People’s Power and the Road to Democratic Freedom [repost]

People’s Power and the Road to Democratic Freedom

First published: Friday, October 01, 2010

Op-Ed by MP
The Youth: long foreseen by some observers as lynchpins and real hope for positive change in a nation still traumatised by its brutal past and, kept repressed by current oppressive political climate, the youth are coming into their elements at, perhaps, the right moment in history. This represents an encouraging sign for democratic hope and aspirations despite Cambodia's relative isolation in context of information dissemination through state dominated media coverage and the youth's limited access to social media channels in what is still one of the least economically developed countries in Asia - School of Vice
*The Triumvirate: standing in their way are these ex-KR cadres and 'country bumpkins' who had, in fact, not even been among the Khmer Rouge's second string echelon in its leadership ranking order. Still looking and feeling ill at ease with their surroundings, with the pomp and blessings of their unexpected good fortune, they seem nevertheless content to occupy 'the seat of power' and be determined to enjoy the experience whilst it will last. One of the Triumvirs - Mr Heng Sarim, seen here to the left - had his entire native village and birthplace pulled out from under him by higher authority who commissioned him and his co-triumvirs to rule over their country on its behalf whilst he appears more concerned with his seat not being pulled away from under him before sitting down! - School of Vice
* [‘A triumvirate (from Latin, "triumvirātus") is a political regime dominated by three powerful individuals, each a triumvir (pl. triumviri). The arrangement can be formal or informal, and though the three are usually equal on paper, in reality this is rarely the case.’ Wikipedia]

‘However, the call for democracy transcends even nationalistic calculations and or geo-political necessities – certainly, it is no ‘pie in the sky’, as jibed by some quarters – but everything to do with what right-minded people everywhere perceive to be intrinsic to their social conditions and fundamental to their existence as free men and women; as natural an endowment as the oxygen they inhale or the very breath they take.’

CAMBODIA – it seems – has more urgent issues to grapple with than pondering over past events, and while one does not wish to be diverted from matters more deserving of public attention, occasionally a question is raised, maliciously or disingenuously, out of pettiness or cheap propaganda ploy, perhaps, to vex and confound perceived ‘opposition’ to the current regime. One of such questions is why present opponents and critics of the Phnom Penh government failed to protest the Pol Pot regime’s violations of Cambodian people’s human rights in the 1970s.

It is a question that most Cambodians themselves would have raised, not just Mr Rainsy and or his supporters, many of whom, one should think, are surviving victims of Pol Pot's regime themselves, were too young at the time or had been born after that regime’s fall, and as such have as much cause to oppose and detest tyranny and political repression as does anyone. This is a political and historical issue that concerned not only small countries like Cambodia and the largely dysfunctional, ineffectual body of the UN, under whose charge we not only witnessed the Cambodian genocide, but also a host of other mass killings and atrocities conducted on a similar scale around the world, such as Uganda, Rwanda, Sudan, the former Yugoslavia and so on.

One recalls also that a number of Khmers living abroad at the start of the Pol Pot regime did respond to the call to return to their home land where they were received by the likes of Khieu Samphan and Ieng Sary, before being sent to the countryside, Tuol Sleng and other prisons to die and suffer like the rest of the Khmer people.
One should note that the helplessness and isolation of the Cambodian people had not been concluded in 1979 as a result of the Vietnamese invasion (billed as 'liberation' of Cambodia from the clutches of Pol Pot), and whether like under the previous years of Pol Pot's reign of terror, the country had firmly been a powerless pawn on the chessboard of Cold War politics, one is nevertheless entitled to ask of the Vietnamese leadership then and now as to what exactly they were doing between 1979 and the time the Paris Peace Accords were signed in the early 1990s? Even foreign journalists and aid workers coming into the country at the time could not travel anywhere without being shadowed by agents and police in plain clothes. There were also forced labour projects like the infamous ‘K5’ (brainchild of Le Duc Tho) which resulted in the loss in several thousands of Khmer lives through starvation, malaria contraction and other forms of untreated diseases, not to mention the wholesale destruction of the country's forests and ecology, carried out in line with the project's strategic military designs aimed at depriving anti-Vietnamese resistance of a valuable natural protective cover in time of armed clashes.

One further recalls Vietnamese delegations to Democratic Kampuchea applauding that regime for its ‘far-sightedness’ in social measures as well as ‘admirable achievements’ in various fields, including the evacuations of urban population and mobilisation of the masses to perform forced labour in the countryside. So one could see here where many a concerned Khmer overseas might have found it inconsequential or powerless to protest the suffering of their compatriots between1975-1979, the Vietnamese leadership, on the other hand, had opportunities to make such a protest, but instead feigned ignorance of what was happening during the same period, and might have gone on a while longer with this conciliatory, non-interfering approach, had they not been pressed unduly by other developments that posed an immediate threat to Vietnam’s/ Hanoi’s political security or stratagems.

Vietnam could also have called for international intervention or resolution over the Kampuchean crisis. After all, it was essentially a humanitarian issue, even if it would have been difficult to get the UN Security Council to act upon the matter in light of Cold War considerations at the time, but it opted not to, and instead used KR defectors and recruits among survivors to front its 200,000 strong troops to oust the DK regime. In addition, by attributing the overthrow of this murderous regime to Pol Pot’s former soldiers and victims, the Vietnamese also hoped to institute a domestic home-grown alliance made up of former KR elements and their victims which would prove to be sufficiently popular and strong enough with which to neutralise and pre-empt any possible return to power of a genuine patriotic (perhaps, ‘anti-Vietnamese’) movement in time to come.

Those cheap propaganda quips about the lack of interest on the part of civil groups, activists etc. over the atrocities committed during the KR regime, meant to rebuke or discredit democratic opposition to this current one, is quite beneath amusement and contempt. If anything, the real and pertinent question needing to be posed is why Cambodia continues to be subjected to this political isolation and restriction, to which even civilised critique and dissenting voices are perceived as 'extremist' and seditious, whilst a catalogue of outrageous ill practices carried out in the name of national 'development' and 'stability' are tolerated and encouraged even? No?

This leads to another question: why calling for democracy and 'People's Power', of which there was none in the country's recent governing history? Well, actually, the absence of genuine democratic tradition and practice is precisely why the people and the nation are easily manipulated by external powers and by their compliant surrogates closer to home.

No government could claim with an iota of moral force or feasibility to represent the Khmer people whilst their rights as free men and women as well as their dignity as humans are not embedded to its laws and manifested through its conducts. Therefore, to ask why genocides and atrocities had been allowed to take place in history is to ask the same question of the prevailing of tyranny in place of democratic rule and freedom for all under the umbrella of the Constitution and the Rule of Law.

The easiest thing for Khmers anywhere to do would be to turn their backs upon their compatriots living in Cambodia. The hardest will be to see through their struggle for liberty and self-mastery over their own nation’s destiny via any form of affecting solidarity, without being distracted by the ploys and plots of scheming, self-serving and rapacious elements, which simultaneously fear the democratic rise in People’s Power and thrive upon the majority’s continued isolation and enslavement.

However, the call for democracy transcends even nationalistic calculations and or geo-political necessities – certainly, it is no ‘pie in the sky’, as jibed by some quarters – but everything to do with what right-minded people everywhere perceive to be intrinsic to their social conditions and fundamental to their existence as free men and women; as natural an endowment as the oxygen they inhale or the very breath they take.

Koh Tral island was given to Viet Nam by the Republic Khmer of LON NOL.
At that time US ARMY and South VIet Nam Army had used this island as GUANTANAMO PRISON for political prisoners Viet Cong and Khmer Krohom.
Pol Pot wanted to take back Koh Tral in 1975 by his unexperience navy soldiers but The communist Viet Nam was more powerful and crushed Pol Pot's soldiers out of island.
So some witness are still alive(prisoners)and the officers of Khmer Republic can speak the truth.

12:28 AM,

Just win the election first before even thinking of any vigilante or vengeful action! The cycle of extremism and excluvism should end, and everyone should focus on the establisment of a true rule of law society, where everyone should be equaly protected by laws. Also, let's see a new policy of inclusion and collaboration that allow all to compete and contribute based on their own individual merits and capabilities.

Let's work to resolve illegal immigration, but at the same time, to also prevent racism and exuberant nationalism from getting out of line and realities.

First it was 'Sihanouk' now it is Lon Nol who gave Koh Tral away to Vietnam! Who is next in line?

Where is the physical-legal evidence that any of these allegations are true? And even if these allegations turn out to be firmly supported by such evidence, how legitimate are any such agreements without the full knowledge and consent of the Khmer people? Like all those series of one-sided treaties and so-called Economic Land Concession agreements signed by the CPP regime and its Hanoi patron?

There should be more intelligent debate on these sensitive and critical sovereignty issues than mere hearsay and misinformation.

Further, I'm not sure if Lon Nol and his small army could have done much [even if they had wanted to] to salvage Koh Tral when nearly half of his country was being attacked and occupied militarily by both North and South Vietnamese troops at the time?

All Khmers,

Don't look down on your opponents as Sun T'Zu stated, know your enemy, and know yourself you will win in all battlefields.

After more than 30 years under Hun Sen-Hanoi's RULE,
It seems Khmers didn't, don't learn any thing.

90percent of Cambodian administrative, police, army are full of Viet secret agents. Hanoi won't drop Cambodia from her grip easily, except all Khmers are united, have a clear goal to raise the World view that HANOI is Interfering in Cambodian Affairs, and is colonizing her as a state of Vietnamese Indochina Federation.

That's the sensible and intelligent way forward.

The first and most important step is to have a genuinely democratic administration in place, and from there all other issues - from illegal immigration to ELCs etc. - can be openly engaged and settled within Cambodia's national interest and priority.

All people as citizens will then have their rights and obligations enshrined and protected under the law and the constitution irrespective of their ethnicity or racial status.

Koh Tral was under South Vietnam control with US ARMY which many political prisoners were kept inside.
Some of the Khmer Republic officers still alive can give more details.

'Control' is one thing, but the legal status of one's historical property is another!

All or most of Cambodia had been under Vietnamese control and occupation between 1979 and 1989, but that does not mean that Vietnam can or has any right to claim sovereignty or ownership over Cambodia.

I don't dispute that the island had been under South Vietnam's control or used by the US military; that is beside the point! No need for me to ask any surviving Lon Nol soldiers!

And what has Koh Trolach island got anything to do with what I have said?!

The French had used these off-shore islands to keep [mostly] political prisoners from all over Indochina at one time before the arrival of the Americans.

OK let's leave it there, if we are not at the same wave length!

That's for the International Court to adjudicate.

Incidentally, the Thais had held the same sentiment also over the once 'lost' temple of Preah Vihear, [lost is lost!] and now the Vietnamese and their servants are insisting likewise?

Koh Tral rightfully belongs to the Khmer, one can easily see it, with historical evidence and socially. Even Khmer Krom and Saigon historically belongs to the Khmer people, but the Vietnamese have erased any evidence of such facts, not a faction.

Anonymous said...

Worth bearing in mind that in a series of treaties signed between the Vietnamese and Hun Sen, the former had demanded that Cambodia agree not to 'raise issue' of [Koh Tral and] Kampuchea Krom, indicating their fear over the status of Cambodian territories amputated off to Vietnam under clearly unjust and questionable circumstances.

Hun sen is under VC control and whatever agreed at the time is illigitamite and so, we have to bring them to the ICC and let them decide where, what, to and how from here. Because in life, you can run but you can't hide.

Hun Sen is not Sam Rainsy enemy but the VC is. VC told Hun Sen to lock SR up for 12 years.

VC uses Hun Sen to kill khmers!
VC uses Hun Sen to kill khmers!

VC uses Hun Sen to kill khmers!
VC uses Hun Sen to kill khmers!
VC uses Hun Sen to kill khmers!
VC uses Hun Sen to kill khmers!
VC uses Hun Sen to kill khmers!

Hun Sen must get out from this mafia group now before it is too late. They did this before to all of our predecessors and they will continue to do it again and again, that is, 'making khmers kill khmers' or 'killing two birds with one stone'. Hun Sen, you must know this, no one can hurt us unless you let them to. I understand that you are VC puppet but you don't have to let them do this to you anymore, by saying 'this is my country, my people, my brothers and sisters, so, let me rule my country with them, ok... so just leave us alone for once...just give us a break...because isn't 3 millions death enough already?...so, please let go of us, we not your slave nor we owe you anything, because it was all you planned all along, to annex and influx you people into srok khmers.

US government hate Hun Sen regime because Hun Sen CPP always cheat election and violate human right and freedom of information and very corruption and dictatorship for over 28 years that lead Cambodia to no where but darkness with evil lie words from CPP Hun Sen.

Anonymous said...

Hun Sen has nothing better to scare Cambodians by just using the same trick Khmer Rouge will be back if CPP lose.

United States government say "No it will not happen" look at all the strongest dictatorships in the world now. To date, rulers have been forced from power in Tunisia,[1] Egypt,[2] Libya,[3] and Yemen;[4] civil uprisings have erupted in Bahrain[5] and Syria;[6] major protests have broken out in Algeria,[7] Iraq,[8] Jordan,[9] Kuwait,[10] Morocco,[11] and Sudan;[12] and minor protests have occurred in Mauritania,[13] Oman,[14] Saudi Arabia,[15] Djibouti,[16] and Western Sahara.[17]

Anonymous said...

Hun Sen, please don't be so dumb. VC's tricks are plentiful, and so, let me show you some past tricks, about what they had done to you and your nation, (behind your back-known as 'double cross') ok!.

1) telling international community not to make business in srok khmer, because it is full of 'corruption'.

while they played the role of corruption ( charge people where ever they go) and being corrupted (telling people that the gov't is corrupted). Giving khmers and its gov't the bad name, in order for them to gain more e.g making business with them instead in their country instead.

2) making sure CPP win every election at all costs and then, bringing uprising for khmers to fight against khmers or using UN or NATO to bomb on khmers saying it is a fight for 'social democracy'.

why? to continue to elimenate khmers from their existence or bring war to them but don't let them bring war to us.

3) They don't want CNRP to win because they know that if the CNRP win, the truth about their evil affair in srok khmer gov't will be revealed.

so, they have to create more problems by using CPP's hands to do it for them e.g to lock SR up for 12 years and so on

4) Hun Sen is trapped and is facing the 'double cross' without knowing it.

Hun Sen needs to get out now! ASAP or else, it will be done! they will destroy whole srok khmer for good,

So, what is the next plan? let the international community know that VC's evil tricks are endless.

e,g how they used their whores to help in the killing of 58,000 Americans (soldiers) during VN war. They are very good at lying, decieving and manipulation. How they told the US soldiers to sess fire because of new years eve but not, known as the 'TET ATTACK'. So, to the VC, no US did not lose the war because they could have nuked the hell out of you from your existence but they did not want to because of special consideration. So, don't be proud of yourself yet, because you are just a shit head, that is all.

CPP side is a group of 'mafia' of the VC and therefore, they are there to continue to steal, rob and kill us khmers. International community must recognise this fact and have to find way to get rid of them, before it is too late. Their intention to make khmers weak and have nothing to eat. All donated goods and money have never reached those poor khmers, but to them crooks, foods and medicines have been transported to Vietnam behind close door. Vietnam has used poor khmers as their baits. So, it is time for everyone to wake and see this truth, of who Viets are and what are they capable of e.g lying, decieving and manipulation. We have to find way to get rid of them now, before it is too late, they are like pesticides (germs) in our country. They are worst than animals because even animals know right from wrong. eg dog knows its own territory and who its own owner is, really.

International community must not show mercy on them pests no more. International community must apply or treating them with anti-pesticide and why not? after up 58, 000 US soldeirs lost their lives by them crooks liars too, it should be enough. So, piss to VC and get out of our country now. the 3 million souls will follow you all to your grave, because they won't rest in peace until justice is done for them. So, for now, you can run but you can't hide, simple as that.

Koh Tral Island must not be forgotten

By “any patriot Khmers”

Why do Koh Tral Island, known in Vietnam as Phu Quoc, a sea and land area covering proximately over 30,000 km2 [Note: the actual land size of Koh Tral itself is 574 square kilometres (222 sq miles)] have been lost to Vietnam by whose treaty? Why don’t Cambodia government be transparent and explain to Cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?

Cambodian armies are fighting at front line for 4.6 km2 on the Thai border and what's about over 30,000km2 of Cambodia to Vietnam. Nobody dare to talk about it! Why? Cambodian armies you are decide the fate of your nation, Cambodian army as well as Cambodian people must rethink about this again and again. Is it fair?

Koh Tral Island, the sea and land area of over 30,000 square kilometres have been lost to Vietnam by the 1979 to 1985 treaties. The Cambodian army at front line as well as all Cambodian people must rethink again about these issues. Are Cambodian army fighting to protect the Cambodia Nation or protecting a very small group that own big lands, big properties or only protecting a small group but disguising as protecting the Khmer nation?

The Cambodian army at front lines suffer under rain, wind, bullets, bombs, lack of foods, lack of nutrition and their families have no health care assistance, no securities after they died but a very small group eat well, sleep well, sleep in first class hotel with air conditioning system with message from young girls, have first class medical care from oversea medical treatments, they are billionaires, millionaires who sell out the country to be rich and make the Cambodian people suffer everyday.

Who signed the treaty 1979-1985 that resulted in the loss over 30,000 km2 of Cambodia??? Why they are not being transparent and brave enough to inform all Cambodians and Cambodian army at front line about these issues? Why don't they include Koh Tral (Koh Tral size is bigger than the whole Phom Phen and bigger than Singapore [Note: Singapore's present land size is 704 km2 (271.8 sq mi)]) with heap of great natural resources, in the Cambodian education system?

Look at Hun Sen's families, relatives and friends- they are billionaires, millionaires. Where did they get the money from when we all just got out of war with empty hands [in 1979]? Hun Sen always say in his speeches that Cambodia had just risen up from the ashes of war, just got up from Year Zero with empty hands and how come they are billionaires, millionaires but 90% of innocent Cambodian people are so poor and struggling with their livelihood every day?

Koh Tral island should be a very hot topic for debate during this election campaign because that will show who is Khmer and who is Viet.

It is simple clear that US government give green light to all Khmer people to rise up and force dictator Hun Sen out off power like other dictators in the world recently.

It is clear sign that US government will not watch dictator Hun Sen kill any khmers any more.

Why National Election Comity need to do a lot extra of vote papers .Because NEC and CPP work together .The night before election day ( every body called the night ghost walking ) the group and village chief need to give the vote papers already circle number 4 CPP to some CPP members who they don't trust and to give to some people who they can buy .The chief ask all those people to put the vote papers that they already circle in the box and the chief ask them to bring back the blank vote papers to the chief to prove that all those people did well ,so the chief can return all blank vote papers to the NEC,this is the trick CPP and NEC work together.
