Cambodian Official Rejects UN Request for Update on Rights

Cambodia’s top human rights official lashed out at a U.N. envoy Wednesday over requests for an update on the country’s progress on rights, criticizing the envoy of “ignoring” earlier government responses to international concerns.

Om Yentieng, president of the Cambodia Human Rights Committee, accused U.N. Special Rapporteur for Human Rights Surya Subedi at a press conference after their meeting of "not reading the committee’s report" on his concerns.

Subedi is on a week-long fact-finding mission to Cambodia to follow up on his last report issued to the U.N. in December, which pushed for electoral reforms, judicial independence, and an end to rights violations in the country, including forced evictions linked to economic land concessions.

Om Yientieng said the committee had replied to those concerns in a report sent to the U.N. human rights office in the capital Phnom Penh.


“We already explained our government’s positions,” he told reporters at the press conference.

“Because he asked me these questions again, this means Subedi didn’t read a single line [of our report].”

Subedi’s original report was prepared without government cooperation and is “like an arrow [aimed at Cambodia], shedding blood,” Om Yentieng said.

Subedi declined at the press conference to comment on the meeting, saying only that he would present his latest findings on Saturday and thanking Om Yentieng for his cooperation.

“I’ve received a lot of information, and will include this in my report and submit it to the United Nations,” Subedi said.

Cold receptions

Om Yentieng’s remarks were the latest in a series of cold receptions for the envoy since he arrived in Cambodia on Sunday.

Following a lecture Subedi gave at a university on Tuesday, hundreds of students unfurled banners urging an end to U.N. rights scrutiny of Cambodia and accused Subedi of supporting political opposition groups.

A day earlier, a group of moto-taxi drivers had protested in front of the U.N. offices demanding Subedi leave the country.

But the protests have sparked suspicions among nongovernmental organizations of being political stunts.

Cambodian NGOs decried the protests, with People Center for Development and Peace director Yong Kim Eng noting that Subedi’s critics appeared to have been “well organized” in advance.

“The students should reflect on [the content of Subedi’s] speeches,” Yong Kim Eng said.

Subedi, who has called for electoral reforms to be enacted in order for the upcoming July general election to meet international standards, met with officials from the ruling and opposition parties on Tuesday to discuss the vote.

On Monday, thousands of opposition Cambodia National Rescue Party supporters had demonstrated in Phnom Penh, calling for international pressure on Cambodia’s government to postpone July national elections and reform its electoral procedures, in line with recommendations made in Subedi’s previous report.

The demonstrators, led by Cambodia National Rescue Party deputy president Kem Sokha, marched to the offices of the European Union Delegation to Cambodia and the U.N. Office of the High Commissioner on Human Rights to seek support for their demands.

Dek Chor Hun Shit keeps trying to take the CNRP down.

Here are the tricks that Hun Shit has tried to do recently:

1- Tell the people that he will withdraw all of his help from the people if they don't vote for him.

2- Tell the people that there will be war if the SEE PORNG PARTY loses the election.

3- Play the old tape while the Sam Rainsy party and the human party fought each other.

The above tricks did not work.

Now, he brings a new trick, saying that the CNRP has links with some kind of organization shit which wanted to take his puppet government down with force.

I just wonder who has guns besides his government and his master Vietnam.

It is apparent that Vietnam got a real dumb ass tool in Hun Shit who will do whatever Vietnam told him to.

Khmer people and the international community have already known your stupid tricks. Stop trying to stay in power when you lose this upcoming election. It won't work this time because another traitor - Sihanouk - who helped you to regain the power when you lost the election in 1993 has already gone to hell.

When you lost, you must transfer the power to the new government.

Khmer people and the world knew Vietnam has been using war to achieve its goal of colonizing Cambodia. And Vietnam is going to start a war through Hun Shit when the SEE Porng Party loses this election.

Fortunately for Cambodia, the principal importers of Vietnam products will boycott their imports when Vietnam uses Hun Shit to initiate a war to destabilize the new government in Cambodia.

Hun Shit must stop serving Vietnam.

subedi is lost in translation somewhere. perhaps it helps to learn something about khmer before you represent cambodia, really! and who you learn from can make a big difference, i.e. avoid bias, prejudice and other unwanted traits, you know. don't say i didn't tell you so, ok!

UN reps in Cambodia to represent the voiceless of the khmer people. You guys are upset because someone have the balls to tell that HunSen's government is corrupted.

You have to understand that the UN doesn't gain anything from being bias because they don't work for any country. They are here to help the poor!!

The facts is Cambodia is a fake democracy country. The poor become poorer. His circle of people keep getting wealthy.

The poor is suffering every day!! 45 percent of the khmer people are live in poverty. Without UN intervention. . Cambodia will be like China... and North Korea.

well, just like the outdated opposition group, his intention maybe good, but his bias is what unravel the nerves in some of the people, you know. how can he represent the country and be unethical and biased like that? where is his code of conduct and his professionalism here, really! i think that's what people are saying, not his good work, but his violation of his professional code of conduct, you know. i don't care what you do, if you are in the professional field, i'm sure your are trained to uphold your professiional ethics in that field, you know. if you violate that, then that is the problem people are saying now, really! how can this management team allow him to violate his oathe he sworn by when he entered his job!

The only person who violate the ethical code and the code of conduct is Mr 'HUN SEN,' OK! why? because he working for his own personal and also, for the outsiders'national interests. So, who the hell do you are, to say Mr Subedi is violating such priniciple of practice. You are so blind and yet, you think we are stupid. The whole world knows that, Mr Hun Sen is practicing in an illegle manners e,g deforestation, land concession for 99 years, national land for sale to fill in his pockets, influx of illegal viets with the kick back payment (give me this and i will give you that), illegal activities aim to kill to shut people mouth from saying the truth. So, don't tell us khmers that Mr Subedi is wrong in doing his job. He is a god's given soul to help us khmers, to enlighten us to see a bigger picture of right from wrong.


To Mr Hun Sen, Mr Subedi is being employed by the UN and not by his country to work in that particular field, so stop attacking him on his personal level,e,g where he came from or what his country condition is like etc, Just get down to the job and look at the situation as described by Mr Subedi i,e focusing on subject matters and not the person or else you are angry with the cat and hit the cow.

To Mr Subedi, thank you for your continuing efford to help us khmers and helping us to grow.

As khmer!! I am very happy that the UN care enough to sent a reps to my country to help. I know a lot of your CPP don't needs him here because we know you being brainwash by your uncle HunSen!!

DR. Subedi didn't violated any codes. All your CPP brain washer don't even know what human rights is!!!!

HunSen sold Cambodia to Vietnam for 99 years. If you are khmer and still support that. Then I have no respect for you!!

Cambodia is very fortunate to have such a wondful and intellectual individual as Dr. Subedi who understands Cambodia problems and provide solutions to better Cambodia, unfortunately those who support the ruling party and Vietnam can't accept the truth and want to keep Cambodia in the dark are angry with his works.

On behalf of Cambodia not associating with hun sen, would like to say thank you for your work dr. Subedi!! Please encourage the United nations body to not accept the outcome of the up coming election not unless the nec is reformed and abolish the anti corruption unit. Don't recognize hun sen government! !

As a Khmer student in srok khmer. I want to thank you for coming to Cambodia to help tell the World the truth about our corrupted government because in Cambodia there is no democracy for the poor.

This is supposed to be a democracy country but Hun Sen regimes turns the country into a communist. Anyone want to voices their options towards the government would be arrested!

We khmer want to have a free and fair election. Please don't recognize Hun Sen government if he rejected to reforms to have a fair election.

For those that complained about the UN reps. Without the UN intervention our country would be just like China... Vietnam. ... North Korea. Those that have the hearts of a real khmer. Keep up the good work.
