Subedi Protest Linked to CPP-Aligned Youth Group

The student protest, an extremely rare occurrence, took place during a lecture on international investment law by Mr. Subedi at the Cambodia Mekong University in Phnom Penh.

Independent political analyst Lao Mong Hay compared the UYFC to the CPP-dominated Cambodian Red Cross volunteers and the scouting movement.
Despite the apparent spontaneity of a protest against U.N. human rights envoy Surya Subedi at a university in Phnom Penh on Tuesday night, it emerged Wednesday that one of the apparent leaders of the demonstration is associated with a youth organization aligned with the ruling CPP.

The rare instance of activism—in which the students angrily questioned Mr. Subedi’s independence and unveiled banners demanding that he end his mandate to monitor human rights in the country—appears to demonstrate the long reach, and appeal, of the ruling party, which now dominates most areas of Cambodian society.

After Mr. Subedi ended his lecture on international investment law to hundreds of students at the Cambodia Mekong University (CMU) on Tuesday night, a question and answer session was hijacked by students wanting to vent their anger about the special rapporteur and his reports on hu­man rights in Cambodia.

The first student to take the microphone was 23-year-old Chea Chheng, a student of public administration at the Royal University of Law and Economics (RULE), who said he rejected the reports released by Mr. Subedi and stated firmly that “Cambodia has no human rights problems.”

After he finished, five other students made similarly critical statements about Mr. Subedi and his reports, which have highlighted deficiencies in Cambodia’s judiciary, land policy and elections.

Mr. Chheng could not be contacted for comment. However, fellow students and a lecturer at RULE said Wednesday that Mr. Chheng is a well-known personality among the Union of Youth Federations of Cambodia (UYFC)—a youth organization aligned with the ruling CPP and presided over by Hun Many, the son of Prime Minister Hun Sen. Mr. Many is also a CPP election candidate in Kompong Speu province for the upcoming national election in July.

“Don’t you know he’s a famous guy. He’s one of the leaders of UYFC,” said one CMU student, who would only give her first name, Chenda, when asked about the protest and Mr. Chheng.

Mr. Chheng’s Facebook page shows a picture of him dressed in a military uniform issued to student volunteers as he receives a gift from Prime Minister Hun Sen at an event to promote the prime minister’s nationwide land-titling program. Other photos show Mr. Chheng posing on three different occasions alongside Mr. Many, including at events involving the Red Cross and the UYFC.

Nuon Pharoth, a permanent member of the UYFC, said that while he was not authorized to speak on behalf of the organization, the group was not behind the anti-Subedi protest at the university.

“We don’t know what was going on there,” he said.

Mr. Pharoth insisted that Mr. Chheng was not a full member of the UYFC.

“We know him, he was the volunteer on some of our projects, but he’s not a member,” he said. “There are more than 10,000 youths who have a picture with Hun Many,” he added.

CMU vice chancellor Ban Thero said Mr. Subedi’s lecture on Tuesday was planned for 300 students, but at least 100 additional students showed up.

“It is nothing surprising because it is a democratic society so that students can express what they want,” he said.

You Thearith, 25, a third year student in RULE’s Bachelor of Law in English program, who was present at the lecture Tuesday, also identified Mr. Chheng as a member of the UYFC at his university.

Mr. Thearith said he was more than a little surprised by the dem­onstration. Although much of the room applauded the protesters, Mr. Thearith thought that many—aside from the 20 to 50 people directly involved in the protest—did not agree with their criticism of Mr. Subedi.

“Normally, the youth in Cambodia are afraid to run protests,” Mr. Thearith said. “What I think is that maybe they are supported by someone. It was very organized.”

Independent political analyst Lao Mong Hay compared the UYFC to the CPP-dominated Cambodian Red Cross volunteers and the scouting movement.

“There’s been a lot of effort to organize mass youth organizations across the country,” he said.

“It goes back to the communist days. They always try to tie the youth to the party so they toe the party line,” Mr. Mong Hay said.

You don't know nothing about this UYFC. Now I will tell in the following: those are Krom Pouk Samporn and they are preparing for Kamaphibal(cadre) of CPP. This activity was created since 1979. I know well because I were in such organization for 10 years and I was dismissed from organization after I raised issue about present of Vietnamese in Cambodia.

These students are very shallow minded people but at the same time, because they don't know the full impacted like, what is behind that closed door? e.g. the agreement between the VC, Chinese and the CPP traitor crooks, because these kids did not go through losing land or housings or maybe in fact, they are one of the perpetrators' children themselves or maybe they are being trained to maintain that proposition of theirs and their aim could be to continue to steal, to rob and to kill us khmers like always.

Therefore, their intention is to block Surya Subedi from doing his job, to report from what he sees right from wrong. Their tactics are not new, it is being used and be manipulated by these crooks for hundreds of years, the tactics of lying, decieving and manipulation. In stead of learning from what is right, they went on to attack the educators and give no respect for them whatsoever, It is also known as ' Kroo Per Ang Waiy Buong', like kingta once said 'ah kroo Per' that is, 'a crocodile's confusion of its nile'.

In the west, we adore educators, we listen to them tentively, to what is being said and what went wrong. We try to learn from its mistakes and we appreciate such 'constructive criticism', because it is the only way to improve. The truth is, such criticism is good, because it has evidence to prove it otherwise, and also, it is about what else needs to be done.

Subedi's job is to make sure every country is doing the right thing according to the law, that is, 'giving zero tolerance for human right abuses'. His report is based on what he sees. It is so wrong for Hun Sen to send his children to react in such a primative way toward Surya Subedi. He is a coward like always, the tactics he used are no different from his Bosses (VC and Chinese Crooks), he is borrowing his people's mouths and hands to do their dirty works.

Evidences are clearly seen, just look at the demolitions of their housings and how they been locked up after losing their home etc. How can a leader turns against his own people like that? what kind of a leader is he? yes, once he said that, he is a puppet of the crooks but why continue to do so, knowing that it is no good for the nation? why not get out of it now before it is too late?

To the crooks, for now, you can run but you can't hide, because in the end, the truth will always be the truth, simple as that. As for Surya Subedi, thank you for your continuing efford to do for what is right, accordingly, 'as the righteous will live forever and the wicked will be doomed', I am sure you will live forever and so, blessed are you to be the chosen one, to do this job.

If these so called University students to express themselves it should direct to Hun Sen who is ruining their country and their future... Cambodia still owe a lot to United Nation... Please don't be a crocodile biting the hand that feed them. The U.N brought peace to Cambodia, helping Cambodia with aids and guidance before Cambodia to get this far... If it was not for the United Nation, Cambodia is probably still in hell under Hun Sen ruling of the Vietnamese government. He gives the Vietnamese what they want and no one dear to protest him instead working for him to win the election. What future do want to for yourselves? Your children? your nation? Actually he did not earn his power, he stole it. He is not a leader of nation, he is a jungle man was put to control a nation. Please apologize Mr. Subedi for your stupidity. The new generation of Viet/Chinese/Khmer Youth, lighter in complexion and unlike the native Khmer back during Sihanouk's era, they are brighter, smarter, and very aggressive. Look at them carefully - they are now and will be the new kind of Khmer inhabitant which is basically Sihanouk's dream except that Sihanouk own flesh and blood, [to his disappointment if he were to be still alive], rules powerlessly...In one word - this is the new Khmer's breed!!!

Could we/will we, overseas Khmer, young and old, be able to turn the clock back? How many of them are there over there in Cambodia, and how many of us are there out here abroad? Are we strongly united/organized voluntarily as they are forced to be united and organized under the rules of the Federation of Indochina?

why everyone relies heavily on only one person so they can get their biased reports about cambodia, why? there ought to be more analysts for cambodia, and those analysts should have strict code of ethical conduct, etc... how can you let one or two situations in cambodia blown up to be something all about cambodia when it's not. that's so incompetent and unethical, i think! i don't necessarily agree with the one biased analyst that claims to know everything about khmer when he should do self-examination to see where he's going in life. sometimes, i couldn't stop wondering if these individuals do cambodia a favor or something else. one got to wonder out loud, really.

Under a democratic and an electoral process, one can express his or her opinions, but how a person expresses his or her opinions is another matter. For example, as we have seen of how several of these young men and young women are expressing were unappropriated. A man such as Mr. Surya Subedi whom status is as a UN Rapporteur, these students should have paid him with accolade and praise for taking his precious time to visit Cambodia, instead of insult and agitations. Regardless of how good or bad a report might have been, these students were in no capacity to challenge his report without first did a thoroughly search on the subject as to why Mr. Subedi written such report about Cambodia. From this experience, one can say that the morality in Cambodia, specially among some of these University students ought to be more professional when representing Cambodia. Cambodia cannot become an isolated nation. Cambodia needs more friends than foes. We need to promote Cambodia as a nation of loving peace and freedom, but we cannot begin by making accusations to those who have supported Cambodia since the day of UNTAC in Cambodia. These students tend to be more emotional when speaking about these sensitive issues. They should have focus on the issues that Cambodia is facing instead of themselves. Mr. Subedi, on behalf of Cambodia, I hope you will forgive some of these students for what they not know of what they have done. I have to agree with Mr. Subedi, Sir, when you make that one statement and I have paraphrase it:" Young man, in 20 years, you will thank me because you do not understand the present situations in Cambodia." This statement alone has brought tears to my eyes. Mr. Subedi, you are a great scholar about Human Rights issues in Cambodia and please continue to perform as you are and there are many Cambodians who will support you, Sir.

I hope you are still students for our nation. Yes, you have all rights to express yourselves. This is exactly what Mr. Subedi there are for, rights for humans to freely express yourselves but does the Hun Sen gov't allow people to do that for the people of Bang Koek who are lighting for a place to live?? for the garment workers who are fight for a living wages? for the people who lost their farm land in the provinces? These are real people whose lives depending on their homes, their farmland and the little money they have to feed their families. But their freedom is being answered with violence, arrested, jailed. However for people like you, the CPP youth association, are allowed to do whatever you want... even to challenge the United Nation rapporteur. Can those people from Beung Kok, from garment factories, from provinces do that to the man, Hun Sen, who responsible to run Cambodia?

I don't have problem the students expressing their views but this is not expressing their views and thoughts... you guys ambushed the UN rapporteur to embarrass him. This is not a civil way to express yourselves. Are you learning from your rude Prime Minister?

To Mr Hun Sen, Mr Subedi is being employed by the UN and not by his country to work in that particular field, so stop attacking him on his personal level,e,g where he came from or what his country condition is like etc, Just get down to the job and look at the situation as described by Mr Subedi i,e focusing on subject matters and not the person or else you are angry with the cat and hit the cow.

Every countries around the need UN but Cambodia under Hun Sen don't need UN! Who brings peace and help with money for Cambodia:
1) After Peace accord in Paris 1991, the UN came into Cambodia
2) Who has paid pay the most money for this UN mission: a) USA, b) Japan, c) UK, d) France and other west countries. Have the China, Russia and Viet paid for this, Answer: nothings. But now, who take advantage from Cambodia: China, Viet and Russia.
3) Before 1993, Cambodian people had never chance to visit the west countries, even Singapore and Thailand because Cambodia under Hun Sen was got sanction from UN and now the elements of CPP are against UN? You are dump stupid.
4) Before 1993, Cambodian students have gotten on the scholarship from the East block countries. Now they can get all countries around the world, maybe those students want to live like before 1993 against

If you all think a lot of the destiny of your country, why you all have never raised the issue about: 1) more than 5 millions of Vietnamese living in Cambodia at the present? No countries on the Globe do like Cambodia under Hun Sen, 2) If UN make sanction against Cambodia again, I just tell you, please take look to North Korea and you girls you have never get a good make-up stuffs like today for increasing female bust, beautiful faces, ....

We regret that those students see noting wrong in the country, from corruption, forced eviction, rights abuse, national sovereignty, injustice, poverty,and on and on but they see the UN rep as an enemy to Cambodia. instead, he is the true helper, defender, and caretaker to the helpless and powerless people. He deserves praise not curse. In Cambodia, they teach people to say black as white and white as black.

As for the students, it's obvious that whole scene was set up by cpp - Prof. Subedi knows that. The students held up the signs that were all written by the same handwriting and the same red pen. So why didn't they write their own individual signs to show their own expressions? Why hold up a sign that has been written by some one else if you're so concerned about your freedom to express your own individual opinions ?

The whole world knows your dirty tricks - cpp.....
