It's not any easier, it's just a mindset. You value foreign language more then your own, so it is easier for you.
If a child is illiterate, you can start him off with any character system, even the hazard thousands of character based like the East Orientals (Chinese), they will still learn it.
But if you want to teach an illiterate adult who by definition of illiterate, has never been able to read or understand characters before, there is no distinction and makes no difference what character you start off from.
Reading wise, Khmer and Sansrkit based system is more easy to pick up and faster to learn to read. Why? Because each phoneme is exactly matched, there is no confusing vowel sounds changes.
Very systematic and scientific, probably easiest to learn.
You are not doing anybody a favor besides trying to kill Khmer Language! If you are too dumb to learn the real Khmer Language and you are too dumb to learn anything else! Khmer people including Khmer leaders in the past had foreseen the so called Romanized Writing of Khmer Language way before you were born and why they didn't rush to adopt the Romanization of Khmer Language because the reasons are countless and they are not as stupid as you!
The Chinese did not Romanized their language and they became one of the world super powers! The Japanese did not Romanized their language and they became one of the economic super powers! Look Greece a country that started the Romanize writing...where is Greece now on the world stage?
This proves that the writing system has nothing to do with the progress of a country! If Cambodian people are so serious about getting ahead and want progress for their country and they need to study international languages such the English,Chinese, Japanese, Spanish, French, German… language the opportunity are endless! Creating another Romanized Language is just a fucken waste of time!

I believe that if this document held strictly to the principal objective of "How to Romanize Khmer for Geographical Name" or perhaps "Proper Name", then it is serving probably a positive purpose, i.e. name of provinces. Sometime people write Khmer names in English or French text differently. For example: Battambong or Batdombong. However, the way that Mr. Sean develops this document and uses for overall Khmer writing is completely wrong and unacceptable. It is defeating the original purposes of the UNGEGN group.
Foreigners learning Chinese, Japanese, or Korea prefer reading from a romanized text first. When they are good at the pronunciation, they then learn the characters and read from the characters. Why can't Khmer language have something similar so foreigners can start to learn the language without being intimidated by the foreign looking characters. If we were to have more foreigners speak our language and learn our culture, we must have a romanized form. No one say that we have to switch from Sansrkit to Roman characters. We should have this option .
