Hun Sen Makes Overture to Cambodian Opposition

Cambodia's Leader Says He Will Offer Talks to Emboldened Opposition

Cambodian Prime Minister Hun Sen, stung by his party's worst election showing in 15 years, said he would offer talks with the opposition and welcome a multilateral probe into the disputed vote, striking a conciliatory tone during what could become a protracted standoff.

The prime minister's comments on Wednesday—his first since Sunday's vote—came after Cambodia's main opposition group pressed its claim of victory and continued to call for a United Nations-backed investigation into preliminary results that pointed to a slim win for Mr. Hun Sen's Cambodian People's Party.

"There must be a compromise," said Mr. Hun Sen, according to a transcript of his comments to reporters during a visit to a construction project. 



Despite gaining additional seats in the legislature Cambodia's opposition party rejects Prime Minister Hun Sen's win, alleging widespread irregularities. The WSJ's Michael Arnold and Chun Han Wong explain why the opposition is contesting the results.

Three top CPP officials, including two senior cabinet ministers, would lead talks with opposition leaders on the forming of a new parliament, he said.

While Mr. Hun Sen's move was expected under the circumstances, analysts said it wasn't clear if his overture would prevent a political stalemate.

Preliminary results showed the CPP likely won 68 of 123 parliamentary seats, down from the 90 it won in 2008, while the opposition Cambodia National Rescue Party, led by Sam Rainsy, won 55 seats, giving it enough clout to potentially block the formation of a parliament and government.

The CPP first claimed victory on Sunday, but the opposition rejected preliminary results, citing what it said were serious election irregularities.

On Wednesday, the opposition party claimed it had won at least 63 seats, enough to form a government.

It was the strongest opposition showing since 1998. Mr. Hun Sen, 60 years old, has been prime minister for 28 years.
Mr. Hun Sen "is facing a unified opposition, unlike in the past when he could play off opposition groups against each other," said Kheang Un, assistant professor of political science at Northern Illinois University.

While past CPP governments were able to attract the royalist Funcinpec party into becoming a coalition partner, "this time, the prime minister has to strike a compromising tone; he doesn't have many other cards to play," Mr. Un said.

Even so, the opposition CNRP, a product of last year's merger of Cambodia's then-largest opposition groups, might not agree to open political talks, at least for now, said the party's Deputy President Kem Sokha.

"I don't care about Hun Sen's speech. We won't be entering any talks until we find justice for voters who were denied their electoral rights," Mr. Sokha told The Wall Street Journal. "The CPP is welcome to join an independent probe if they want, as we had demanded."

In his comments, Mr. Hun Sen said the CPP was willing to join an investigation led by the country's election commission into alleged fraud in Sunday's polls, alongside representatives from the opposition and nongovernmental groups.

Even the preliminary results, if verified, would pose hurdles to Mr. Hun Sen's leadership. His party would lose its two-thirds majority in parliament, meaning it would need opposition support to make amendments to the constitution.

The CNRP could hold up certain parliamentary votes by walking out of the National Assembly, if a decision requires the assent of two-thirds of the lower house. 

The opposition party, legal experts suggested, could even block a new parliamentary session by declining to take its seats.

"The opposition has leverage. They could press strongly for their political demands," Mr. Un said. "Any new government will need the involvement and support of both parties—this could take awhile to resolve."

Hun Sen puts security guards to block the streets leading to his house in PP.
The truth is these pitiful guards are protecting the empty house without Hun Sen and his family in it. It is just a decoy.
His family and he are hiding in their many other houses in Cambodia.
Guards if you see Hun Sen, turn your guns toward him instead of to the innocent people. You have let him using you long enough.

Koh Tral Island must not be forgotten

Why do Koh Tral Island, known in Vietnam as Phu Quoc, a sea and land area covering proximately over 30,000 km2 [Note: the actual land size of Koh Tral itself is 574 square kilometres (222 sq miles)] have been lost to Vietnam by whose treaty? Why don’t Cambodia government be transparent and explain to Cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?

Cambodian armies are fighting at front line for 4.6 km2 on the Thai border and what's about over 30,000km2 of Cambodia to Vietnam. Nobody dare to talk about it! Why? Cambodian armies you are decide the fate of your nation, Cambodian army as well as Cambodian people must rethink about this again and again. Is it fair?

Koh Tral Island, the sea and land area of over 30,000 square kilometres have been lost to Vietnam by the 1979 to 1985 treaties. The Cambodian army at front line as well as all Cambodian people must rethink again about these issues. Are Cambodian army fighting to protect the Cambodia Nation or protecting a very small group that own big lands, big properties or only protecting a small group but disguising as protecting the Khmer nation?

The Cambodian army at front lines suffer under rain, wind, bullets, bombs, lack of foods, lack of nutrition and their families have no health care assistance, no securities after they died but a very small group eat well, sleep well, sleep in first class hotel with air conditioning system with message from young girls, have first class medical care from oversea medical treatments, they are billionaires, millionaires who sell out the country to be rich and make the Cambodian people suffer everyday.

Who signed the treaty 1979-1985 that resulted in the loss over 30,000 km2 of Cambodia??? Why they are not being transparent and brave enough to inform all Cambodians and Cambodian army at front line about these issues? Why don't they include Koh Tral (Koh Tral size is bigger than the whole Phom Phen and bigger than Singapore [Note: Singapore's present land size is 704 km2 (271.8 sq mi)]) with heap of great natural resources, in the Cambodian education system?

Look at Hun Sen's families, relatives and friends- they are billionaires, millionaires. Where did they get the money from when we all just got out of war with empty hands [in 1979]? Hun Sen always say in his speeches that Cambodia had just risen up from the ashes of war, just got up from Year Zero with empty hands and how come they are billionaires, millionaires but 90% of innocent Cambodian people are so poor and struggling with their livelihood every day?

The Chinese are interfering with Khmer politics and sovereignty. Why don't Hor5 Hong address this issue. Instead, Hor5hong took the time to send out official letters to western Embassy in Cambodia not to give support to CNRP. What a ficken blatant biases these CPP thieves are doing right now.
