Hope fade for Cambodia post-election compromise, as prime minister says he can form government

PHNOM PENH, Cambodia — Hopes for a compromise solution to a deadlock over Cambodia’s election results faded Friday as the country’s leader insisted he could form a new government even if the opposition boycotts parliament.


Prime Minister Hun Sen said during a meeting with farmers that the constitution allows the National Assembly to carry out its tasks with a simple majority of its 123 members present.

The opposition and an independent group allege Mugabe compromised the polls’ validity.

Several independent nonpartisan agencies interpret the law to call for a quorum of at least 120 members to be present to open the new assembly session and form a government.

Hun Sen’s Cambodian People’s Party says provisional results show it won 68 of the assembly’s to the opposition’s 55. The opposition Cambodia National Rescue Party says that it won 63 seats and that voting irregularities were widespread.


The results from the government-appointed National Election Committee are still provisional. Its preliminary tally of the popular vote showed Hun Sen’s party with 3,227,729 votes and the opposition with 2,941,133. Six other parties that ran far behind shared fewer than half a million other votes.

“There will be no deadlock for the new National Assembly and the forming of new government. I will be the prime minister for the fifth five-year term of the government,” Hun Sen told the villagers in Kandal province, which borders the capital Phnom Penh.

Hun Sen’s grip on the bureaucracy and security forces, and influence over the judiciary, make challenges to his authority difficult. A boycott threat — though never explicitly spelled out by the opposition — had been seen as its trump card, or at least main bargaining chip. Opposition officials did not immediately respond to the prime minister’s remarks.

Hun Sen also clarified remarks he made Thursday, in hectic conditions at a construction site, that had been thought to mean he supported an opposition call for the election committee to appoint an independent body with representatives of both parties and independent organizations to investigate claims of vote-rigging.


The opposition has charged that more than a million people may have been unable to vote because their names had not been put on the voting rolls despite having registered. There are also charges of people being registered despite be ineligible.

However, Hun Sen said Friday that he only supported having political parties and civil society group take part in any investigation under the established committee’s auspices. The committee is widely considered to favor Hun Sen’s party, and has been criticized for failing to tackle the registration problems, which were pointed out well before the polls.

Hun Sen said Friday that opposition leader Sam Rainsy had called called Sar Kheng, interior minister and a senior ruling party member, to discuss the opposition’s concerns. He said that after Sar Kheng said the investigation would have to take place within the existing election committee’s framework, Sam Rainsy agreed that the two parties would send representatives to the committee to see how to continue.


“Such an initiative is quite good and regarded as the best way to solve the issue,” Hun Sen said.

In a statement issued Friday, Sam Rainsy said he had sent a letter to the election committee to discuss setting up a joint committee to investigate and make a report on election irregularities, saying establishing a joint body was “very important.”

Sam Rainsy said such a body would comprise representatives of the ruling and opposition parties, international and domestic civil society groups and other concerned parties.


Hun Sen and his government have railed against foreign involvement, with the Foreign Ministry on Wednesday issuing a statement warning foreign diplomatic missions not to interfere in the country’s internal affairs.

hi to all my khmer brothers and sisters,i am from india and i am a political analyst working for U.N. the truth about cambodia is simple hun sen will continue to rule un-interrupted(HE HAS ALREADY GIVEN A STATEMENT SAYING THAT HE WILL CONTINUE AS PRIME MINISTER EVEN WITHOUT CNRP) . if the khmer people don't fight back AND keep waiting for SAM RAINSY to do a miracle then it will not happen because if sam rainsy was capable of kicking hun sen out then he would have done it in 1999,2003,2008. i can assure u that though US AND UN will protest diplomatically against hun sen ,they will not interfere militarly in cambodia and they will recognize hun sen just as they have done for the past 30 years.the true power lies in the hands of beautiful people of cambodia.its saddens me to see this beautiful country being looted and demolished by this thug HUN SEN

Do you want the U.S. and European Unions to terminate you and Hun Sen just like Libya leader Gardaffi and Iraqi leader Saddam Hussein in a violence and Vietnam will pay a very heavy price?

Hun Sen is cornered by the pressure of the Cambodian people and the CNRP. If the pressure is up Hun Sen has no better option to take other than to talk peace and conciliation. However, the CNRP and the people must keep the pressure up with protest and the independent investigation into the voter fraud must be done at its earliest before any kind of negotiation is to start. Right now, Hun Sen is testing the pressure and moving ahead with his plan to form the gov't and be the next prime minister of Cambodia again. Remember Hun Sen is not to be trusted, so don't ever take his words for its face value... only his action tells the truth.

Hello everyone, I'm khmer American and the president of a very strong opposition party in Cambodia. I wanted to being the best of democracy from the United States of America to Cambodia so cambodian don't have to be stuck in poverty. I have also prepared 140, 000 investers to come to Cambodia if the people ofCambodia elected me as the new Prime Minister for this 5th National parliamentary election, but I have to cancel all my contact with them because I only received approximately 45, 000 votes through out Cambodia! If only khmer people are smarter than everyone would vote for me. I'm khmer American, very powerful and everyone in Cambodia should vote for me, why because I am the best. The European unions only know and respect me more than Sam rainsy and khem sokha. If Sam rainsy and Khem sokha want to solve the political in Cambodia, they need to talk to me because I'm their only ticket to European unions ears and America ears; they only listen to me not San rainsy and Khem sokha.

Most Cambodians are smart not to give you any votes. The 45000 that you claimed to have voted for you probably did so because of their ignorance or incentives you provided.

I agree with CLAW, only dictator dont need the opposition, only the communist dont need the opposition. Peaceful demonstration wont work, only a real revolution that will definitely work with human power.
I have a feeling that there will be a mass demonstration by the dissatisfying voters, and that will put pressure to the Cpp. If the Cpp kills the demonstrators, then Hun Sen's time has come to an end.
