CAMBODIA'S ROYAL PARDON FOR SAM RAINSY IS A STEP ON THE ROAD TO DEMOCRACY
*Reform of the National Election Committee Remains to Be Addressed
I am most grateful to King Norodom Sihamoni for granting me the pardon that allows me to return to Cambodia and contest elections set for July 28. This is a step in the direction of Cambodian national reconciliation on the basis of democracy.
I know that I have never done anything wrong. I would have returned even in the absence of a pardon to highlight the condition of democracy in my country. My return is no more than a step on a long journey towards achieving self-determination for Cambodia.
Free and fair elections are an essential element of any democracy worthy of the name. The National Election Committee, controlled by the ruling Cambodian People’s Party, has been identified by the United Nations Special Rapporteur on Human Rights, Surya P. Subedi, as requiring overhaul before democracy worthy of the name can be said to exist in Cambodia.
The mere fact of my return does not create a free and fair election for Cambodia, as promised in the 1991 Paris Peace Agreements, and does not advance NEC reform.
In the short time that has been made available, I hope to be able to meet my fellow countrymen to discuss their concerns and to hold discussions with leaders of all political parties on the best way forward for Cambodia.

i think cambodia is very blessed. we all should rejoy for entering a new era in our long history, albeit, there are still a lot of works to be done, still it's a start for a real democracy and freedom, perhaps unmatched before or up to par with sihanouk's era. the road to achievement in never an easy way. like obtaining a college degree, it takes hardwork, perseverance, discipline, patience, trials and errors and still many more work experience, practical experience, filed works, internship or externship, etc before we can earn that right at graduation. i think for cambodian political reforms, it is the same concept. with that said, i think cambodia should focus on strengthening the country judicial department to be neutral and independent so the check and balance is strengthened, say, like that of australia's poltical system., or introduce the terms limit in camobdia, like that of america's. keep in mind, i say this as a suggestion for someone who look at political reform for cambodia. cambodia should emphasize education as a mandatory for leadership, etc. and from there, the country will deemed prestigious by the world. from what i know and see and read now, cambodia now is trying to improve or lessen corruption in all forms. as a good khmer person or citizen, i have to say i recognized that effort of the gov't, to be fair. in many ways, cambodia is heading in the right direction we all would like to see. although a rocky road, still there are still more works to be done. it's ok. just do it.

We need to keep an eye on hidden Yuon/Viet CPP faces, Vietnamese dog Hun Sen and their CPP crooks when it comes to the Pardon for Mr. Sam Rainsy from the Cambodian/Khmer king Sihamoni.

* Mr. Sam Raingsy was pardoned for some thing he did not do wrong.
* King Sy hakmony gave pardon to Mr. Sam Raingsy only after Hun Sen wrote a letter (or permit the king to do so) to the king.
After said and done, the water is under the bridge now, Mr. Sam Raing sy should write a letter sharing condolences to Hun sen for his father death , or better yet sending a delegation to attend hun Nearng's funeral as a token of unity without fearing being labelled as submissive to Hun Sen.

Hun Sen and his strategists are quite cunning and intelligent, so to speak as allowing Sam Rainsy to come back through royal pardon before Sam Rainsy lands in Cambodia without a royal pardon serves them quite well in 2 fronts.
In the first front, the upcoming election that is engineered for Hun Sen to win is guaranteed to be legitimized and everything will go back normal as usual; in the second one, it deprives Sam Rainsy of an opportunity to become a true hero and thus inspiring courage for a true change in a country that needs not only a decent leader, but one who sets a good example for courage to fight for a change.
It is now up to the Cambodian people to fight for a change that is better for the country and the burden rests now with the opposition to make sure that people who can vote have their names in the voting list and those who shouldn't vote be eliminated from the list. It is certainly a very difficult task to accomplish since the election is coming soon.
The delay of Sam Rainsy in returning to Cambodia for whatever reason has made it possible for Hun Sen to move fast in the right direction and for the international community to turn their eyes off the focus once more time without ensuring that the election is truly free and fair. Now they can say to themselves and each other that "we have put enough pressure for Rainsy to return and the election is soon so overhauling the NEC may not be possible so let us deal with that later after the election!".
For a change in Cambodia to take place the Cambodian people themselves, especially the young ones must demand change and believe in themselves that they can work together cohesively as a united force for a change to take place even a small change to start with.
To eliminate the CPP totally is not possible and should not be the aim of the fight; after all, they are also Cambodians and not everyone of them has no real vision for the country and wants the status-quo. The aim of the fight is to work with everyone who wants to see changes taking place in Cambodia and to educate everyone that as a citizen of the country, each of us helps determine the future direction of our country and not one SINGLE man and one PARTY whether it be Hun Sen or Sam Rainsy and CPP or CNRP.
We shall control our leader and tell him/her what we want to see happen. It is going to be a long road to accomplish that, but the far-away destination begins with a first step in the right direction.

I keep praying this is not a repeating history from 1993-2013. It's exactly 20 years Cambodia seems to return to the recent history of the election organised by UNTAC.
FUNCINPEC won the election but foolishly shared the power with CPP. We all know what happened after that, especially Mr Rainsy's sacking from his position of Finance Minister and to form his own political party and so on.
This term seems to fall into the same pattern because the CPP will win through the manipulation of NEC even at a close margin. Therefore share power will again take place, and means that we all accept the election result officially and wholeheartedly. This will be very difficult for the international community to help Cambodia from this dirty Hanoi's claws, because we Khmer are in delusion by taking
the step to accept this election's result.
We all know very well how CPP and Hun Sen behave like gangster and only play by their rules, about the NEC's conducts and its cheating to register Vietnamese names to be legally voted and erase many legitimate Khmer people who can vote. To participate in this election means to accept every wrong doings as describe above. There is no way we can make CPP & NEC to comply with UN's recommendation by Subbhady report, but there is a way for all Khmer to be strong by using our head not our heart.

PHNOM PENH, 12th July 2013 (The Cambodia Herald) -- A National Election Committee (NEC) official on Friday has said that if the opposition party leader is granted a royal pardon he cannot be a candidate and run in the general election later this month.
"If Sam Rainsy receives a royal pardon from the King, he will have rights as other citizens to take part in political activities and election campaigning," said Tep Nitha, NEC secretary-general.
"But he [Sam Rainsy] can not stand in the election as voter registrations are already done," he added.
The King of Cambodia, His Majesty Norodom Sihamoni signed a royal pardon Friday for the opposition leader after Prime Minister Hun Sen made a request to him on the same day.
In 2009, he was sentenced in absentia to 11 year in prison for uprooting border posts along the Cambodian-Vietnamese border and forging border maps in Svay Rieng province.
