Cambodian deputy Prime Minister and Interior Minister Sar Kheng on Thursday expressed his admiration for the close relations and cooperation between Cambodia and China, saying he believes the ties will be stronger in the future.
"Our ties are not only strong in politics, trade, investment, and tourism, but also good in the framework of law implementation and military sector," he said during a meeting with outgoing Ambassador of China to Cambodia Pan Guangxue.
"Cambodia-China relationship perfectly fits with the level of the Comprehensive Strategic Partnership of Cooperation," he said.
The Sino-Cambodian relationship reached a top level in December 2010 when the leaders of the two countries established the Comprehensive Strategic Partnership of Cooperation.
Early last month, during Cambodian Prime Minister Hun Sen's visit to China, the two nations agreed to set up an inter- governmental coordination committee to jointly implement the Action Plan on the Implementation of the Comprehensive Strategic Partnership of Cooperation.
The committee, which is co-chaired by Cambodian deputy Prime Minister and Foreign Minister Hor Namhong and former Chinese Foreign Minister Yang Jiechi, will be convened for the first time in the near future.
In the meeting, Sar Kheng expressed his satisfaction with the cooperation between Cambodia's Ministry of Interior and National Police and China's Ministry of Public Security in law implementation.
He also showed gratitude to the government and people of China for supporting Cambodia in all circumstances in national development.
"I believe that our two countries' ties will continue to grow stronger and stronger in the future," he said.
Meanwhile, Pan said he was pleased to see Cambodia's rapid development in all fields, saying even though his diplomatic term in Cambodia has come to an end, he would continue to help Cambodia if he has chance.
He reiterated that China would continue to assist Cambodia in social and economic development for a better livelihood of Cambodian people.
China is Cambodia's largest aid provider and investor, and one of the country's leading trading partners.
According to Cambodia's Finance Ministry, from 1992 to present, China has provided 2.7 billion US dollars in soft loans and grants to Cambodia for social and economic infrastructure development.
On the investment side, Chinese investment in Cambodia totaled 9.17 billion US dollars from 1994 to 2012, according to the Council for the Development of Cambodia.
For bilateral trade, the two-way trade was valued at 2.9 billion US dollars last year, and it is projected to hit 5 billion US dollars by 2017.

According to Mr. Nate Thayer's article written on September 29, 1977 titled: Pol Pot Tells China in 1977 Killings Underway; this article has clearly shown that China did aware of the mass genocide in Cambodia and China chose to stand on the sideline without taking the initiative to stop Khmer Rouge from killing its own people; in addition, China has encouraged by saying that what Khmer Rouge was doing to Cambodia and its people was a correct path. This alone ought to tell you much about China. This country cares not of human rights violations in its own country, but also encouraged Khmer Rouge to kill more by using spies tactics as a scapegoat. To China analyst, either ways Khmer Rouge has chosen would mostly benefit China as a whole and not Khmer Rouge and Cambodia. Even if Khmer Rouge has wiped out all Cambodians from Cambodia, China does not care. WHY? Because China can replace its own people to live in Cambodia as we have seen today inside of Cambodia. As a Cambodian, I have seen the same approach is being taken and following the same path to destruction. At the end, most Cambodians will be wiped out or become a minority in its own country. China knew too well that a nation like Cambodia with a population of less than 6 millions after the Vietnamese invasion into Cambodia, cannot do much but to submit to its neighbors and she wants to survive she is compelled to choose side and Cambodia has fallen into this trap without hardly being pushed. Vietnam also knew that Cambodia cannot do much and a country like Cambodia has become a buffer zone between Vietnam and China. Within this article written by Mr. Nate Thayer has clearly shown that Cambodia is a nation that caught between a rock and a hard place. This I hope that our so-call Khmer Politicians must see this through and to never fall into that same path which happened to Pol Pot and his cliques. We as a nation can think, act and react. I have done many researches and read many articles, documents and watched many historical videos, that as Khmers we are weak and yet we do not understand how to get out of this mess. Sihanouk has been forced to choose side between Communism and Capitalism. To my own interpretation, whether Cambodia is with Communism or Capitalism, either way, history has shown that with Communism, Cambodia has lost over 2 millions because of bad foreign and domestic policies. Although Lon Nol regime has chosen to side with the US for a moment in time, but to a certain degree, Khmer Republic has not been fully developed unlike Thailand where it follows Britain and United States and look at where they are standing as a nation. We, Cambodians can stand on our two feet and we can think just as good as Thailand if not United States. We have our own legacies which left by our founding fathers who have shown Angkor as a symbol that is still standing today to the testament of time that Cambodia is a nation that can also rule our own Kingdom.

Phnom Penh Post. China was aware of of the Khmer Rouge Regime, but they were also aware that the Vietnamese had spy hidden in the Khmer Rouge. The Chinese also knew that the Vietnamese had full control of the Khmer Rouge and the entire country. Even the Khmer King also had the Khmer people to join the Vietnamese and the Khmer Rouge uprised against the country.
Even when China tried to give indepdendant to the Khmer Rouge by sending in weapon supples, the Vietnamese would intercept and confuse the Khmer Rouge even telling the Khmer Rouge to thank the Chinese for sending the weapon to the Vietnamese.
So the question is what did the Chinese do while the Vietnamese killed 2 millions Khmer, and while the Americans secretly dropped 2 millions tons of bombs in Cambodia soil, 8 years before the Vietnamese killed the Lon Nol government?

History has shown that, relationship between our neighbouring countries like; Thai, VN and China, has never been a good one. So, it is time to let go and say, 'enough is enough'.
To think about it, because of them that is why srok khmer is the way it is today. They were there to support such crimes against humanity. They both (VC and Chen) are the one who is behind the killing field.
They (VC) created Pol Pot to attack Lon Nol (Pro-US) and created Chea Sim, Heng Sarin and Hun Sen to attack Pol Pot. Back then, VC promised kingta and Pol Pot that they would give 'khmer krom' back, if they are to be on their side or if not, they will be doomed anyway.
In this case damn if you do and damn if you don't. The Chinese did not really know the full impact and helped kingta and Pol Pot to kill their own people as well by exchanging war related weapons with our hard earned productions such rice and fish, while all Cambodians at the same time been over worked and starved to death.
9:14am, you are so right!, those weapons ended up in the VC's hands and would used them against the US. In the end the US lost some 58, 000 men due to an unfair fight known as the 'Tet Attacked' or the 'supprise attacked'. So, it was not based on a fair fight, because they used the tactic of manipulation etc..e.g by using their whores to have sex with them and only to kill them soon after.
To the US, they did not lose the war because they could have nuked them like so. But they did not want to because of their special consideration on humanity. Therefore, to the VC, don't be so arrogant because you did win the war, simple as that!
Neither we khmers are stupid either as 'they shall not kill and steal' as the 'righteous will live forever and the wicked will be doomed', but you VC, Chinese and CPP traitors did kill and steal and so, who is the stupid ones here.
We khmers will continue to maintain our integrity, our dignity and prides like always. We also believe in 'justice will be done on earth and in heaven', therefore, for now, you run but you can't hide, simple as that!

Before 1945, all Asia was a bunch of weak nations. There was nothing to show for except wars erupted between tribal leaders and those who in power. WW II happened was because of giants fighting among giants. The idea behind it all was the birth of Colonialism throughout the world. Which nations on earth are more powerful than that of European nations and the West; countries such as United Kingdom, France, Germany, United States, Russia, Italy while China and Japan were puppet like states playing along the most powerful ones. These powerful nations on earth can colonized anywhere as they please and this led to the collisions among their powerful empires. Thus it has become a challenge between the Nazi, Communism and Capitalism; and this led to the power sharing between the Axis Powers consist of Germany, Italy and Japan while on the other hands are Allies Power consists of United Kingdom, United States, Russia and China. Hence the beginning of World War II. WW II happens before the Korean War and Vietnam War. Think about it. If it was not about power sharing between these powerful nations, Cambodia would not have been in this mess and our Khmer leaders are too naive to look for opportunities present themselves to us as a nation unlike Thailand. Ask yourself this magical question: Why would nations such as Korea and Vietnam divided by placing a parallel between North and South? Any intelligent persons can easily find answers to this question. For those are really studying geopolitical will understand this simple question. Cambodia could have been in the best position if we know how to play politics among powerful nations, but we are too stupid to think about our nation instead we think of our self more than the interests of our nation. Until this present time no one Goddamn person think about our nation, but power and lust for wealth which at the end no one can really take with them. A country of less than 15 millions can be easily administered and controlled. Most of us already knew that our country is a weak nation and to get to the top we must united and combine our forces together to make a different in our country. International infrastructures are there to offer assistance if we know where to look, but nothing is for free in this world...if we borrow, we must pay it back. The best we can do now is to stay away from China and Vietnam. We must turn to the West for their intelligence and technologies. The world is not the same place where wars are fought with stick and stones, but by weapons that can annihilate life as we know it. To get there we must look for opportunities where these intelligences and technologies can help sustain our long growth and prosperity for all. It is time to unite and stand up to back the power from those corrupt the mind.

If we should have a poll among Khmer people: What direction Khmer should head; -Go West(USA)? or
-Go East(China)?
I bet 99% Khmer would choose "Go West". -But how serious the Americans handle Cambodia?
-That is the question.
From a student to his master we shall take this approach. The seriousness of American supports to Cambodia by providing economic and technologies assistance are possible, but we, Cambodians must be willing to accept what may come our ways. Cambodia has been under the domination of the French closed to a 100 years since its Protectorate status and the latter we were involved with the Chinese during Sihanouk's regime and that didn't take our country anywhere beside civil war and mass genocidal. Why are we so afraid of going West? We can learn from the West, but we do not have to follow the West. If Cambodia is to be a sovereign nation and stands independently, then Cambodia surely will have the its own mind and think independently. Like I have stated earlier in my other two articles, we must learn to think like European nations and the West if we wish to sustain our economic security and prosperity. The West has understood very well if they are placed in the battle field against China in a hand combat. Certainly US does not have enough peoples to go to war with China since US only has over 306 millions while China has over 1.3 billions peoples. So from a war perspective, US must be creative by surpassing China when it comes to technology advancements and this is why China is constantly trying to steal US technologies whenever possible. This is why US has constantly promoting education, specially when it comes to science and physic and math. With these major components under their belt, US is able to develop new weapon technologies where it will be used against any nations that are threatening the US. It is not hard to figure out the equation from a battle field perspective. It is all about science, physic and mathematical equations. Although Chinese has many smartest people working for its government, but US combines with the UK and EU scientists, physicists and mathematicians, they will certainly surpassing China easily. It is all about who will have access to warfare advancement and who will do more harms than good. Hydrogen bombs, Thermonuclear bombs, Atomic and nuclear bombs are just some of the example of which these ordinances will be utilized once WW III is erupted. WW III is just a question of when. China has been saved once by the British and the US during the Japanese invasion into Nanking, China. And certainly China will not forget the history that has happened to its people. For this reason alone, I just don't believe that China would turn against the United Kingdom and United States. In addition, the UK and the US will not for a moment to let their guards down for China to take the advantage over them. UK and US think tanks are everywhere around the world. Spies for these two super power nations are being sent to gather intelligences for that purposes. Cambodia as a nation ought to choose as to who we wish to learn from. Having said that, you should know where I stand as Cambodian; I wanted nothing more than to see my country following the path that will bring peace, security and prosperity for my nation and my people.

Yes, I agree with you completely!, china has 1.3 million compared to US combine with UK is still much less than them, but their technologies are far beyond our control like adding chemical bombs, disease born bombs, like H1N1, An-threak etc. e.g they could destroy China with 24 hours if they want to but they don't want to, mainly because, the impact could be the end of humanity.
Yes, you are so right, history has shown that, super power nations are the main caused of world anarchy in a form colonisation and bullying (do what I say or else I will kill you) starting from WW1, WWIII and now, we are approaching a WWIII. So, basically, we are sitting on the time bombs. Israel, US, EU, India vs Iran, Russia, China, Pakistain and North Korea. Nations with nuclear bombs have spread more than expected.
Each nuclear bomb is far more powerful than the bombs that droped in the Horishma and Nagashaki Japan in 1945. Right now, we have like over 20,000 stockpiles. And so, it is a matter of time.
Anyway, let get back to Cambodia issue. Yes, if not for the super power nations of 'colonisation', we would not be where we are today.e.g if you play with fire, you will be burn fire. Today, we are very dangerous to ourselves, we could turn earth into heaven or into hell within second away.
So, it is time to reflect back on what went wrong and it is time to reconcile and move on and yes, it is time to move to the west, with our mind (think like one, body (act like one) and soul (fight for one), only then, we will be free from such oppession and aggression from our neighbouring countries like so.

The French protectorate is the least bad solution for the political destiny of Cambodia today.
With France, the second largest economy in Europe, you will have:
democracy, liberty, equality, fraternity, human rights, ... the free education, and welfare for the poor (and taxes for the rich) and when you don’t want France protectorate,you make a referendum for self-determination. You will get your independence .
France will grant it, there will be no civil war as in 1954 with N. Sihanouk who has requested independence of Cambodia from France (and it was a real political mistake for him and for Cambodia).
Cambodia under the french protectorate, vietnam and China don’t interfere longer in the internal political of Cambodia bcoz France is a liberal democracy and an ally of NATO and the U.S.

Yes, as a nation and country, we want our Independence.
But our country's survival comes first.
Let's face it, until the end of time Yuon always want to swallow our country. We must stop and destroy their expansionism.To that goal, wether we like it or not we must take side.
Due to political stability and military might, we should be on the side of the United States.
Our traditional enemy Yuon is in so many ways at odd with the US, our NEW found friend.
We could even solicit the US for protection.
