in an ongoing land dispute and forced eviction.

Critics say their behavior sends a bad message to Cambodia’s disenfranchised and underscores the kind of relationship that the rich and powerful have with those charged with public safety.


Lao Mong Hay, an independent analyst, said the images from the handout appeared as though a boss were giving money to grateful employees. It also made the nation’s security forces look like “beggars,” he said. There should be a ban on government employees taking such New Year gifts, he said.

Opposition leader Sam Rainsy told VOA Khmer that the security forces were not to blame, because the salaries they receive from the government are so low.

Military spokesman Keng Tito acknowledged that members in uniform took money, but he said that they still have an obligation to perform their duties without favor.

Government spokesman Phay Siphan said there is no law forbidding such handouts.

They are supposed to be discipline. What you see It makes those policemen looks degrading or cheap. They have no respect for themselves. This is why people have no respect for them because of their lowly activities and because some else higher ups are doing their job paying these law enforcers a living wage; worst yet they are being ordered, used, exploited, to beg, cheat, threaten, rob, corrupt innocent Khmer people to lineup their bosses big appetite for money. It it is not their fault. It is because of poor management and their greedy ignorant bosses.

Hun Sen & his relatives, the rich CPP senators, and crony tycoons all act like thugs and gangsters. They treat Cambodia as if it belongs to them and they can do whatever they want with the lands and resources. It's a mafia mentality they have. The police and military in Cambodia don't serve the country, but instead they serve individuals and businesses and act like personal bodyguards. Even the goverment ministries, for the most part act as proxies for business deals for the economic interests of goverment ministers and their business partner friends.

Cambodia is in such a sad state where the opposition party will never gain any type of power...not in a million years. Why?Because all of the government ministries, the police, the military, the media, are all owned, controlled, bribed and operated by the CPP and their family members.

What police chief, what army general, would ever listen to Sam Rainsy?
