Cambodian Prime Minister Hun Sen's dominant party suffered a major blow in national elections Sunday, claiming only a narrow margin of victory against the main opposition party galvanized by the return from self-exile of its leader Sam Rainsy.

The ruling Cambodian People's Party (CPP) won only 68 of the 123 seats in the National Assembly, the country's parliament, in a much reduced majority than achieved in the 2008 election, according to Khieu Kanharith, Minister of Information and party spokesman, citing initial unofficial results.

The CPP had held 90 seats in the 123-seat National Assembly before the elections, one of the closest fought in recent years and marred by allegations of widespread irregularities.

Sam Rainsy's Cambodia National Rescue Party (CNRP), which had 29 seats previously, nearly doubled its haul to 55 seats in this election, Khieu Kanharith said on his facebook page, quoting what he called "first unofficial results."

He confirmed with RFA Khmer Service that it was his facebook post, saying it was too soon to say whether the CPP would forge another coalition government with its ally Funcinpec party, which has two seats in the current assembly.

"We will see if they [the CNRP] accept the election results or not because so far they said they wouldn't accept the results,"  Khieu Kanharith said.

The National Election Committee (NEC), which oversees the elections, has not announced any official result and may give a partial count later Sunday.

Full results could take days or even weeks after the polls, Cambodia's fifth since 1993, when the United Nations helped stage the country's first free elections since the 1975-79 genocidal rule of the Khmer Rouge and a subsequent period of civil war and one-party rule.

Hun Sen

The 60-year-old Hun Sen, in power for 28 years, has faced persistent accusations of trampling on human rights and silencing political dissent. He did not even bother to campaign in the elections, appearing confident his party will coast to victory.

Sam Rainsy had earlier claimed of a surprise victory but retracted it with a statement just thanking voters for their support.

At a news briefing, he called for calm.

"We wish to thank all Cambodians irrespective of political affiliation for their effective participation in this election, for their contribution to make democracy flourish," he said in the Cambodian capital Phnom Penh.

He also appealed to his mostly young supporters not to cause any trouble: "We call for peace and reconciliation."

About 9.6 million people were registered to vote—more than one third of whom are aged under 30.

Sam Rainsy

Sam Rainsy, whose application to vote and contest in the election was rejected despite a royal pardon for prison convictions widely believed to be politically motivated, had charged of poll irregularities and early Sunday toured polling stations to "collect more evidence" of potential voting fraud.

The CNRP, formed by the merger of two main opposition parties, had received a boost after Sam Rainsy was allowed to return home about two weeks ago after the royal pardon.

Local poll monitor the Committee for Free and Fair Elections in Cambodia (Comfrel) alleged that up to 1.25 million people who were eligible to cast ballots were not on voter lists and expressed concern that the ink used to mark voters could be easily washed off.

The NEC, which has been accused by rights groups as being a tool of the CPP, had told election observers and political party representatives that they would not be allowed to verify the official voter list at the polling station, Comfrel said.

There was at least one violent protest, at one polling station in Phnom Penh where a crowd destroyed two police cars, military police spokesman Kheng Tito was quoted by Agence France-Presse as saying, as anger erupted over names missing from the voter list.

Security was tightened after polling ended with military police blocking off a road leading to Hun Sen's home and one going to the CPP and NEC offices, according to Reuters.

CPP IS TESTING US THE CNRP AND INTERNATIONAL COMMUNITY TO SEE IF WE WILL EXCEPT THESE FLAW ELECTION BY CCP & NEC.

TO CNRP AND INTERNATIONAL COMMUNITY SHOULD NOT EXCEPT THE RESULT IF WE DID NOT WIN BECAUSE IF WE EXCEPTED THAN IT WILL BECOME A CULTURE OF LESS FREE AND FAIR ELECTION SOCIETY. MUST DEMAND REINSTATE MP SAM RAINSY AND REFORM N.E.C AND CONDUCT A NEW ELECTION NOW.

Let's not recognize the election results, demand the Reinstatement of MP Sam Rainsy and also the complete reform of NEC before implementing a New Free and Fair Election.

People ,

I want to repost my comment.

How is my vision and political forecast ?

The mistake that the CNRP should have prevented and won the election by a wide margin, if not by a landslide.

បញ្ជីអ្នកបោះឆ្នោតមានលើសពីចំនួនមនុស្សពិតប្រាកដ ២០០ ភាគរយ (from KI yesterday)

MY LAST APPEAL TO THE CNRP:

If the above news is true, how can the CNRP wins the election?

If the evil Vietnam and its brainless puppet Hun Sen could manipulate the voting process like this in the Capital, just imagine the manipulation in the other parts of the country.

The CNRP,

You have one urgent decision to make. You tell Khmer people to walk all over the country firmly demanding the C Porng Party to change the NEC or you make the election to stop.

Please consult swiftly the UN and the powerful countries about this last minute nationwide protest for NEC's overhaul. Time is running out. Don’t make this vital mistake by not doing the protest to change the NEC, you will kill Cambodia
(Please consult them to lessen your worries and anxieties).

This evil Vietnam has prepared and practiced this cheating for 20 years, it will win again with this current NEC.

The CNRP cannot say after the election “we are sorry about the loss because we underestimate Vietnam's trick".

For all along I have supported the CNRP''s participation in the election. But everything has evolved sharply favoring the CNRP. We got to seize and use this opportunity to ensure the WIN. We cannot take anything less than win.

Khmer people in the whole country will walk and the international community will overwhelmingly support that walk for the NEC's reform.

With the new NEC, the CNRP will be 100% the winner.

Just remember that the international community will not support the CNRP's demonstration after the election when it lost the election. That walk will produce fruitless result. That is wrong and stupid timing.

So, the right timing is NOW for changing the NEC, which has been a formal recommendation by the UN's rapporteur, Mr. Subedy, and widely applauded by the international community around the world.

With this evil Vietnam, the CNRP must exert its best efforts in order to get the outcome it wanted.

Bun Thoeun,

Why are you still naive? Everyone knows just like you that the NEC needs to be changed, but you cannot change the NEC!

How do you change it? They won't even allow Sam Rainsy to vote!

There has not been enough pressure from the West to CPP to have the NEC reformed!!! The west is the only influence or power that can make that materialize.

What you said the CNRP should do, they know, but the reality on the ground is totally different!!!

Instead of writing about that idea here, it is better if you write to the US congress and European Parliament telling them what you think they should know!!!

Yes, we can change by imposing at least NEC reform as the sine qua non condition before any negotiation for coalition government. Otherwise, there will be no quorum for the functioning of the National Assembly.

NEC reform will guarantee the success of the opposition in 2018. Too long though!!!

The west don't act if the Cambodian don't act. It is time to show to the west that the innocent Khmer want to have free and fair election, but not under current NEC. The peaceful protest will show and the people who love justice from the west will help. Don't wait to change NEC if CPP still leads the country.

Koh Tral Island must not be forgotten

By “any patriot Khmers”

Why do Koh Tral Island, known in Vietnam as Phu Quoc, a sea and land area covering proximately over 30,000 km2 [Note: the actual land size of Koh Tral itself is 574 square kilometres (222 sq miles)] have been lost to Vietnam by whose treaty? Why don’t Cambodia government be transparent and explain to Cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?

Cambodian armies are fighting at front line for 4.6 km2 on the Thai border and what's about over 30,000km2 of Cambodia to Vietnam. Nobody dare to talk about it! Why? Cambodian armies you are decide the fate of your nation, Cambodian army as well as Cambodian people must rethink about this again and again. Is it fair?

Koh Tral Island, the sea and land area of over 30,000 square kilometres have been lost to Vietnam by the 1979 to 1985 treaties. The Cambodian army at front line as well as all Cambodian people must rethink again about these issues. Are Cambodian army fighting to protect the Cambodia Nation or protecting a very small group that own big lands, big properties or only protecting a small group but disguising as protecting the Khmer nation?

The Cambodian army at front lines suffer under rain, wind, bullets, bombs, lack of foods, lack of nutrition and their families have no health care assistance, no securities after they died but a very small group eat well, sleep well, sleep in first class hotel with air conditioning system with message from young girls, have first class medical care from oversea medical treatments, they are billionaires, millionaires who sell out the country to be rich and make the Cambodian people suffer everyday.

Who signed the treaty 1979-1985 that resulted in the loss over 30,000 km2 of Cambodia??? Why they are not being transparent and brave enough to inform all Cambodians and Cambodian army at front line about these issues? Why don't they include Koh Tral (Koh Tral size is bigger than the whole Phom Phen and bigger than Singapore [Note: Singapore's present land size is 704 km2 (271.8 sq mi)]) with heap of great natural resources, in the Cambodian education system?

Look at Hun Sen's families, relatives and friends- they are billionaires, millionaires. Where did they get the money from when we all just got out of war with empty hands [in 1979]? Hun Sen always say in his speeches that Cambodia had just risen up from the ashes of war, just got up from Year Zero with empty hands and how come they are billionaires, millionaires but 90% of innocent Cambodian people are so poor and struggling with their livelihood every day?

Hun Sen = Gaddafi

Hun Sen is Gaddafi

Capture and death: September–October 2011

Main article: Death of Muammar Gaddafi

Although all major cities were now under NTC control, a few towns in western Libya—such as Bani Walid, Sebha and Sirte—remained Gaddafist strongholds.[273] Retreating to the latter after Tripoli's fall,[274] Gaddafi announced his willingness to negotiate for a handover to a transitional government, a suggestion rejected by the NTC, who held out for total victory.[273] Surrounding himself with trusted confidants and bodyguards,[274] he continually moved residences to escape NTC shelling; with food, water and electricity becoming scarce, Gaddafi devoted his days to reading the Qur'an and praying.[275] On the morning of Thursday 20 October, Gaddafi broke out of Sirte's District 2 in a joint civilian-military convoy, hoping to take refuge in the Jarref Valley.[276][277] At around 8.30am, NATO bombers attacked, destroying at least 14 vehicles and killing at least 53.[277][278] The convoy scattered, and Gaddafi and those closest to him fled to a nearby villa, which was shelled by rebel militia from Misrata. Fleeing to a construction site, Gaddafi and his inner consort hid inside drainage pipes while his bodyguards battled the rebels; in the conflict, Gaddafi suffered head injuries from a grenade blast while defence minister Abu-Bakr Yunis Jabr was killed.[277][279][280]

Overwhelming the loyalists, a Misratan militia took Gaddafi prisoner, beating him and stabbing him in the anus with a bayonet, causing serious injuries; the events were filmed on a cell phone, accompanied by cries of "Allahu Akbar!" and "Misrata!". Pulled onto the front of a pick-up truck, he fell off as it drove away. His semi-naked, lifeless body was then placed into an ambulance and taken to Misrata; upon arrival, he was found to be dead.[281] Official NTC accounts claimed that Gaddafi was caught in a cross-fire and died from his bullet wounds.[277] Other eye-witness accounts claimed that rebels had fatally shot Gaddafi in the stomach;[277] a rebel identifying himself as Senad el-Sadik el-Ureybi later claimed responsibility.[282] Gaddafi's son Mutassim, who had also been among the convoy, was also captured, and found dead several hours later, most probably from an extrajudicial execution.[283] Around 140 Gaddafi loyalists were rounded up from the convoy; tied up and abused, the corpses of 66 were found at the nearby Mahari Hotel, victims of extrajudicial execution.[284] Libya's chief forensic pathologist, Dr. Othman al-Zintani, carried out the autopsies of Gaddafi, his son and Jabr in the days following their death; although the pathologist initially told the press that Gaddafi had died from a gunshot wound to the head, the autopsy report was not made public.[285]

On the afternoon of Gaddafi's death, NTC Prime Minister Mahmoud Jibril publicly revealed the news.[277] Gaddafi's corpse was placed in the freezer of a local market alongside the corpses of Yunis Jabr and Mutassim; the bodies were publicly displayed for four days, with Libyans from all over the country coming to view them.[286] In response to international calls, on 24 October Jibril announced that a commission would investigate Gaddafi's death.[287] On 25 October, the NTC announced that Gaddafi had been buried at an unidentified location in the desert; Al Aan TV showed amateur video footage of the funeral.[288][289] Seeking vengeance for the killing, Gaddafist sympathisers fatally wounded one of those who had captured Gaddafi, Omran Shaaban, near Bani Walid in September 2012.[290]
