Response from the European High Commission​er regarding the Cambodian Election

1. After three consecutive EU Election Observation Missions (EU EOMs) in 2002, 2003 and 2008, the priority list for the EU EOMs in 2013 did not include Cambodia for the next parliamentary elections of July 2013. This decision was adopted after consultations with the Member States and Parliament. The technical Election Expert Mission of two experts, whose mandate is much narrower, will follow the electoral process and report to the EU Institutions, as well as underlining past EU EOM’s recommendations.

2. In his meeting with Cambodian Prime Minister Hun Sen on the occasion of his visit to the country on 2-4 November 2012, the President of the European Council strongly underlined the importance of respect for Human Rights and the rule of law to create an environment conducive to transparent, democratic and inclusive elections, where the voter, the candidate and the commentator can exert their basic political rights.

As a follow-up, on the18 February 2013, the Head of the EU Delegation to Cambodia delivered a démarche to Cambodia's Prime Minister Hun Sen, calling for an open and conducive environment for the upcoming elections in July 2013, including freedom of assembly and freedom of speech.

3. The two technical experts will not be election obervers, as there is no EU EOM applying the EU Election Observation methodology. They will rather be specialists to help the EU institutions understand the vicissitudes of the local context. In this regard, their mandate is not to help the authorities. They will also be neutral and meet all stakeholders in the process including the opposition.

I'm confuse, does the article means, the EU doesn't care about cambodia and allow hun sen to do what ever?

Long Live Viet Nam and Hun Sen and CPP...and you see how screw up your peoples are....it is better to be a province of Viet Nam so we can take all of these issues for you..because you are lazy, confuse and stupid peoples can not tell the different..

You all useless Khmer should never exist in this world .. that is why we Veit Nam the master of you use your own peoples kill your own peoples .. And now we control Hun Sen and CPP... that is why Hun Sen do everything for our mother land of Viet Nam and careless about Cambodia country....

you khmer are so so stupid .. look at your own king have no power and brain to do anything but to dance ballet for us to watch...

In the end, the good will always be prevailed. you can do whatever you like but the end, will justify the mean. Nothing is more important than doing what is right and just. so, for now, just sit back and relex and watch for this judgement day to come. So, smile everyone and be blessed.

By being neutral, the EU don’t give a damn about Cambodia.
They rather please the Chinese, their big client.
