 US lawmakers urge Cambodia aid cut if election unfair

John Sifton, the Asia advocacy director of Human Rights Watch, told the hearing that the United States nonetheless had clout. He said that the ruling Cambodian People's Party has released campaign material that shows Hun Sen next to Obama during last year's summit.

Sifton said that the United States should cut ties to the Cambodian military and speak out "loudly" after the election to make clear "that one-man and one-party rule are not acceptable in the 21st century."

Hun Sen, who has ruled Cambodia for 28 years and vowed to stay in power for another decade, has been accused of muzzling dissent to eliminate any chance of losing.

The main opposition leader, Sam Rainsy, lives in exile and faces prison if he returns as planned. Cambodia briefly banned foreign-produced radio broadcasts ahead of the election.

Representative Steve Chabot, who heads the House Foreign Affairs subcommittee on East Asia, said he had no doubt Hun Sen would win a fresh term as prime minister "through the incitement of political violence, corruption and nepotism."

Chabot praised the decision of US President Barack Obama and other Western governments not to send observers to "legitimise" the election.

"But declaring the election 'not free or fair' is not enough," Chabot, a member of the rival Republican Party, said at a congressional hearing.

"US policy toward Cambodia needs to change and the Obama administration needs to take a much tougher approach to Asia's longest-ruling dictator," Chabot said.

Chabot said he was introducing legislation to cut assistance to Cambodia if the election is not fair.

Two prominent Senate Republicans, Marco Rubio and Lindsey Graham, introduced a similar bill saying that a Cambodian government formed through "illegitimate elections" would be ineligible for "direct" US aid.

The proposal also called for the United States to reduce development assistance and to use its influence to encourage international institutions to do likewise.

Obama has made Southeast Asia a top priority but has kept a distance from Hun Sen. During a visit to Cambodia in November to attend an East Asia Summit, Obama pressed Hun Sen on human rights and democracy in a meeting that the White House described as tense.

The administration has nonetheless requested US$73 million for Cambodia in the next fiscal year, almost the same as in previous years.

Cambodia could also stand to gain under a US$50 million initiative, launched by former secretary of state Hillary Clinton, to support health, women's rights and the environment in the Lower Mekong region.

The amount is tiny compared with billions of dollars in investment in infrastructure and other areas promised by China, which has increasingly found an ally in Hun Sen.

More than 85 per cent of US aid to Cambodia goes to development or health, including fighting AIDS, malaria and other diseases in a country that suffered some of the 20th century's worst horrors under the Khmer Rouge regime.

The United States routes much of its aid through non-governmental organisations, a policy required by Congress until 2007.

Rainsy, who lives in exile in France, told AFP during a May visit to Washington that the United States should consider economic sanctions if Hun Sen goes ahead with "a boxing match in which he boxes alone."

Rainsy said that the United States should focus on Cambodia after the wave of democratic reforms in Myanmar, where Obama has suspended most sanctions to reward changes.

Eni Faleomavaega, the top Democrat on the House subcommittee on East Asia whose views are sometimes contrarian, lashed out at attempts to curb aid.

Charging that US policy contributed to the rise of the Khmer Rouge, Faleomavaega called instead for greater US investment as well as debt relief for "a country that we failed so miserably."

if the US wanted to really help cambodia once and for all, i suggest they encourage cambodian gov't to look into putting into law the so-called terms limit for prime ministership candidate. terms limit law help america since independence as well. and this would minimize a lot of political problems in cambodia. i'm serious and urge the US to remind cambodia to look into this law, really. otherwise, why bothered at all? i say don't wait until some new administration to take over, do it now. no bias is good bias for cambodia. if cambodia can accept the suggested terms limit law, the law should allow its effectiveness at the time the law first went into effective, it shouldn't be retrospective because, then, it sort of apprehensive and thus as any new law, it requires time for cambodian people to be at peace with it; in other words, do allow time for trust to develop, i think. thank you and may god bless cambodia always.

Hun Sen if you love your country and nation, just let go of your power. The message is very clear, what is the point of continuing, if you know that we khmers going to make a lose. Please be realistic, we people of camboddia wanted change, why? because it is necessary for every nation to change in their leadership style in every 5 to 10 years! and you have been in this for the last 28 years! isn't it obvious, that change is needed anyway, it doesn't matter regardless?

Hun Sen, we khmers around the world are so a shame to have you as our leader and we don't want you to be our leader no more, can't you get it? You said it yourself, that you are a puppet of the VC and so, we don't want a puppet like you to be our leader, OK! we want our independent leader. Someone who is working for the benefit of our nation as well as knowing how to build good relationship with national and international levels known as the 'diplomats' OK!.

We are sick and tired of you nepotism way of life and we don't accept conflict of interest OK! we need be controlled by the rule of law, e,g everything is based on their merit points, certificat, diploma and degrees etc.not because of relatives or friends OK!. you have given us khmers such a bad reputation for years now and it is time to let go and let others have ago between 5-10 years if it doesn't work, then, they too have to go as well. So, no big deal and no need to be too greedy about it because life is too short anyway, so, might as well do good.

At this stage, we khmers believe that Sam Rainsy is an ideal or right person for this job, why? because of his diligent background, he hates corruption and he hate impunity and he is a person of intigrety, value, dignity, pride and professional. His tone of voice and his behaviour of a high class citizen background, unless Hun Sen, hmm dispeckable, really. He gave us khmers a bad name like 'primative, barbarian, uneducated....'etc. He needs to go and it has to be NOW! really.

often time, i wonder why the gov't and western countries who are considered friends of cambodia the nation afraid to encourage cambodia gov't to look into introducing a terms limit law. what is there to be afraid of this law that, i think, will help cambodia solve election problem in the long term. from what i know, cambodia doesn't have the terms limit law at all. i think having terms limit law in cambodia will stop anyone candidate from becoming that so-called dictator tendency, you know.

and why not ask the cambodian people in cambodia and those who reside overseas as well about what they all think about introducing cambodia the nation to the terms limit law like the one in america, the great. why and why not? i always wonder about this because i think having terms limit law in cambodia would help solve a lot of this long term running the country by the same prime minister. if not, then, why even complain about mr. hun sen running the longest terms serving cambodia for close to 30 years now. why even complain about it and ignore the terms limit law, i don't get it? it is hypocrisy? is it pretending to care or to help cambodia, why even bother at all without finding a sound solution to this issue? i sure like to hear what friendly gov't out there think about this? the question is: does cambodia need the terms limit law? why and why not? so far, no one really talks about this, not even the media, etc! i think it's a shame not to talk about it! what is there to be afraid of? remember what one can achieve if we were not to mind who gets the credit!

sometime, too, i wonder, other countries use the terms limit law, that's why we don't see their leaders rule or lead forever. why not cambodia do the same as well?

in society that understand the importance of the rule of law, it is importance to have the terms limit law. why? i think because with terms limit law, the justice department can impeach the prime minister for violating the country's law. that the importance of legalize this law, i think.

don't be afraid to look into introducing the terms limit law in cambodia, and america, etc can encourage the cambodian gov't to look into this law. and do educate the cambodian people about it as well, so they, too, can understand the importance of having it introduce in cambodia, you know!

i think terms limit law is a part of the so-called rule of law that we all wanted badly in cambodia, so why not have it introduce in cambodia once and for all! and can we imagine without the rule of law, leaders can all run amok with their power; all alike without the rule of law, you know. just like they say, in america, housing is part of healthcare, i say so does the terms limit law introduced in cambodia, it's part of that so-called rule of law, really! how could anyone undermine its importance for cambodia as well. can't cambodia learn from american history and cambodian history? of course, there are more to cambodia than you and i, really! so, why keep on abusing cambodia when there are ways to help find sound solution once and for all. don't we all want to see cambodia flourishes, why not, really!

maybe cambodian traditional political system is very intrigue, very subtle, that is. it helps to understand the culture and the difference. if everybody were to be the same, the world would be so boring, you know. maybe it needs attitude adjustment! maybe how cambodia sees the world is different from how other countries see it as well. who are we to be prejudice? why can't we all accept each other as is? why it has to be my way or your way? why? it that how the majority of the world operates? sometimes, i wonder out loud, you know!

I sensed that you're all thinking term limit to the ruling politicians in Cambodia might not be enough to ensure the free, fair and democratic society that all Khmers desire.

You're all clever Khmer youths so naturally, your intuition is right. I can tell you of one democratic society that works and continues to improve its performance and serves its people.

In Australia, the ruling party has no term limit, however the Governor General and the judicial system have higher power then any politicians or ruling parties in that country. Australia also has the Ombudsmen and the ICAC to report and investigate any issues that impinge a democratic society. In addition to that Australia has their Continuous Improvement Procedures and Contingency plans in their government departments.

With all the mechanisms for ensuring a well functioned democratic society, you're all thinking 'woa, Cambodia has a long way to go'.

The will of the people is very strong so if Khmers want a change they will have it.

The first step is for you to choose a leader that is capable and caring for the Khmer nation then he will implement these mechanisms to benefit our Khmer nation. We all know who that leader is and we've made up our hearts and minds to make him our leader.

SO CHANGE - YES WE MUST!!!

International community must put pressure onto Vietnam gov't to stop involving in Khmer politic, to stop aiding Khmer gov't with both their men and weapons. This is sic!. war should be ended long time ago, since 1979 but why are you still playing such tricks and tactics, after such atrocity, where is your morality, huh? don't you have brain, heart and feeling toward your neighbouring country, who do no harm to you hut helping you to join between the north and the south? so when are you going to stop using them, robbing and killing them? cambodia still has a long way to go when it comes to political reforms, etc... i say first start with the modifying the country's thinking some. there seemed to be lots of fear involved. so, obviously, there's a lack of the rule of law or its enforcement or people there just don't understand or involve themselves with politics. i voice my opinions here just to educate or remind readers or those who are interested in cambodia and its issues, etc that there are many ways to look at what's going on in cambodia. that's about it for me, i have no interest in getting involved in cambodia or khmer politics as it is there are a lot of conflict of interest involves in it due to cultural difference, the class prejudice thing or even the xenophobe tendency, most with youn neighbor. and for me, it's not really about fear of something, it's more about analyzing and educating those who shows ingnorance on their part; i'm just trying to enlighten those who show ignorance in general. and of course, no vulgar language is necessary when talking with me because i'm not that type who is primitive or ignorance or irresponsible or uneducated with attitude problems, etc, you know. anyway, nothing personal when i talk with people, it's just sharing my understanding and knowledge of what i know and understand to be with other people from difference culture, background, educational level, etc, that's all! and of course, i'm not tired of doing so since for me, it's about educating others. and i'm very enthusiastic when it comes to education and helping others in some way to make the country and their life better, really. so, anyone who talks discrimination or prejudice of some sort whether class or race, is to me, unproductive and probably not good for any future cambodia direction. people, especially who who are in power position shouldn't use discrimination or prejudice or fear or ignorance or lack there of in their political philosophy or their thinking because from the readers' point of views, that show unfit to rule, incompetent, even stupidity and ignorance, to say the least, you know. that's all!

anyway, i think cambodia will be ok, i.e., no crisis! just encourage its people to continue to embrace freedom of all sorts and embrace democracy as well for democracy is part of the equation in the captitalistic market. this said, i think discrimination and prejudice and ignorance have no part in democracy and good governance, period. ever heard of zero tolerance for discrimination, for class prejudice, etc; i think cambodia should look into embrace personal merit, instead, i.e., every potiential or capable individuals are encourage to get involved in cambodia building in all area and their qualifications should base on education, meeting strict requirements, background check, clearance check and qualifications base on rights, not influence, not connection or any other forms of corruptions, really. that's all!

everything in cambodia will be alright when the country and gov't allow democracy and freedom to flourish under the rule of law, of course. why the rule of law? because it governs the country and its people! just allow that, everything will be fine in cambodia, really! as a reminder, remember, don't be too hard on yourself, we all only live once in this life form on this earth and remember too, no one can live forever, so enjoy life and instill good governance in cambodia! like it or not, cambodia as a nation will live on, long even after people are getting too old to walk, etc, you know. in other words, life goes on and on in cambodia as long as there is the sun and the moon shining on earth, you know. think about it, ok! it's life or death!

khmer people tend to think what they see as is. it's not that way in life or in the world, things are more complex or complicated than it looks, you know! this is what cambodian need to be educated to know or understand that things don't necessarily like its look, got to learn to analyze the situation, etc to see the bigger picture, but make sure you don't do it based on fear or discrimination or prejudice, corruption, etc, but based on education and logic! nothing in the world is easy, if it were easy,then everybody could do it, but we know things aren't easy in life like they look, really!

and college degrees are not for abuse, it's only a way to open the door to the world out there, really! and learning is a life journey, it never stops even after you graduated from college. also, cambodian people should understand that you are never too old to learn! so, don't get discouraged, ok!

sometimes i think there are a lot of ignorant people in cambodia, that's why it's like talking to the log! it is what is it, you know! it's the society, not so much the gov't or the leaders, well, in cambodia, it's true! the worldly mentality is not all there with its people. there's still a long way to go with reforms in many fields or sectors there, you know. of course, in cambodia, there are a lot of works to be done, so never stop working when getting involved with cambodia, you know. and of course, never give up or you're not the right individual for cambodia. in cambodia, the individual leader must be tenacious, strong, and willing, and with love for cambodia, any capable individual can do just that, you know. if not, don't get involved, then! cambodian people are like a child, there is always potential in it, but it needs the right guidance, the right direction, the right counseling so people there can see what's good for them. they will go the wrong way if there is a bad teacher who don't want them to be successful. so, be careful who you pick to advice cambodia, really! this is where background check is required, the rule got to be strict in cambodia or the elephant will be rogue! cambodia tend to follow the law of nature more, so teach them right to see and understand, ok!

good try to bring in the race thing again, but i don't think it's that easy! without the strengthening of the rule of law, people will do what people want to do; the rule of law is probably required and a good thing for cambodia, i think. what cambodia needs is good governance. and the rule of law will keep people good in governance, you know!

just like some people don't like having stop light or traffic light, but good governance dictates that the stop lights are necessary for orderly traffic, same concept in good governance, really! like it or not, we all must learn to live with the rule of law, that's my point, you know!

If anything happens to Sam Rainsy on his return, Hun and his dynesty will be finished also. This is another tactics from the VC of making khmers kill khmers and in the end, they will have them all, simple as that!

Hun Sen, this is your last chance to reconcile with your brothers and sisters now before it is too late. Just look into the past and you will see the future, e,g kingta, pol pot and lon nol etc, it is part of VC planned to kill all khmer leaders and then, they will take contol of its country and nation, even your future generation will be their slave too. They will use them as their ginny big like always, e,g cut up their body parts and sell them. By then, you will scream just like kingta did e,g ah VC crocodile! so, wake up PM before it is too late for you, your children, grandchildren, country and nation as a whole, simple as that!
