France Pushes Hun Sen on Human Rights Record

French Prime Minister Jean-Marc Ayrault raised concerns over the controversial convictions against op­position leader Sam Rainsy and independent ra­dio station owner Mam So­nan­do during a meeting with Prime Minister Hun Sen on Sunday, France’s ambassador-in-waiting said on Tuesday.

Mr. Ayrault was on a two-day visit to Phnom Penh to attend Monday’s cremation of the late King Father Norodom Sihanouk.

“The [French] prime minister …raised all the matters with Prime Minister Hun Sen, including the political matters,” said Serge Mostura, who is awaiting confirmation as France’s next am­bassador to Cambodia.

“He raised the cases that we all know about, the case of Mr. Sam Rainsy, the case of Mr. Mam So­nan­do, both of whom have French nationality,” he told reporters at a briefing at the French Embassy.

Mr. Ayrault also spoke to Mr. Hun Sen about French reporter Daniel Laine, who was convicted of procuring prostitution in absentia and handed a seven-year jail sentence by the Phnom Penh Municipal Court in 2010 in a decision upheld by the court last week, Mr. Mostura said.


“Prime Minister Hun Sen took note of our position and took note of our concerns and he took note of our remarks,” Mr. Mostura added. “Our dialogue was open and I hope there will be positive future developments.”

Mr. Rainsy, who leads the country’s political opposition to the ruling CPP, is living in France in self-imposed exile to avoid an 11-year jail sentence for uprooting wooden posts marking Cambo­dia’s unofficial border with Viet­nam and for posting maps of the frontier on­line. Mr. Sonando, an independent radio station owner and popular government critic, was sentenced to 20 years in jail in Oc­tober for allegedly fomenting a rural secessionist movement.

Both men, their supporters, and many independent observers, con­sider the charges to be politically motivated by a court system at the beck and call of a ruling party intolerant of any serious challenge to its authority.

Mr. Laine’s lawyers, along with a local rights group and an international press freedoms group, say he was framed in retaliation for his work as a journalist exposing Cambodia’s sex trade.

Council of Ministers spokesman Phay Siphan said he had no knowledge of Sunday’s meeting and referred questions to members of Mr. Hun Sen’s Cabinet, who could not be reached.

Mr. Sonando’s wife, Dinn Phannara, said Mr. Ayrault had enquired after her husband during a dinner at the French Embassy on Sunday.

“He asked about Sonando’s condition and his health in pris­on,” she said. “He also expres­sed his support for Sonando and encouraged him; he said he had asked the embassy to monitor his situation closely.”

Ms. Phannara said her 71-year-old husband has regularly complained of having a cold since his arrest in July and of suffering from a toothache and diarrhea.

U.S. President Barack Obama also raised Mr. Sonando’s case with Mr. Hun Sen while attending a regional summit here in November, calling him a political prisoner and urging his release at the risk of stalling bilateral relations.

You mean like Egypt, Tunisia, libya, yemen, Bahrain, Syria.

If Only Mr Sam Rainsy and the people around Mr Sam Rainsy dare uprising without fear of death and personal benefit, just do it for the country.

The question is Can Mr Sam Rainsy and the people around Mr Sam Rainsy dare to sacrify their life for the country? Or just screaming for other to die for them to be rich.

Hun Sen isn't stupid. He knows well what to do to fight corruption. Ir Channa should not tell him what to do. Corruption make CPP stronger and stronger so there's no reason for Hun sen to fight corruption. All people who follow him have enough money for living, all people who closed to him getting rich and become billionaire. All his follower contribute some money they earn from corruption for CPP to make CPP stronger and stronger. So there's no corruption there's no CPP.

Since Hun Sen was put in power to serve Yuon's interests, we Khmers should not use force, including arm rebelion to remove him or his puppet regime. If we do, then Yuon will send in their re-enforcements, as a result Khmer nationalists will die for nothing.

The best way is to request the UN, through a sponsor member state if necessary to impose sanctions against Vietnam and some Hanoi key leaders.

Vietnam has been occupying a sovereign country since January 7, 1979.
The first occupation was military, and the
second is benign.
In order to prosper and keep peace within,
Vietnam needs foreign monies and international supports.

Well, hopefully PM Hun will do the right thing this time for 'the righteous will live forever and the wicked will be terminated'. We khmers have learned alot form Kingta to Pol Pot regime and we know they have paid the price for what they have done in the end, e.g you can run but you can't hide...the truth will always be the truth', for life is too short, might as well do good.

As for the foreigners like Vn and Chinese, it is time to leave us alone and let us have our own sovereignty state just like every other nation has. It is time to do the right thing once and for all because it is right and just as 'god creats everyone equally', therefore what gives them the right to kill us anyway?...please enough is enough, we khmer need to live with pride and dignity as well.

But if you want to support or help us, please do it with love, with kind hearted, with compassion, with honesty and also by not taking advantage of us and our downfall or else you will pay the price because it is what god hated most is to mock others who are weak e.g what goes around, comes around in the end' karma ( buddha) or 'if you are cruel, you are doing it to yourself' (Bible)

So, do the right once and for all.

lork sam rainsy, how can you miss or mourn a king killer who murdered your own father - lork sam sary and nearly 3 million other innocent Khmer? is it for the sake of power and title? you are a disgrace to your deceased father. i really question your judgement and character!
