Letter to Prime minister of Canada - Lettre au Premier Ministre du Canada

Dear Prime Minister,

20 years ago, on October 23rd, 1991, 19 countries including Canada have signed the Paris, Peace Agreement on Cambodia. Also signed the Agreement, Vietnam and Thailand. The Cambodian people in the whole country had a hope in this historic agreement to recover the dignity as Nation, « a Cambodia Free, Sovereign, Independent, Democratic and respecting Human Rights …».

According to this Agreement :
Article 1: Cambodia has to repeal treaties to defend its sovereignty.

Article 2: Other signatories including Vietnam and Thailand have to respect this sovereignty.

Article 3: Cambodia has to respect Human Rights.

Article 4: The signatories will not to let another country violate Cambodia.

Article 5: In the event of violation of territorial integrity and of Human Rights, the signatories and the 2                      co-chairmen undertake to settle peacefully and/or to recourse to the Security Council of the United Nations. 


Article 8: All categories of foreign forces must withdraw from Cambodia and will no longer be able to return. 

Twenty years later, Cambodia and its people are facing serious problems caused by the invader and colonizer Vietnam and the communist dictator Hun Sen. None of the treaties of 1979, 82, 83 and 85 between Cambodia and Vietnam has been canceled. On the contrary, these treaties have been strengthened and extended by the 2005 bilateral treaty additive to consolidate the colonization and the annexation of Cambodia by Vietnam. Under these treaties, Vietnam has trampled on the Sovereignty, Independence and territorial Integrity of Cambodia, ignoring his signature on the Paris Peace Agreement of October 23rd 1991. Unfortunately, Cambodia is still under the domination of Vietnam since 1979. In addition, the Cambodian people has since been battered by all communist dictators Khmer Rouge Hun Sen-CPP and by the Royalo-communist that all Khmer people consider them traitors of the Nation. As people of early 21st century, the Khmer people aspire absolutely to live free, independent and non-colonized by the Vietnam. They will use all peaceful means available and non-violent based on the Paris Peace Agreement in order to recover their freedom and independence and to restore Cambodia’s sovereignty, territorial Integrity and the state of law.



When injustice and dictatorship become « law », popular resistance becomes a prelude of the popular people’s revolution which is inevitable. The Cambodian people, by using this international tool, the Paris Peace Agreement, calls for Canada, Canadians and their Prime Minister, The Right Honourable Stephen Harper and all countries signatories of the Paris Peace Agreement as well as all countries in the world who loving Justice and Peace, to accompany them in their struggle against the imperialist and colonialist Vietnam and against the dictatorial communist Hun Sen-CPP as well as the royalo-communist khmer rouge regime in order for Cambodians to regain their independence, sovereignty, freedom and territorial Integrity in a fair, democratic and respecting human rights country.

Please find enclosed, the manifesto (in French and in English) of one of our founding members of the « Revolution of the Lotus Khmer » in Paris, M. Ou Chal :

Monsieur le Premier Ministre,

Il y a 20 ans, le 23 Octobre 1991, 19 pays dont le Canada ont signé à Paris l’Accord de Paix sur le Cambodge. Ont également signé cet Accord, le Vietnam et la Thaïlande. Le peuple cambodgien tout entier reposait son espoir sur cet Accord historique de retrouver la dignité comme Nation dans un « Cambodge libre, souverain, indépendant, démocratique et respectant les droits de l’Homme » … Selon cet Accord :

Article 1 : Le Cambodge doit annuler les traités pour défendre sa souveraineté. 

Article 2 : Les autres signataires dont le Vietnam et la Thaïlande doivent respecter cette souveraineté.

Article 3 : Le Cambodge doit respecter les droits de l’homme.

Article 4 : Les signataires ne doivent pas laisser un pays violer le Cambodge.

Article 5 : En cas de violation territoriale et des droits de l’homme, les signataires et les deux co-présidents de la conférence de Paris sur le Cambodge prennent des dispositions pour régler pacifiquement et/ou saisir l’ONU et le Conseil de sécurité des Nations Unis.


Article 8 : Toutes les catégories de forces étrangères doivent se retirer du Cambodge et ne pourront plus y retourner.


Vingt ans après, le Cambodge et son peuple font face à de graves problèmes causés par l’envahisseur et colonisateur Vietnamien et par le dictateur communiste Hun Sen. Aucun des traités incompatibles de 1979, 82, 83 et 85 entre le Cambodge et le Vietnam n’a été annulé. Au contraire, ces traités ont été renforcés et prolongés par le traité bilatéral additif de 2005 pour consolider la colonisation et l’annexion du Cambodge par le Vietnam. En vertu de ces traités, le Vietnam a piétiné la Souveraineté, l’Indépendance et l’Intégrité territoriale du Cambodge en ignorant sa signature sur l’Accord de Paix de Paris du 23 Octobre 1991. Hélas, le Cambodge demeure toujours sous la domination du Vietnam depuis 1979. De surcroît, le peuple cambodgien est depuis lors malmené par tous ces dictateurs Royalo-communistes khmers rouges Hun Sen et le CPP. Le peuple khmer les considère comme traîtres à la Nation. En tant que peuple du début du 21ème siècle, le peuple khmer aspire à vivre libre, indépendant et non colonisé par le Vietnam. Il utilisera tous les moyens pacifiques et non-violents disponibles en se basant sur l’Accord de Paix de Paris pour recouvrer sa liberté et son Indépendance et de redonner au Cambodge sa souveraineté, son intégrité territoriale dans un état de droit.

Quand l’injustice et la dictature deviennent lois, la résistance populaire devient prélude à la révolution populaire qui devient inévitable. Le peuple cambodgien, par cet outil international qu’est l’Accord de Paix de Paris, demande au Canada, aux Canadiens et à son Premier Ministre, Le Très Honorable Stephen Harper et à tous les pays signataires de l’Accord ainsi qu’à tous les pays épris de Paix et de Justice à l’accompagner dans sa lutte contre le Vietnam colonisateur et le régime Royalo-communiste du dictateur Hun Sen et son clan, le CPP, pour qu’il puisse retrouver son indépendance, sa souveraineté, sa liberté et son Intégrité territoriale dans un Cambodge juste, démocratique respectant les droits de l’homme.

Nous joignons à la présente, pour votre lecture, le manifeste d’un de nos membres-fondateurs de la Révolution de Lotus Khmer, M. Ou Chal :

Vietnam and Cambodia will continue to maintain and promote the traditional friendship and solidarity that both countries have achieved over the past years, contributing to peace, stability, and great economic success between the two countries. NO!, we gave you the chance to promote friendship but you abused it. Look at my people now, they scream and they cried for help. How many of my educated ones been locked up or killed by your VC tactic. You killed 50% of our population during 'KR' and still continuing to kill until these present days. So, no more VC in my country. so GET OUT NOW!

We don't need your friendship of evil action against us and our people. You mentality is full lies, decieving and manipulation. We have no room for the 'thieves and bandits' like you. You time is up and it is now.

I urge all international community members to join in to fight for what is right for the righteous people. As every nation needs to have its own state sovereignty, so does Cambodia. But right now, we are being controlled by this 'VC, Chinese and CPP mafia crooks. Therefore, we need Viets, Chinese and the international community members with good moral to help us, to clean up our system for good, because it is right and just and 'if the good do nothing the evil will win'.

In this world everything is being connected, today maybe Cambodia' s downfall and tomorrow it could be yours. So, please everyone let stand up and fight for what is right and just and together we will win!

You are able to play with, when you are member or are belonging to the group. Like in sport, you only to take part at the Olympic Games , when you are member of this organization.

In your case, you are not and you play the game also on the wrong fields or outside of the batter fields.

Your game is an illegal game, you killed and robbed to take control over srok khmer, it is not like an 'Olympic Games' ok. All khmer citizens are in the game because it is our khmerland and it is our country that we need to protect.

Every voice is significant for others aound the world to know about the 'truth' because only the 'truth shall set us free'. You game is based on corruption and notorious murderer but in reality, 'nothing last forever', what you do is only short live as 'the righteous will live forever and the will be doomed'.

So, don't be so proud of your 'Gang of Mafia' but be proud to stand up for what is right and just. e.g 'knowledge and wisdom of life can not be bought, you got be blessed and you got to earn it...as it is worth more than gold and silver and so is you name shall live on...e.g. mother Tereasa, Nelson Mandela, Gandha etc.
