The word in question is most probably 'domla-pheap' or តម្លាភាព in Khmer, meaning 'transparent' or 'transparency'.
So the quoted word ["Khan-la-pheap"] is either misheard or mispronounced, I presume.
All our armies and armforces must standby our new elected leaders Sam Rainsy and Kem Sokha, because they are working for us people and likewise, we have to standby them too. Because we all are in this together and we have to fight for our right, dignity and pride just like every other nation does.
One of the reasons why our country is the way it is today because we allowed outsiders like China and Vietnam to interfere in ou internal affair and allowed them to manipulate our system to suit their needs rather than our, why? because everyone is working for he best of their national interest and would do anything as long as their nation is secured regardless of morality. But now, everyone in this world already knows who they are and what they capabable off.
In the end, we have learnt that, no outsiders have good intention for us but helping to eliminate us all from our existence instead. They did this to Loas, Champa, Mongnart, Khmer Krom and now, the whole srok khmer if we let them do so.
Therefore, it is time to look back and reflect on what went wrong, e.g, now we know that khmers did not kill khmers, it was the work of the outsiders e.g VC created Pol Pot to fight against Lon Nol and created Chea Sim, Heng Sarin and Hun Sen to fight against Pol Pot and then, made Hun Sen fight against his own officials and people made it imposible for everyone to live in peace
e.g an attempted to eliminate Chea Sim, Heng Sarin and a number of other journalists and activists to shut them up from speaking truth, why? so the Viets and Chinese could have it all in the end. But as time went by our population grow and saw the truth and won't let them do this to us any longer e.g we can see that every nation has the right to change their leadership style and have the right to make our own decission to do what is right and just for our own people.
Conclusion
Khmers did not kill khmers. We used to have it all. The life style we had were one of the best in Southeast Asia until this so-called friends came in to help us, in the name of helping to kill, steal and rob. It is time for them to back off and leave us alone to run our country with our way of life. It is time for them to let Hun go and let Sam Rainsy and Kem Sokha our new elected leaders to do our job with our way of life, with the rule of law just like every other nation does.
The fact is, what is done can not be undone but the least we can do is to finish off with a different ending, that is giving each other the right to live in peace e,g in the we belong to the earth and the earth does not belong to us and that, morality is above all else, e.g stealing, lying, deceviing and manipulation is a form of evils and so should be avoid at all costs like you can find money but you can't find a life or else it will go in cycle e.g a life for a life and then, when is it going to end?

Why do Koh Tral Island, known in Vietnam as Phu Quoc, a sea and land area covering proximately over 30,000 km2 [Note: the actual land size of Koh Tral itself is 574 square kilometres (222 sq miles)] have been lost to Vietnam by whose treaty? Why don’t Cambodia government be transparent and explain to Cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?
Cambodian armies are fighting at front line for 4.6 km2 on the Thai border and what's about over 30,000km2 of Cambodia to Vietnam. Nobody dare to talk about it! Why? Cambodian armies you are decide the fate of your nation, Cambodian army as well as Cambodian people must rethink about this again and again. Is it fair?
Koh Tral Island, the sea and land area of over 30,000 square kilometres have been lost to Vietnam by the 1979 to 1985 treaties. The Cambodian army at front line as well as all Cambodian people must rethink again about these issues. Are Cambodian army fighting to protect the Cambodia Nation or protecting a very small group that own big lands, big properties or only protecting a small group but disguising as protecting the Khmer nation?

Who signed the treaty 1979-1985 that resulted in the loss over 30,000 km2 of Cambodia??? Why they are not being transparent and brave enough to inform all Cambodians and Cambodian army at front line about these issues? Why don't they include Koh Tral (Koh Tral size is bigger than the whole Phom Phen and bigger than Singapore [Note: Singapore's present land size is 704 km2 (271.8 sq mi)]) with heap of great natural resources, in the Cambodian education system?
Look at Hun Sen's families, relatives and friends- they are billionaires, millionaires. Where did they get the money from when we all just got out of war with empty hands [in 1979]? Hun Sen always say in his speeches that Cambodia had just risen up from the ashes of war, just got up from Year Zero with empty hands and how come they are billionaires, millionaires but 90% of innocent Cambodian people are so poor and struggling with their livelihood every day?

Opposition Parties like CNRP, KAPP, FUNCIPEC, CLD, etc., do not own any medias, cable TVs, information ministry dept., education detp., but only CPP.
