Hun Sen's 1986 Directive is genuine and today's policy is still the same as in the times of the directive. In early 1993, CPP in a plenary meeting of Council of Ministers decided to grant the Viets migrants in cambodia to have khmer family book and people ID and to register to vote in 1993 elections. In 2005, when asked if these people were Khmer for the purpose of giving them new ID and vote register., Sar Kheng in writing said "if they have khmer family book and people's ID, they are khmer", give them the new book and ID.
When Pen Sovan was the Prime Minister, Sovan and Heng Samrin did officially (internally, am talking from records) protest against the flooding of Viet into Cambodia and against Viet army's logging. Once Chan SI and Hun Sen were in power, they opened the 'floodgate' and and .. not a peep against the illegal logging. The K5 policy, a State's stated deforestation plan, was part of the Viet armys logging operation.
So, the directive is 'dated' and still operational.

In short we have 2 choices and uderstanding about Hun Sen.
As many or some Khmer already know that the real origion of CPP or Hun Sen was created by yuon Hanoi known as the Indochines Communist Party or ICP by late Ho Chi Minh before 1951 and named as the Khmer People's Revolutioary Party in 1951.
So don't blame or upset Hun Sen for killing Khmer or Hun Sen cheating election again and again or Hun Sen inflow millions and millions of yuon illegal migrants into Cambodia because Hun Sen or CPP was created and installed to power by yuon Hanoi to exterminate Khmer ethnics.
But we are Khmer, all Khmer home and abroad have an obligation to stop Hun Sen from exterminate Khmer ethnics by election only reform NEC, without reforming NEC and Sam Rainsy or Kem Sokha now alos known as a national rescue party still joining this cheating election, this mean direct or indirect the leasers of the national rescue party compile with ( or cooperate with ) the so-called Hun Sen regime to exterminate Khmer ethnics by joining the 2013 national election in Cambodia without reforming NEC so after the 2913 election the so-called Hun Sen government became legitimate, so after 2013 election Hun Sen become legitimate government and don't forget that Hun Sen was created by yuon Hanoi ( by the Indochinese Communist Party to exterminate Khmer ethnics by inflowing more and more miiiions of illegal yuon migrants on top of those yuon illegal migranst who already in Cambodia.
So don't blame Hun Sen but blame yourself for joining 2013 election without reforming NEC.
Note: I personally support free and fair 2013 eleciton in Cambodia but how this 2013 election can be free and fair without reforming NEC, so the national rescue party is to rescue Khmer from becoming minority in our own home land or to speed up Khmer to soon become minority in our own homeland by joining this 2013 eleciton without reforming NEC.
Hun Sen really is the VC and the Chen crooks' dog. He is a khmer traitor and soon, he will be killed by his own masters,once he is no longer useful, like always. They did it before and they will do it again.
Today, everyone knows what these crooks are up to. They continue to steal and kill our poor innocent khmers, like always. So, please wake up everyone and say 'enough is enough'.
