Reporters Without Borders and the Cambodian Centre for Independent Media (CCIM) have drafted a list of recommendations for the authorities for improving respect for freedom of information in Cambodia, where the campaign for parliamentary elections on 28 July has just begun.
“Freedom of information in Cambodia has declined steadily during the past two years,” Reporters Without Borders and CCIM said. “Last week’s attempt by the information ministry to ban local retransmission of foreign radio stations’ Khmer-language programmes was very disturbing, especially as the ruling party already controls all TV stations and most radio stations and newspapers.
“We caution the authorities against any renewed attempt to suppress coverage of the electioncampaign and we urge them to guarantee an environment that allows all media and journalists to work freely. We also call on the government to make an effort to be transparent and facilitate reporting during the elections.”

The two organizations added: “We also urge information minister Kannarith Khieu to rescind his ban on publishing opinion polls in the five days before the elections, which has no legal basis, and to explain an order forbidding radios to ‘broadcast information about the activities of foreigners based in Cambodia in support of or opposition to any political party or individual’.”
On 24 June, Reporters Without Borders submitted a contribution on Cambodia to the United Nations Human Rights Council, which will examine the situation in Cambodia during the Universal Periodic Review’s 18th session, next January and February.
The Reporters Without Borders contribution voices concern about the lack of media independence and restrictions on access to information, which limit transparency during elections, as it did, for example, in the 2012 commune elections (see the Reporters Without Borders contribution below).
On the pretext of safeguarding neutrality, the information ministry issued a directive on 25 June banning local radio stations from retransmitting the Khmer-language programmes of foreign radio stations during the campaign.
The directive was rescinded five days later, following protests by the foreign broadcasters affected, such as the Broadcasting Board of Governors (BBG), the agency that oversees Radio Free Asia, and the US State Department, which described the move as a “serious violation of media freedom.”
With an eye on the 28 July elections, Reporters Without Borders urges politicians, government officials and other authorities to:
  • Draft laws on access to information and freedom of information in consultation with civil society, in order to improve media transparency and professionalism.
  • End impunity for physical attacks against journalists and other media personnel and set up a commission to identify those responsible for journalist Heng Serei Oudom’s murder in 2012 and other cases of violence.
  • Lift the restrictions on radio and TV broadcasting and reform the frequency allocation process so that independent and community broadcasters can operate.
  • Publish the draft cyber-crime law and allow civil society to suggest changes to the draft.
  • Repeal the law criminalizing denial of the Khmer genocide.
Cambodia is ranked 143rd out of 179 countries in the 2013 Reporters Without Borders press freedom index.

PHNOM PENH, July 3 (Xinhua) -- The Royal Cambodian Armed Forces (RCAF) is neutral during the forthcoming general election, but military personnel will cast their ballots for the party they like, deputy prime minister and defense minister Gen. Tea Banh said Wednesday.

"The RCAF statute clearly states that this body is neutral, not biased towards any political party," he told reporters. "But for individuals, they have the same right as common citizens to vote for the party they like."

Meanwhile, the minister appealed to armed forces to strengthen security and public order during the election campaign period and on the election day in order to ensure a free, fair and peaceful election.

Cambodia is set to hold a general election for the 123-seat parliament on July 28. The one-month election campaign kicked off last Thursday.

Lt. Gen. Kirt Chantharith, spokesman for the National Police, said last Wednesday that about 70,000 security personnel would be deployed on the polling day.

Eight political parties will contest the election.
Three major parties are the ruling Cambodian People's Party of Prime Minister Hun Sen, the opposition Cambodia National Rescue Party led by self- exiled Sam Rainsy, and the royalist Funcinpec Party headed by Princess Norodom Arun Rasmey, the youngest daughter of late King Father Norodom Sihanouk.
Sam Rainsy, Hun Sen's main rival, fled the country in late 2009 before Cambodian court sentenced him to 11 years in prison in absentia.

He is unable to return to Cambodia for the election.

Prime Minister Hun Sen's party won 90 seats in the last election in July 2008. Political analysts predict that his party will win a landslide victory in the upcoming polls.

I would die with you,because i knew you loved Cambodia as much as i was.Well you are much older than me but doesn't make any different,i was born in1968 lived in Cambodia for very short time during K.R regime,suffered beyond describes,my folks died in that regime,i lived as an orphanage in Thailand camp and abroad,now i am old man,stayed abroad,wanting to go back with you.Lets go together and fight injustice together.I am appreciate if you're response to my challenge.Thanks

The VC, the Chinese and the CPP crooks will continue to manipulate about the outcome of this election. They will make sure that they win again and again in srok khmer’s election, at all costs.

To them, it is already been decided; they planned to have Hun Sen be in power as long as they wanted him to be, probably, until we Khmers have nothing left. So, what does this mean? It means everything is just a show, to fool the international community that, our country is a free 'democracy country' with proper votes and regulation etc, but NOT.

In this sense, it is time for Viets, Chinese and all of the international community leaders of good moral judgment to help us to clean up this mess out of our Cambodia system for good. Because Hun Sen is being used by such crooked people who are trying to destroy srok khmer and yes, they did it before and they will continue to do it again and again.

They took Loas, Champa, Pray Nokhor (Saigon), Khmer Khrom and now the whole Srok Khmer. They are also planning to take over Thailand and its surround countries in the near future as well.

A number of VC agents have already been installed in Thailand (the same tactic is being used in srok khmer during the KR) e.g they used 'khmers to kill khmers' or 'killing two birds with one stone' (between the red and the yellow shirts, familiar?) so, please help us to clean up such evil planned out now before it is too late.

Because right now, we Khmers are not independent, we don't have a sovereignty state, because it is being interfered by the outsiders like the VC and Chinese and CPP traitor crooks for hundreds of years.

Therefore, it is time for the international communities do something about this, since they already bridged this principle of a 'non interference in internal affair'.

Right now, we have no control over our system. So, please help us to get out of this 'bloody regime' for good before it is too late, because it is so corrupted to the core which being controlled by such a mafia group, really.

baloney, crap. CPP just doing what it has always done. no matter what the hoopla is all about, in the end the CPP will win. You know why? CPP is a mafia organization and is run like one. CPP mafia is controlling Cambodia and the fear is enough to get people to do whatever they want. And those brave people showing their faces at CNRP rally will be isolated, lose their position, job in the village, lose their farm, land, house, and even get killed. That's the reality. Only one way to stop the Mafia - take them head on through violence, the Mafia's own way. Just watch the movie the "God Father".

I agree with you, but have you ever thought of the collateral damage to the innocent people?
And also if you want to do it like the “God Father’s way”, you have to think about your firepower against your opponents and who will stand behind you versus your opponents.
I think Ranarith tried it in 1997 but failed miserably to this day.
I know you wrote it out of frustration. Remember there are many people’s real life in danger; it will not be like in the movie where the bad guys died. It does not work that way in the real world.
In war, it does not matter what side is right or wrong, but what matter is who are left standing at the end. At this point I hope you are old enough to remember Pol Pot.

An acted of courage to protect khmer's land to help Khmer farmers whom cried out for Rainsy for help,read my context,Rainsy didn't committed treason,Hun sen Cpp did.Irritate all you want doesn't matter to me i challenge anyone to goes back with Sir Rainsy.The conviction against Sir Rainsy was political motivation by Yuon dog Hun sen. Sir Rainsy acted was patriotism not treasonism.

It is not not all true like you said, if there is any intelligent and courageous leaders in the military and police who can see that their country and lives have been hi-jacked for 34 years by these old former khmer rouge thugs, and they decided to stand neutral and protect the people from the thugs' wrath that would have resulted from the thugs' loss of power, Cambodia then should finally be a real country for alll its people.

People need to overcome their fear of the old former khmer rouge/vietcong thugs!!! These thugs have been able to continue to exist because they still could make you afraid!!!! These old thugs have to go to let Cambodia be free of the khmer rouge's and vietcong's legacy!
