Cambodia opposition chief barred from poll

Cambodia's newly returned opposition leader cannot be a candidate in upcoming polls, election authorities ruled Monday, rejecting his application to stand against strongman Premier Hun Sen.
Sam Rainsy, who was greeted by huge crowds on Friday after his return from France, "did not fulfil the conditions in the process of registering candidates", National Election Committee (NEC) president Im Sousdey said in a letter, in response to Rainsy's application on Sunday to be added to the list.
Rainsy is seen as the main challenger to Prime Minister Hun Sen, who has ruled Cambodia for nearly three decades. He has reportedly warned of a backlash if he is barred from standing in the July 28 polls.
The opposition leader was removed from the electoral register late last year because of criminal convictions he contends were politically motivated.
The committee said Rainsy's party had not put his name forward as a candidate for the poll, adding it was now too late to include him.
The opposition said the ruling was "orchestrated" by Hun Sen's ruling Cambodian People's Party (CPP).
"The election will not be free and fair because they do not allow the leader of the biggest opposition party to challenge the CPP," opposition spokesman Yim Sovann told AFP.
"It means they are concerned about the popularity of Sam Rainsy," he said, adding it was "up to the people" whether there were protests against the decision.
Until he received a surprise royal pardon this month, Rainsy had faced 11 years in jail if he returned to Cambodia after he was convicted in absentia.
Since his return home he has hit the campaign trail to spearhead his Cambodia National Rescue Party's (CNRP) efforts to loosen Hun Sen's grip on power.
Election officials had previously suggested that it was unlikely the opposition leader would be able to stand under the current law.
In an interview with Radio Free Asia Friday the French-educated former banker warned that demonstrations might break out if he is not allowed to stand.
"If I can't participate, after the elections all the Cambodian people will protest and the whole international community will condemn the result and regard this as a sham election," Rainsy was quoted as saying.
In a letter to the president of the NEC on Sunday, Rainsy asked to contest in the southern province of Kandal where Hun Sen is also standing as a candidate.
The United Nations' special rapporteur on human rights in Cambodia, Surya Subedi, last week urged Cambodia to let Rainsy play a "full part" in politics.
The United States welcomed Cambodia's decision to pardon Rainsy, with the State Department urging Phnom Penh "to allow for his meaningful and unfettered participation in the elections".
Four human rights organisations including Amnesty International on Monday said there was a "disturbing situation of freedom of expression and related rights that has preceded the elections", urging the government to improve the situation.
The organisations called on all parties "to signal clearly that committing, inciting, encouraging or condoning violence or other human rights abuses will not be tolerated in the run-up to, during and after the elections".
The opposition has condemned what it calls political intimidation after a man fired a shot at the party's Phnom Penh headquarters early Saturday. Nobody was hurt.
Rainsy, who fled Cambodia in 2009, was found guilty in his absence of charges including inciting racial discrimination and spreading disinformation.
Despite exile, he has remained active in Cambodian politics and recently joined with former rivals to create the CNRP.
Hun Sen is one of Southeast Asia's longest-serving leaders. His Cambodian People's Party (CPP) won the last two polls by a landslide amid allegations of fraud and election irregularities.
His government is regularly accused of suppressing political freedoms and muzzling activists. In May Hun Sen said he would try to stay in power for another decade.

Hun Sen and his clan have always been the losers, since 1993 and so, there is no way that they can win again, especially this coming election. Because enough is enough. Hun said it himself like, he is a puppet of the Viets and so does the NEC, if he is a puppet of the Viets.

Therefore, Srok Khmer is being controlled by outsiders like Viets and Chinese crooks and so, it is time for the international community to recognise this fact and please try do something about it. Because every nation needs to have its own state sovereignty. It is time for the both of the above nations to start leaving us khmers alone for once.

They need to let go and let us rule our country and nation with our way of lives, by using the rule of law. Secondly, we have never been interfering with your internal affair and why should you? in fact, we khmers have helped you the Viets to be united as one, between the North and the South and instead of appreciating us, you went on helping to kill us khmers! by creating one party after another to fight against among each other, using the tactic of 'killing two birds with one stone', is it right?

In the end, you have killed up to 3 million of our educated ones and then, you went on to say 'khmers killed khmers...khmers are racists... dumb, and lazy' while you to continue to rob, steal and kill us khmers on a daily basis by using Hun and his clan like always. Now, the whole world already knows this and it is time to stop and it has to be now!.

Furthermore, you forgot about how you promised kingta to return khmer krom territory, once the war is over but NOT!. On top of that, you even took koh tral Island and now, trying to consume the whole srok khmer, WHY? you also lied to kingta saying that, if he is to be part of the US, the US will eliminate him from being king of Srok Khmer because the US doesn't like 'imperialism' system but now, who is killing him, instead? you viet people did, that is why kingta called you people as the 'crocodiles', by biting helpers.

Where is your morality? where is your conscience? huh!, it is time for you to go home, back to Vietnam and stop your evilness because if we do the same to you, you wouldn't like it, you would feel the same as we do right now, that is 'HURT', nothing worst than being stabbed, lied to and robbed, of our livelihood, our dignity and pride. Please leave NEC, Hun and his clan and please let our people deal with them instead, because it is right and just and if the good do nothing, for sure the evil will win and people with good moral wouldn't like that either.

So, please let us change our leadership style/our government and let us live in peace once and for all. With this new government, everyone will be equally important, we will acccept 'multiculturalism' as a way of life, by using social democracy that is, with harmonious, prosperity and respect. Only then, we all can be at peace side by side regardless of background differences. In other world, we will live like the Western world, e,g China already adopted this system and so will we!, thank you.

When the opposition chief barred from the poll, here is the solution.


Perspective:

WHAT SHOULD THE CNRP DO TO GET A FAIR ELECTION ?

Since Sam Rainsy has been pardoned by the King, we should look into the future.

The CNRP must focus on the right subject: the most important thing, the right thing, the one thing that we must have – the overhaul of the NEC – we did not get that yet.

This NEC’s reform will not come to the CNRP if the CNRP did not exert its best efforts to get it.

Here is my suggestion:

If we knew that the result of the election has already been fixed by the puppet party, we should mount a huge demonstration from now until the election day so that the election on July 28th could not go on; consequently, giving the international community a leverage to force the puppet party to overhaul the NEC, and the election must be postponed.

This must be the best solution.

This evil Yuon and its puppet will not make any concession unless the international community put the heaviest pressure on them. We need to provide the international community the leverage - through massive demonstration.

The timing is absolutely right, it is spontaneous and it is from the people's heart..

By making the mass demonstration until the election day, the puppet party cannot proclaim itself as the winner because the circumstance were impossible for people to cast their vote on that election day.

I think this is the right medicine for this Yuon disease.

The CNRP must know that the people have empowered you to succeed and it is up to you to take the right steps to accomplish your goals. The morale of the people will go down dramatically if you took the wrong steps and failed.

If the election is free and fair, the CNRP will win the election by a landslide.
THIS IS THE TIME AND THIS IS THE ONLY TIME THAT WE MUST WIN. No more second chance. To win, we must do something very dramatic to attract the international community to push Vietnam to reform the NEC. Actually, we just make Mr Subedy’s recommendations materialized. Nobody will put foods in our mouth, we must use our hands to grab it. The international community has been on our side, and we have to seize the opportunity.

The CNRP,

Please think about this solution swiftly. Just remember that before the April 17th 1975, our soldiers were wrongly believed that by laying down their guns, they will have peace and no more suffering from the war. Look at the result: 3 millions Khmer died from the Khmer Vietminh and the Khmer rouge.

Who were the masterminds behind those killings? We knew who.

It is all right if a few people died to make Cambodia alive. The evil Vietnam lost its soldiers too when it conquered Cambodia in 1979.


So, it is best for Cambodia if we fight for the right and just causes. A mass demonstration to force the puppet party to accept Mr. Subedy’s recommendations is necessary. It is a must do !!
