PHNOM PENH, 12th July 2013 (The Cambodia Herald) -- A National Election Committee (NEC) official on Friday has said that if the opposition party leader is granted a royal pardon he cannot be a candidate and run in the general election later this month.
"If Sam Rainsy receives a royal pardon from the King, he will have rights as other citizens to take part in political activities and election campaigning," said Tep Nitha, NEC secretary-general.
"But he [Sam Rainsy] can not stand in the election as voter registrations are already done," he added.
The King of Cambodia, His Majesty Norodom Sihamoni signed a royal pardon Friday for the opposition leader after Prime Minister Hun Sen made a request to him on the same day.
In 2009, he was sentenced in absentia to 11 year in prison for uprooting border posts along the Cambodian-Vietnamese border and forging border maps in Svay Rieng province.

This is the fundamental truth. If CPP win, then the world will not sanction Cambodia economically, only if HS let SR joints the election process. However if CNRP win with SR joints the election process, then the five economic super powers (Japan, Australia, EU, Canada and United States) will reward Cambodian people who casted their votes for change with heavy capital and financial investments in Cambodia, in order to help Cambodian democracy progress goes forward the same like Myanmar. .

all competing parties, instead of focus solely on attacking each other, they ought to talk more about their goal, their solution, their policy, their agenda, etc for the country. this way they share their vision, promise, philosophy and especially what they plan to do for the country with the voters so the voters can understand clearly what they are voting and why they should vote their that candidate. stop complaining about hun sen in power too long or whatever because it is not illegal to run in election as often as your constituents appointed their candidate for it, not to mention there is no terms limit law. so, lessen the attack on other, instead potential candidates should focus more on their policy or agenda and not leaving voters undecided in the dark.
it is ok to have a challenger in election. don't lose site or lose focus of your policy,though. attacking other all the time is a sign of incompetent, so no do that all the time, instead focus on your vision and policy, i think! each candidate should come on national television to share with voters their vision, policy, etc. that's better than attacking each other!

As I said it before. If Sam Rainsy returns to Cambodia he will be arrested at the airport. If Hun Sen make this move, it will not look good on him in the eyes of the international leaders. So, since SR is threatening to return anyway, HS have no choice but to agree to a pardon.
So, now everything look neutral.
Now we'll just have to wait and see if the voting is fair.

Along the way, they created a nation full of corruption and turn them to be against Hun Sen and his regime with him knowing it e,g they installed all their VC members to work to corrupt to the core, to steal, kill and rob us khmers and then, blamed on Hun Sen gov't as incompetent e,g his governant is full of corruption. At the same time, they make sure that no educated person to run the nation, accept a dumb person like Hun Sen (puppet), because it is easier for them to take advantage of us and our downfall.
They then, told the international community not to make business with cambodian because it is full of corruption while they continue to play the role corruption role e,g installing their members to work to corrupt to the core and then, let us khmers yell out that, 'khmer gov't is corrupted', doing so is to steal foreigners from making business with us khmers but to be with them, in their country, instead. In front of Hun Sen, they said 'don't worry we watch your back', when face to face, they pretended to help khmers but behind our back, they only help to continue to kill us khmers, making sure, we have no job and has nothing to eat, that is all.
They done this before and they will continue to do it again and again like, they took Laos, Champa, Prey Nokho (saigon), Khmer Krom, Koh Tral and now the whole srok khmer. But now, time is catching up with them. As a result of this, the whole knows that they have committed crimes against humanity, that is, to khmer people.
Recently, I have received another news, most khmer students who went to Vietnam to be educated, came back home and died within two to three years, why? to eleminate our educated ones at all cost. As Khmer, I have been so frustrated and saddened to see Khmer people suffer heavily and incessantly.
What is the real cause of our problem ?
Since Sam Rainsy has been pardoned by the King, we have solved one problem that we should not have in the first place. That Sam Rainsy problem was simply the work of the evil Vietnam, who ordered Hun Sen to punish Sam Rainsy and afterward Khmer people kept blaming Hun Sen. This one example clearly shows that Vietnam is genius at making Khmer hate Khmer, making Khmer fight with Khmer.
We must realized that Cambodia needs a well educated, honest, and competent leader. Our ultimate goal is to have Sam Rainly to lead the new government.
Therefore, we must take necessary precaution to keep Sam Rainsy alive. We must not underestimate Vietnam’s ill intention. Since there are so many Vietnamese who born in Cambodia and speak Khmer, Vietnam would use some of those Vietnamese to shoot or throw grenade to kill Sam Rainsy. Then the world and Khmer people would see Sam Rainsy was killed by Khmer, and Vietnam reputation was intact.
Have the puppet government ever caught the culprits who killed our famous persons such as Chea Vichea, Chhut Vuthy, etc…?
The CNRP must be technically and vigilantly known how to provide security for Sam Rainsy. The CNRP must ask for help if they feel that they are not fully capable of providing Sam Rainsy security. We need Sam Rainsy to lead the new government, not just Sam Rainsy to return to Cambodia. In the future, we need to brew some leaders to lead Cambodia when Sam Rainsy steps down.

someone brings up the issue of drastic change or gradual change. that's a good point. from what i see and understand about cambodia, i think it depends on the sector of gov't. some sector or department of the gov't can use drastic change like the economy, judicial reform, electorial reform, etc, while social sector and certain reform like people's thinking, etc will take time and requires patience. it also depends on the priority of gov't and what is urgent or important on this drastic or gradual change. remember in history, when we look back at how the stupid, primitive KR gov't vision destroyed cambodia, the KR took a drastic approach to gov't and that has its side-effect. so, really, i think it depends on the ability of the cambodia and depends on education, etc, so that, the leader must consider when putting out the vision, etc. i mean, i told have to sound like preach all the time, maybe some leaders already know this while some people on this blog sounded like they are in the dark when they show their naivety. anyway, i think it is better when people brainstorm for solution or for posible way to help make a difference, instead of using too much personal attack or paranoid or hate like discrimination, prejudice or bias, etc, you know.
there is nothing wrong with the way cambodia is. we just have to realize that cambodian way is good; however, we have keep in mind that cambodia is not alone in the world or in southeast asia. it would be nice if cambodia is alone in southeast asia because this way there is no outside influence, etc, but we know that's not the case. so it is normal that cambodia have to compete with other in southeast asia and beyond. remember, too, the the entire world has around 200 countries and many more ethnics and languages, khmer is one of them, so we have to keep that in mind. don't get tired, keep brainstorming and keep helping, eventually cambodia will overcome. remember, too, cambodia is a country, not a tiny group of people. and the responsibility of running a country is hard work. of course, we all want good thing for cambodia. but we cannot use violence all the time to get what we want, there are different more desirable way to solve problem or conflict. think about it. let's teach our people to use less violence and more law to help solve our issue. we cannot be blinded by our paranoia or fear all the time. a little fear is ok as fear is actually a good thing because it is one of a driving force for action; however too much fear is the problem like too much of anything as well. so know our ability and what we can do and ways we can go about doing it. of course, violence is unacceptable, especially like what the KR were using on people. just because in history, people used violence all the time to solve problem, well, that was the past because there were lack of many inventions or lack of ideas like have have today, so don't go that route again. be smart, wise and enlightened. i can think of millions of ways to solve the same problem, certainly violence is not one of them. so, i hope and praise that this time around, things are better for cambodia, that's all! god bless all.

I am glad I am stumbling into this website. What strikes me is that the passion for politics here quite obvious. I also notice that most posts here are one-sided. Most appears to express strong hatred for the current government. That is quite interesting given that fact that the king has just pardoned Mr. Sam Rainsy. I was hoping to see more people talking about national reconciliation or national unity. I guess most people here are not interested in this subject.

11:15pm, some aren't interested in the topic of national reconciliation from the way they sound, while most do, i believe. i mean, when you love and have interest in cambodia, you have to.
that said, i hate to say this, maybe it reflects on the blog moderator(s) themselves who sound biased or one-sided and would be quick to shut people up if they sound different from what they want to hear. that's a reflex of where it's heading from there, i think. i think a good moderator should try to steer the top a little by putting out more topic of national reconciliation if they want people to have any saying in it, you know. of course, most people, like myself, happen to come to this site because i'm interested in seeing what people who have interest in cambodia's matter have to say. and it's interesting to read what they think and what they have to contribute to making the difference for cambodia by their input, of course. sometimes, what people say here, reveals what they believe, and the kind of trust, confidence, experience and just or unjust they encounter with things cambodia, not to mention their frustration and anger with incompetent individual(s) who wanted to be in charge of cambodia. i think it is alright to hear what people have to say here, but the moderator(s)should be neutral and not biased or take side. in other words, it would help tremendously if the moderators or those you seek out information on cambodia to use their own judgment and not let the commentators here influent their emotion to take side. taking side with anyone political party shouldn't be a job, as it is unethical and biased on the part of the doer(s). we should take it as is, not to personalize everything people say here, really. that's all!

when cambodian politician talks to each other, they never fail to leave the youn paranoia out. why? i think, it is unfortunate that cambodia is designed by french colonial administrator to be wedged between siem and youn countries. as much as cambodian leaders hate to be influenced by youn or siem to some extent, the reality is they are our next door neighbor for good or worse, they are. that's the reality of it. i think perhaps to lessen this neighbor paranoia, cambodian leadership have to study and understand diplomacy and foreign policy. now, for those who uses paranoia to govern their life, do you think it is realistic if not possible for neighboring countries to influence each other in some shape or form whether in trade, international liason, diplomacy, etc, etc? do you for once think that in a global economy cambodia should isolate itself from outside influence? well, even history shows it's not that easy. for example, let's for a moment take japan. japan is an island nation and for centuries, they, too, tried so hard to isolate their nation from any outside influence. it may work for a short while, but history shows otherwise that no matter how hard they tried, it is almost impossible to stop outside influence on japan. so, why some political people in cambodia think it is easy for cambodia to ignore siem or youn, especially they are next door to our country, to ignore them completely. common be realistic, if you look on the map, cambodia is located right between thailand and vietnam, thus the mutual influence is inevitable. i think all people of these countries should learn to live peacefully side by side and accept each other's differences and similarity. after all, asean talks about one community in 2015, then why not teach our people the respect our differences and learn to live peacefully side by side? why continue to be antagonist with each other forever? what is the benefit of that? cambodia is cambodia, thailand is thailand, vietnam is vietnam, so why continue to discriminate, hate, look down on each other and so on... why can't we accept who we are and let it be? i think this issue needs to be addressed by all asean, not just cambodia because apparently it is the issue found in all countries. i think cambodian people reacts mostly, and how can other nations ignore this issue of racial fear, etc? maybe the next agenda at asean meeting should talk about this issue so we all can come to the same understanding and help to solve this hate and trust problem among the asean nations, that is, if we were to close this chapter of our unpleasant history. what do you think?
