CAMBODIA MUST POSTPONE ELECTIONS SET FOR JULY AND PREPARE PROPER VOTER LISTS
Disproportionate Numbers of Women to Be Disenfranchised If Vote Proceeds as Planned
In the light of a report this week by the Committee for Free and Fair Elections in Cambodia (Comfrel) on voter lists and registrations, it is clear that there is no way that Cambodia will be able to hold genuine elections in July.
Comfrel found that 13.5% of registered voters, or 1.25 million citizens, were not on the voter lists for the elections. Nearly two-thirds of these citizens (62.8%) are women. In addition, the National Election Committee (NEC) has registered about 300,000 names who are not eligible to vote (ghost or fraudulent voters) (1).
The findings confirm and amplify the results of the audit published by the National Democratic Institute (NDI) in March. This showed that "the quality of voter lists has declined by every measure since 2008," when elections were denounced by European Union observers as falling "short of international standards." The NDI found that 25.8% of names on the electoral register belong to people who, in all likelihood, won’t vote at the assigned place, and that 17.1% of eligible citizens were either not registered or de-registered (2).
The Cambodian government last year rejected recommendations from the United Nations for thorough reform of the NEC. It is now clear and beyond dispute that the will of the Cambodian people can't be democratically reflected in the elections scheduled for July 28. Time has run out. The international community cannot accept such a level of fraud and disenfranchisement. To allow Cambodia's poll to proceed as planned would be to breach the 1991 Paris Peace Agreements, which call for "genuine elections."
There is therefore no other solution than to postpone the elections until valid electoral lists can be produced. The precedent of Bangladesh in 2007 and 2008 shows that a new and high-quality electoral register can be quickly created, given cross-party political will and the support of the United Nations.
If the vote takes place as scheduled on July 28, then the international community must refuse to acknowledge the results. The Cambodian people deserve meaningful elections at a later date, rather than a timely charade that has been identified as such in advance.

If the election and the election procedures contain irregularities and frauds, the election results are meaningless, deceptive and unacceptable !!!
Therefore, this election must be postponed.

The VC, the Chinese and the CPP crooks will continue to to manipulate about the outcome of this election. They will make sure that they will win this election at all costs. To them, it is already been fixed, they planned to have Hun Sen in power up till 90 years. So, what does this mean? It means everything is just a show, to fool the international community that our country is a 'democracty country' with proper votes and regulation etc, but NOT!.
It time for the Viets, the Chinese and all of the international community leaders with good moral and of good intention to help us to clean up this corrupted system. Because Hun Sen is being used by those crooks to destroy srok khmer. They did it before and they will do it again and again. They took Loas, Champa, Pray Nokhor (Saigon), Khmer Khrom and now the whole Srok Khmer. Their aims also to take control over Thailand and its surround countries in the near future. A number of VC agents have already been station in Thailand (the same tactic used in srok khmer and others).
They used 'khmers to kill khmers' or 'killing two birds with one stone',this will also be applied in Thailand (for ethnic cleansing), Please help us to because we are not independent, we don't have a sovereignty state, because It is being interfered by the outsiders like the VC and Chinese crooks for hundreds of years. Therefore, it time for the international do something about this, since they bridged this principle of a 'non interference in internal affair'. If not, we will go through another genocite, really. Right now, we have no control over our system. So, please help us to get out of this 'bloody regime'. it is so corrupted too the core.
For Hun Sen, please wake up! they (VC and the Chinese crooks) are using you just like they did to our predecessors ( kingta, P{ol Pot and Lon Nol, Hawk Lundi etc) and once you are no longer useful, they will install another puppet of theirs to continue to destroy srok khmer until nothing left for us. So, please let go of your power for the benefit of our nation. Please pass on your power to the righteous ones, the ones who only work for the benefit of our nation. Please remember this, outsiders want nothing good for us. They love seeing us fight one another and would say ' killing two birds with one stone is a way to go, haha' and that, 'Hun Sen is our new dog, when we tell him to sit, he sits'...so please conform just like Yenluck and Abisit for the benefit of our nation. Thank you.

The postponement of the election is not because Mr. Sam Rainsy can't return to Cambodia, but rather because the election and its implementation have been rigged very badly.
