leader Sam Rainsy on Friday visited vendors in Phnom Penh’s Olympic and
Russian markets and appealed to voters disgruntled by preliminary
election results awarding a victory to the CPP to join a planned
opposition rally at Freedom Park on Monday.
As
he toured both markets, Mr. Rainsy embraced his supporters as the
animated crowds offered him gifts of flowers and jockeyed to take
photographs and videos of the opposition leader.
Peace a Priority as Officials Prepare for CNRP Rally Security
With
the opposition CNRP expecting at least 10,000 people to turn out for a
rally in Phnom Penh on Monday, a military police official said Thursday
that any attempt to disturb the peace would not be tolerated.
Brigadier
General Kheng Tito, spokesman for the military police, said that forces
would be deployed to Freedom Park on Monday to provide security to
people at the rally, and restore order should things get out of hand.

Shortly
after late Libyan leader Muammar el-Qaddafi was captured and killed by
rebels in Libya in October 2011, Prime Minister Hun Sen said comparisons
between himself and Muammar el-Qaddafi made by opposition leader Sam
Rainsy were tantamount to threats of war.
“If they want to start a fight, Hun Sen is OK,” he said, stating that he was unafraid of any uprising from the opposition.
“If
you want to make war, I would like to contribute a warehouse of weapons
to you. But don’t use violence. You don’t have enough men to use those
guns,” he said.

Hun sen is an incompetent leader who lost the election (with all that 'irregularities' or cheating - he still lost), however, he is clinging to power without the people's support.
There's nothing to 'workout or negotiate', just step down Hun sen, you know you lost - you don't have the capability to be the world standard leader and advance the country in the same way as Singapore or Australia or other democratic nations.
If Hun sen cares about Cambodia at all, he would allow a more capable person to lead the country as per the people's choice.

Why don’t Cambodia government be transparent and explain to Cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?

Logging up after poll, NGOs claim
At least a dozen companies including some of Cambodia’s most prominent developers have been illegally logging and transporting rosewood since the election without any action from authorities, a pair of local NGOs alleged.
In a report released yesterday, the Coalition of Cambodian Farmer Community and the Cambodian Youth Network said local activists had recorded illegal deforestation in Kampong Cham, Kampong Chhnang, Kampong Speu, Kampong Thom, Koh Kong, Kratie, Preah Vihear, Ratanakkiri and Stung Treng provinces.
“We are concerned that the forest will completely disappear in the near future, and this type of rosewood will be completely extinct due to the government’s neglect, as it is busy with the political deadlock,” the statement says.
Though a dozen companies are named, the report focuses primarily on tycoon Try Pheap’s holdings in Preah Vihear, Pursat and Ratanakkiri, and his warehouses in those provinces as well as Kampong Speu.
“This company has been doing its business for years without crackdown and with the government’s armed forces to help protect it,” the report notes.
Illegal deforestation and transport has seen a marked increase since the campaign period, CCFC coordinator Theng Savoeun said. “The government has to urge its officials … to not collaborate with businesspeople for their own benefit. They have to arrest those traders and jail them,” he said.
“Our statement is for the government to get all the information. If they still do not take action, we will bring the communities to prevent [the illegal logging] themselves.”
The group boasts thousands of grassroots activist members across the country and has been behind a number of large-scale patrols in Prey Lang forest.
Kim San, a supervisor at Try Pheap Import Export’s concession in Preah Vihear’s Rovieng district, said the report falsely “painted” an image of illegal activity.
“The company has received an economic land concession from the government, and we pay taxes to the state. One day, I will invite NGO officials to see the company. Don’t just paint it,” he said.
The embattled Timber Green logging firm in Koh Kong, which was being investigated by conservationist Chut Wutty when he was shot dead last year, is also listed among the companies illegally logging. In the report, the groups claim the company continues to illegally log outside the Stung Tatai dam catchment area, for which it held a clearing licence.
Khieu Sarsileap, chairwoman of the board of directors, could not be reached for comment. Nor could TTY director-general Na Marady, deputy director-general Heng Sarath and officials at Binh Phuoc Rubber I and II, all of whom were similarly fingered for illegal logging in Kratie’s Snuol district.
Kratie Provincial Governor Sar Chamrong denied the allegations, saying most NGO reports simply reverse the truth.
“The legal timber transportation is allowed, but the illegal one is cracked down on. We have always done it like this.”
But Chan Soveth, senior investigator at rights group Adhoc, said the report echoed his own organisation’s findings that illegal deforestation had rapidly increased to the point where it “could not be controlled”.
Chheng Kimsun, director-general of the Forestry Administration, refused to speak when a reporter contacted him.

Officer arrested in raid
An officer of the Royal Cambodian Armed Forces (RCAF) and his wife were arrested on Wednesday for allegedly operating a prostitution ring from their guesthouse in Kampong Chhang province.
According to Colonel Prak Saony, provincial chief of the anti-human trafficking and juvenile protection unit, Third Lieutenant Van Leang Hak, 43, and his wife, Lim Eng Chou, 45, are accused of illegally pimping women from their Kampong Tralach district guesthouse.
Police also seized condoms from the guesthouse, confirmed Saony, adding the accused had secretly opened the brothel many years ago.
“They are accused by provincial police of violating Article 32 outlawing human trafficking and sexual exploitation and will face two to five years in prison if found guilty,” Prak said.
Four women working as sex workers were also arrested in the raid, but were later released and are being temporarily housed with a local human rights organisation, a senior provincial police official said.

Alleged million-dollar land scam gets hearing
The trial of a businesswoman accused of orchestrating a fraudulent land sale worth $1.2 million was heard at the Phnom Penh Municipal Court.
Ou Kolly, 53, is accused of selling 100 hectares of land in Kampong Chhnang province that she didn’t own in 2011 and subsequently issuing fraudulent cheques when asked to return the deposit received for the land sale, court officials said.
According to judge You Bunna, Kolly had been handed two charges of fraud.
She was arrested last December after being sued by Eng Meng Heang, the Cambodian-American businessman whom she allegedly defrauded. When Meng Heang asked for the land documents after paying Kolly, it appeared “she had no land and had run off with the money”, Judge Bunna said.
“When the victim demanded his deposit money back, she issued him a total of 14 cheques" that later bounced, he said.
Kolly confessed to the charges yesterday and asked the court to release her.
“I promise I will return all the money,” she said.
Chan Chen, the victim’s defence lawyer, said his client had asked the court to force Kolly to return the $1.2 million he paid her, in addition to $100,000 in compensation.
The verdict will be given on September 17.

Waitress charged with trafficking two women
A 23-year-old was charged yesterday for human trafficking by the Phnom Penh Municipal Court after she allegedly tried to sell two women to a brothel in Thailand.
Chrea Linda, 23, a waitress and a neighbour of the two victims, manipulated the pair to travel with her to Koh Kong province, said Keo Thea, chief of Phnom Penh’s anti-human trafficking bureau.
Upon arrival, a second female suspect friendly with Linda offered to take the two girls across the border for a jaunt to Thailand. Instead, they were promptly deposited at a brothel on the Thai side. Escaping within a day, they reached the border and alerted police, who quickly apprehended Linda.

Gem miners ordered to halt excavation by gov’t
The Pailin provincial governor has ordered a gem-mining firm to stop excavating land in a conservation area, local officials said yesterday. According to Lim Bou, chief of Boya-kha commune in Pailin town, local authorities received the order after it came to light that a firm was illegally mining in the Samlaut Protected Area.
“The firm’s mining exploration causes bad pollution of water that affects villagers and the environment. [And] its [mining] licence has expired,” Bou said, reading from the letter.
The company, identified as Moro-dok Gem, according to Bou, had a valid mining licence that expired in June of this year.
The Maddox Jolie-Pitt Foundation, the first organisation to implement a conservation program in the area, confirmed yesterday that it had observed the company’s actions. “They’ve entered the protected area,” CEO Stephan Bognar said.
The provincial governor could not be reached.

Cop’s daughter faces drug-dealing charges
The daughter of a Kampong Chhnang deputy provincial police chief was arrested yesterday in the province’s Kampong Tralach district for allegedly dealing methamphetamine.
She has been detained at the provincial prison, pending further investigation, police officials said.
Colonel Prak Vuthy, another deputy police chief, said 23-year-old Yim Dina, the daughter of his colleague and fellow deputy chief Yim Sopheas, was arrested yesterday morning.
“She was arrested on a provincial court warrant. She has been accused of selling drugs, and now she has been sent to the provincial prison,” he told the Post.
He declined to comment on further details of her case.
A provincial police officer, who participated in Dina’s arrest and asked not to be named, alleged yesterday that she was a known drug user and dealer in the area.
A warrant for her arrest was issued by an investigative judge at the provincial court last month, he added, after a police raid netted two of her fellow dealers.
Information obtained by those two suspects allowed police to identify Dina, he said.
“She was a drug user and also an active drug dealer in the province. She was arrested in connection with drug dealing carried out in mid-July [this year] in Kampong Chhnang province. She was charged by court with drug dealing,” he said.
He added that no drugs were found on Dina immediately following her arrest and that she has been placed in pre-trial detention to await a court hearing.
Her father, deputy police chief Yim Sopheas, could not be reached for comment.

Angry cop’s wake-up call lands him in jail
A police officer was arrested yesterday for allegedly firing his gun into the air to awaken his family after he drove home from a boozy, late-night birthday party and found himself locked out of the house, police said.
Sok Lundi, 32, who works at the Ministry of Interior, was detained yesterday over the alleged incident in the capital’s Daun Penh district, deputy district police chief Nhem Sao Nol said.
“He was detained for illegally shooting a bullet into the air in front of his house on Monday after midnight,” he said. “He’s still being questioned.”
A Chaktomuk commune police officer, who asked not be named, said Lundi drove his luxury car home “very drunk” after the party at about 1:30am.
“[He] got angry with his family for not opening the door for him,” the officer said. “So he fired a bullet into the air to wake them up.”
Police said the house doubled as a popular sports shop operated by his father.

Verdict today in case of jailed land activist
After more than three months in jail, environmental activist Kuch Veng is set to hear his verdict at the Pursat provincial court.
The verdict was originally scheduled to be handed down July 10, but the judge ordered it delayed after some 300 people from 11 provinces set up tents outside the court in protest of the use of the judicial system as a tool to threaten activists.
A community representative said yesterday that no more than 30 people were expected to show at today’s announcement, to forestall further postponement.
“Many people will not be coming like before, so I hope the court will adhere to its mission to seek justice and that [Veng] can regain his freedom,” Krakor district community representative Lon Siry said.
Presiding judge Mao Sina said the announcement would go ahead as scheduled.
“We open the hearing publicly and everyone can participate and listen,” he said.
Veng was arrested May 19 while meeting with villagers who claimed their land had been measured incorrectly by Prime Minister Hun Sen’s student volunteers in Kbal Trach commune. He stands accused of fraud after allegedly misappropriating $4,500 given to him by another villager in 2010. Rights groups have maintained that the charges are politically motivated and tied to his history of outspoken activism.
The arrests came following a number of protests against powerful developer Pheapimex, which is owned by Choeung Sopheap, wife of ruling-party senator Lao Meng Khin, and which villagers maintain has been involved in land-grabbing.
Puong Sothear, provincial coordinator for rights group Adhoc, said yesterday the charges were likely aimed at warning off other would-be activists.
“Getting the judicial system to detain Kuch Veng is to discourage other people from protesting,” he said.
According to the latest Adhoc report, released early this year, crackdowns on land rights activists have been on the rise. In 2012, 223 people were arrested in relation to housing and land issues – an increase of 144 per cent year on year.

Bust snares ‘military official’
Authorities arrested seven people, including a purported military official, in a drug raid in Battambang province on Saturday that netted a small amount of methamphetamines and two guns, military police said.
A military police official who asked not to be named said seven suspected drug dealers were arrested in the raid, including Thach Borin, 39, a military official and the group’s alleged ringleader, and that a search of the suspect’s rental house yielded two scales, other assorted drug paraphernalia, just over 10 grams of crystal methamphetamine and two guns – an M16 assault rifle and a Glock handgun.
“He really is a military official,” the military police official said. “In the crackdown, we decided to let the prosecutor reveal this information. Therefore, we will tell reporters more after the questioning.”
Provincial prosecutor Long Hokmeng confirmed the arrest of the seven suspects, but could not say whether any had ties to the military.
“The suspects were detained at the military police office and have not been sent to the court yet,” he said. “I do not know if [the suspect] is a military official or not; I am waiting for their arrival.”
Orn Soachrim Mondol, the deputy provincial military police chief, also confirmed the arrests but maintained that he would not have more details until the suspects’ interrogation was complete.

RCAF man accused of burglary
A military officer was arrested early on Saturday morning for allegedly attempting to rob a neighbour in Sen Sok’s Toek Thla commune and sent to court yesterday, police said.
Toem Eang, 33, a military engineer, was caught in the home of a neighbouring civil servant at about 4am Saturday, after having entered the property to rob him.
“The victim saw him, telephoned and reported it to local police for intervention,” Sen Sok district police chief Major Mok Hong said. “He was arrested by police while still in the victim’s house.”
“He was accused of attempted burglary and sent to Phnom Penh Municipal Court for questioning and to be charged,” Hong added.
A commune police officer who spoke on the condition of anonymity said that in the suspect’s confession, he said he was a drug addict.
“The reason why he decided to enter the victim’s home was because he wanted to steal valuable items to sell in order to buy drugs.”

Locals dug in wrong place: cops
Nine villagers were arrested yesterday for attempting to harvest and sell soil from a nationally protected site near Phnom Dei, a sacred pond in Oddar Meanchey province.
Local residents tipped off the director of the provincial Department of Culture and Fine Arts, Hong Yeoun, who accompanied Heritage Police to the site located in Samrong district.
A crackdown was necessary to deter any future digging at the site, provincial police officer Ham Phirum said.
“They can’t dig in a heritage area; it’s illegal,” he said.
During questioning by police, the suspects said they had no idea the site was protected and only intended to sell the soil.
“The ancient hill is priceless. The villagers don’t understand the land’s value. You can’t sell it for 5,000 riel per truck,” Yeoun said, calling this the first reported digging incident at the site.
According to the police, the suspects were taken to the provincial police station for questioning, and experts have begun educating the community on the site’s historical value.

Labour negotiations begin at SL Garment factoy
A meeting between factory management and representatives of more than 5,000 striking workers at one of Asia’s largest garment-processing factories yielded no progress.
The Ministry of Social Affairs coordinated the sit-down between SL Garment Processing (Cambodia) Ltd and the Coalition of Cambodian Apparel Workers’ Democratic Union (C.CAWDU) nine days after workers first walked off the job, C.CAWDU officer Suth Seam said.
In addition to eight other demands – including a $150 minimum monthly wage – SL employees are calling on the factory to cut all ties with shareholder Meas Sotha, who they say hired military police to stand guard inside the factory to intimidate unionised workers.
“We did not come to a solution yet,” said Vong Sovann, deputy secretary-general of the Social Affairs Ministry’s strikes settlement committee. “The case is difficult because the company wants to send the case to the court and the workers want to solve it through negotiation.”
Ken Loo, secretary-general of the Garment Manufacturers Association in Cambodia, has called the strike illegal because workers failed to notify the company before they walked off the job.

Journalists to stand trial in police officer's beating
Three Kratie province journalists will stand before a judge today after they allegedly beat a Snuol district police officer they believed was transporting luxury timber on Tuesday.
In two separate cars, Tea Rothmony, 33, of the monthly newspaper Khamarak Cheat, along with Hem Rattana, 38, and Choem Sinouth, 23, of the monthly newspaper Bayon, chased down deputy police officer Por Lim, 40, when they suspected his car contained illegal timber, said Nhan Soyun, a police officer in Snuol. Despite being hit from behind during the chase, Lim refused to pull over and drove to a villager’s home, where the three allegedly attacked him, Soyun said.
“They grabbed a wooden stick and a brick, and beat him all over his body. He was critically injured in the head,” he added, noting that Lim was hospitalised.
Police who arrived on scene arrested the alleged assailants and found no timber in Lim’s car.
The journalists were detained by provincial police for two nights ahead of their scheduled court appearance today.

Kiln owner accused of abusing employee
An employer who stands accused of beating her maid using a stick and the back of a meat cleaver will be summonsed by police in Kandal today for questioning, local officials have said.
Son Leanghou, 57, a brick kiln owner, is accused of beating 28-year-old Sok Kear, one of the staff working in her household, on Saturday.
Kear immediately filed a complaint with local police.
Leanghou will be summonsed for questioning today by police in Muk Kampoul district’s Prek Anhchanh commune, commune police chief Som Saphal said.
“I have already arranged a document related to the case, and I will file the case and send it to court. Tomorrow, I will call her in for questioning,” he said.
In her complaint, Sok Kear requested 500,000 riel ($125) in compensation for the back and arm injuries she suffered.
Police tried to find Leanghou at her home yesterday but were told she was at her husband’s family home in a different commune, he said, adding that the accused had to be questioned about the facts before a report could be made.
Although both the accused and the alleged victim would be called in for questioning as part of a potential criminal case, the authorities would push for a compromise if one of them requested it, Saphal said.
Sok Kear was originally hired as a household cook and cleaner on a salary of 250,000 riel per month.
She was allegedly taken into a room and beaten by an enraged Leanghou after she refused to carry out work at a different location.
Leanghou was already summonsed once by commune police on August 17, but did not show up.
Leanghou could not be reached for comment.

Underage girl accuses Koh Kong journalist of rape
A local Koh Kong journalist was arrested over the weekend and sent to court yesterday for allegedly raping a teenage acquaintance, a police official said.
But Sophon, 51, a reporter for the Democratic Coalition Newspaper, was arrested on Friday for the alleged rape of a 15-year-old girl, provincial police chief Sam Khitvean said.
“He was preliminarily accused by our police with raping an underage girl and was sent to court to be charged,” he said.
“If he is found guilty, he will face a punishment of up to 15 years' imprisonment.”
Sok Nhar, chief of the serious penal crimes unit, said the victim filed a complaint alleging she was raped twice by Sophon.
According to the complaint, in early August, Sophon took the victim – a daughter of his friends – on a trip to Preah Sihanouk province. During the drive, he pulled into a forest and raped her twice.
Upon arriving home, she told her parents, who filed a police complaint.
Sophon and his defence attorney could not be reached.

Activist’s murder not political: cop
The victim in a Kampong Speu province murder, for which two men – one a famous boxer – were arrested on Monday, was a local Cambodia National Rescue Party activist, but his killing was likely unrelated to politics, police maintained.
CNRP deputy president Kem Sokha attended shopkeeper and activist Sann Soeun’s funeral yesterday, but according to deputy provincial police chief Sam Samuon, the killing was born of a personal dispute.
“[The suspects] have already confessed, so we are investigating further to find the people who hired them. But this is absolutely not a political matter,” Samuon said. “It was pure spite.”
Soeun, 67, was killed on Monday night when the two suspects – Chhuong Vannak, aka Rasmey or Ngol, 34, and boxer Try Kunthor, 32 – allegedly came to his store to buy a case of beer.
After handing Soeun the money, one of the men shot Soeun in the back of the head with a K-59 pistol as he turned around to get change, then fled the scene.
Adhoc provincial investigator Roath Thavy said he was still investigating but, while it was too early to make conclusions, Soeun had been an active campaigner for the opposition.
“Just in Treng Trayoeng commune alone, he earned 2,000 votes for the CNRP over the CPP,” he said.
Thavy added he was also curious about the model of gun used by the alleged killers.
Soeun had been well-liked in his community and had taken a very active role in his local pagoda, said a friend who asked not to be identified. According to the friend, the killing had less to do with party affiliation, and more to do with family members seeking to inherit Soeun’s money.
However, Nuth Rumduol, a CNRP lawmaker in Kampong Speu province, remained unconvinced.
“I still believe this murder case is politically motivated,” he said. “I have asked the local villagers. They said that after the election, [Soeun] was so proud of winning, and always said, ‘I guess that we will win; now we really win.’ His comments in the village caused the other party to be unhappy with him.”

Murder over land not election: cops
Police have charged the alleged mastermind of the Monday-night, execution-style murder of an opposition activist and ruled out any political motives behind the killing.
Cambodia National Rescue Party activist Sann Soeun was shot in the back of the head while reaching for a customer’s change at his Treng Trayoeng commune grocery shop in Kampong Speu province’s Phnom Srouch district, according to police.
The timing of the murder, coming soon after an election that Soeun had campaigned strongly in, fuelled speculation he had been killed due to his party affiliation.
But Som Dara, deputy chief of Kampong Speu police’s justice department, said yesterday that Cambodian-Australian Ouk Run, 51, had confessed to hiring two assassins to shoot Soeun over a land dispute.
“The suspect and the victim are related to each other because the victim was the father-in-law of Ouk Vy, who is the suspect’s brother,” he said, explaining that the brothers had bought five hectares of land from Soeun, which he had refused to hand over after receiving $3,000. “Therefore, this murder is not involved with political stuff,” he said.
A few hours after Soeun was shot, police arrested the alleged trigger man, Choung Vannak, and his alleged accomplice, former kickboxing star Try Kunthor, after the pair fled to Kampot province.
“The three suspects have been charged with intentional murder with serious [potential] punishment,” Dara said.
All three have now confessed and will be sent to court after police had finished questioning them, he added.
On Wednesday the CNRP’s deputy president Kem Sokha attended Soeun’s funeral.
CNRP Kampong Speu province lawmaker-in-waiting, Nuth Rumduol, said that, overall, he was pleased with the efforts police had made to investigate the murder.
“However, some points are suspicious and need to be investigated more thoroughly,” he said.

After vote, land issues heat up
The Cambodian Center for Human Rights yesterday expressed concern at a recent spate of land disputes coming on the heels of last month’s vote, and questioned whether campaign promises of resolving the Kingdom’s ongoing land issues had been forgotten now that the election has passed.
The cases ranged from a farmer in Oddar Meanchey province having his crops destroyed by soldiers to make way for an alleged military base, to villagers in Koh Kong learning of plans to evict them to make way for commercial developments, to some 40 villagers in Preah Vihear being threatened with eviction as “punishment” for voting for the opposition.
A statement calls “on the interim government … to do their utmost to keep the peace and to adhere to their pre-election promises to improve the land rights situation in Cambodia”.
The statement also refers to a case in Phnom Penh in which a small food seller’s tools were allegedly smashed by Khun Sea Import Export Company guards after she refused $15,000 in compensation to leave her home.
Ly Srea Kheng, 68, the vendor’s husband, maintained he has residency documents and construction letters issued by authorities, and that he, his son and his daughter were injured in a beating related to the dispute.
“Our land is located in a judgment area that will be given a title later,” he said. “We do not want any money. I want to live here.”
CCHR land reform project coordinator Vann Sophat says in the statement that the disputes “exhibit a willful disregard on the part of the interim government” of campaign promises to end Cambodia’s cycle of land disputes, and calls on authorities to “ensure that land disputes are stalled until stability is restored”.
However, Council of Ministers spokesman Phay Siphan yesterday called the group’s statement “useless, except to create problems and make people confused”.
“The law exists. We just implement it. That is, someone who violates the law will be prosecuted by court,” he said. “If anyone feels they are the victims, please go to the court.”

Wife accused in grisly slaying of Svay Rieng man
Police in Svay Rieng town on Tuesday evening arrested the wife of a microfinance institution staffer – who was found brutally murdered near his home a few days ago – after finding bloodstains and a possible murder weapon in the victim’s bedroom, police said.
Svay Rieng province deputy police chief Hem Saban said police initially suspected that the man had been murdered after going out drinking with friends, but after the investigation yielded no evidence, they turned their suspicions on the victim’s family, finally settling on his wife, Ku Chandany, 21.
“We took two to three days to investigate by examining the body, the evidence, and analysing the suspect’s answers,” he said. “She lied to us, but we stuck to our skills.”
Saban added that the couple often fought over the husband’s drinking, and that Chandany had lost interest in the marriage.
Ku Sarom, the suspect’s father, said on Sunday that he had found victim Sean Pensry’s body early on Sunday morning, after Pensry had told his wife he was going out drinking with friends the night before. His wife had tried to call him about 3am, but Pensry’s phone had been turned off, and when the body was found, the phone and a $1,000 diamond ring were missing, he said at the time.
According to Saban, police found the ring in a wardrobe in Pensry’s house along with a bloodstained knife, and the phone was discovered at the bottom of a nearby pond. Pensry is survived by a 14-month-old daughter, he added.
Chandany was sent to court yesterday afternoon after being interrogated by police.
Svay Rieng town police chief Prak Chut said that according to Chandany’s confession, Pensry had indeed gone out drinking with friends, but had returned home at about 2am. The two began arguing, with Pensry reportedly slapping Chandany.
Angered by the slap, Chut continued, Chandany allegedly grabbed a cleaver and chopped the victim in the neck, then proceeded to hack him 11 times in the head. She then allegedly took an electrical wire and shocked the victim on the left ankle until he died. After that, he said, she dragged the body out of the house and left it to mislead police.

Love triangle ends in grisly knife death
A man was stabbed to death in Battambang province allegedly by his wife yesterday after she caught him with a mistress in a shared rental house that his spouse knew nothing about.
Bran Sokuntea, 35, was allegedly monitoring her husband’s activities in Battambang district, and followed him to the rental home where she discovered his girlfriend.
“In fact, the suspect initially tried stabbing the girlfriend, but her husband intervened. His wife was jealous that her husband was living with the girlfriend more than with her and proceeded to stab him to death,” Im Dara, deputy commander of the province’s military police force, said.
The husband, Chub Bun Hong, 36, was fatally stabbed, while his girlfriend sustained minor injuries after fainting and was taken to hospital.
Following the murder, Sokuntea fled the premises and was later arrested by police.
Lach Bros, head of criminal offence research for the provincial military force, said the suspect claimed her husband’s infidelities caused frequent arguments, leading her to monitor his activities and discover the rental house.
“Police are investigating further for more proof,” Bros said, adding that the suspect will be sent to court today on murder charges.
The couple’s four children are under the care of their grandparents.

Coveted okhna title for PM’s convicted cousin
After being sentenced to two and a half years in prison in 2011 – only for a judge to say he didn’t have to issue a warrant for her arrest – Dy Proem, Prime Minister Hun Sen’s cousin, has now been given the coveted title of “oknha”, a royal decree reveals.
Proem, 51, who has been a free woman while she waits for an appeal hearing over her bribery conviction and prison sentence, was awarded the honorific on June 29, according to the decree, signed by King Norodom Sihamoni and obtained yesterday.
While Proem and her lawyer could not be reached for comment, the bestowing of the title – one reserved for wealthy tycoons – came as a shock to Kao Ty, the defence lawyer of Huoth Sarom, a 70-year-old widow who alleges her land was stolen by Proem.
“I’m very surprised with this appointment of Mrs Dy Proem as an oknha,” he said. “She was convicted … and her case is still proceeding to the Court of Appeal. How can she be promoted to be an oknha like this?”
A month after Phnom Penh Municipal Court found Proem guilty and sentenced her to prison in 2011, Seng Neang, a judge at the court, said a warrant for her arrest did not have to be issued.
“Based on Article 353 of Cambodia’s Criminal Code, the court can issue a warrant for the arrest of those who have been tried and sentenced to one year’s jail or more,” he said. “But this article does not state that the court must issue warrants for their arrests.”
Lawyer Sok Sam Oeun, president of the Cambodian Defenders Project, said yesterday that there were issues regarding how oknha titles were awarded.
“Appointing a convicted criminal can discredit the title of oknha,” he said, adding, however, that Proem had a right to be presumed innocent until her appeal hearing.
A government officer at the Council of Ministers who asked not to be named said that to be an oknha, a businessman must pay at least $100,000 to the government.

Aussie set to be charged
An Australian national remained in questioning yesterday after his arrest on Sunday for allegedly raping a 27-year-old masseuse in his rented house in Battambang province.
Robert Peter Rucioch, 61, was arrested in Ek Penh district and is set to face charges today at Battambang provincial court, said Lieutenant Colonel Cheth Vanny, deputy chief of the provincial police.
“He was arrested by our police based on a complaint from a massage girl who accused him of bringing her from the massage shop to do a massage for him at his house, but then forcibly raped her,” he said Monday.
A search of Rucioch’s home, Vanny added, revealed a large quantity of pornographic images of Cambodian women on his laptop and smartphone.
“He is now facing preliminary charges related to rape and producing pornographic photos. And he is still being questioned by our expert police at provincial headquarters,” he continued.
Police are still going through the images, but “no pornographic photos of the victim” have been located, Vanny said.
Rucioch could face at least five years in prison if found guilty.

Two die in Thai brawl
Cambodian foreign affairs and border relations officials said yesterday they had no information about the fatal shootings of two Cambodian construction workers in Thailand.
The Bangkok Post reported yesterday that Huoch Nhoem, 33, and a 28-year-old identified only as La, were killed on Monday night.
The shootings came following an argument with a group of Thai concrete workers in Thailand’s Chonburi province.
A witness told police that the two Cambodians had been playing loud music and drinking heavily after work, The Bangkok Post reported.
One of the men allegedly bumped into a passing Thai concrete worker, stoking an argument.
The Thai men left the area, but returned with more friends, according to the news report.
During the ensuing brawl, one of the Thai men pulled out a gun and opened fire on the Cambodian men, killing them both on the spot.
The pair were arrested.
When contacted about the incident, Koy Koung, spokesperson for Cambodia’s Ministry of Foreign Affairs, and Pich Vanna, chief of the Cambodian-Thai border relations office, both said they were unaware of the shootings. Both said they would look into it.
Cambodian Border Relations officers Heng You Leng, Yal Bun Pov and Sao Veasna also said they had not heard about the incident.

Couple say illegal wood is not theirs
Police seized about 600 pieces of luxury-grade rosewood weighing about 2,000 kilograms during a raid in Oddar Meanchey province on Sunday, but are still deciding whether to arrest the owners of the property on which it was found, an official said.
Bun Heng, a communal forestry official in Anlong Veng district, said the joint police task force that had made the discovery were still investigating – which included interviewing the owners of the premises – but had not yet laid any charges.
“The couple denied owning the wood, and we don’t know whether or not it’s theirs,” he said. “We’re not sure if they’re in the wood business, so it’s up to the police to decide whether they will be sent to court.”
Heng said the rosewood had been found hidden behind the house of Sun Buntheoun, 33 and his wife, Bos Chanya, 30, in Anlong Veng commune’s Kandal Leu village.
Police raided the property after getting a warrant from the provincial court prosecutor because they suspected the owners were stocking luxury timber on site and delivering it to customers, Heng said.
“As far as the houseowners go, we’re just preparing information about their background, based on answers they gave, and we will send these notes to the court,” he added. “We do not have the power to arrest them ourselves.”

Managers charged in petrol pinch
Two managers at LXR, a petrol company based in Kampong Cham province, were charged yesterday with stealing nearly 20,000 litres of petrol from the firm.
Kampong Siem district branch manager Sem Soeun, 39, and deputy manager Chea Socheath, 34, were arrested on Wednesday, according to Keo Sarith, a Phnom Penh municipal police officer.
“They were charged by the court with stealing,” Sarith said. Both suspects are being held.
The two men were held responsible for losses from September 29 of last year through July, equivalent to $20,000, according to complaints filed with provincial police.
The accused and their defence lawyers could not be reached for comment yesterday.
While the alleged crime was committed in Kampong Cham, the duo’s arrest last week took place in Phnom Penh’s Por Sen Chey district.
They are now being held in Prey Sar prison, awaiting trial.

Scant proof found of illegal logging: official
Following an investigation of alleged illegal logging by Vietnamese Company 72 in Ratanakkiri’s O’Yadav district forests yesterday morning, provincial Forestry Administration officials claimed nothing seemed awry.
Four villagers patrolling the forest at the border of Vietnam reported they had seen six Vietnamese loggers with two tractors, felling about 40 10-metre long logs. When the forest patrol showed up, the loggers allegedly fled.
Phan Phoeun, deputy chief of the Forestry Administration in Ratanakkiri, said he visited the area and saw no sign of illegal logging. He did see 84 felled trees, but maintained it was timber legally felled by Company 72.
“The ethnic community guided us there, but we did not find anyone felling trees,” Phoeun said. “The trees [we did find] were old logs and we will measure them and have the company pay taxes for them.”
Phoeun watched video footage taken on Sunday but said that it must have been a different area.
“We can only believe what we see and find with our own eyes. We did not see the illegal logs,” he said, adding that the forest is made up of 10,000 hectares of land, 6,000 hectares of which was granted to Company 72.
“There should be about 4,000 hectares left, but there are only about 3,000 because the villagers cleared it themselves,” Phoeun said.
Provincial Adhoc investigator, Chhay Thy, said the loggers are smart enough to flee rather than stay behind and face arrest.
“They already left the scene, but we saw 30 logs left by them and tyre marks of trucks,” Thy said, adding that the forestry officials could not know the full situation after only investigating the issue for one day.
“[The forestry officials] did not recognise the truth or pay full attention. If they did, the forest would not be almost gone. Last year, they didn’t believe this until we arrested seven Vietnamese loggers for them,” Thy said, adding that Adhoc will continue to work with the community to patrol the forest and will arrest any illegal loggers and turn them over to police.

America bound: Alleged drug dealer set to be extradited
An alleged American drug dealer was arrested in Daun Penh district by Cambodian anti-drug police working in conjunction with US Drug Enforcement Agency officials yesterday, and is scheduled to be extradited at the end of this week, police said.
Major General Sok Chour, deputy director and spokesman for the Ministry of Interior’s Anti-Drug Police Department, said Christopher James Petersen, 38, was arrested by Cambodian police for illegally staying in Cambodia on an expired passport, and will be handed over to Bangkok-based DEA agents who want him on drug charges in the US.
“He has had a warrant for his arrest from an American court, and had escaped to hide in Cambodia as a tourist,” Chour said. “He will be extradited to his country or handed over to the DEA after he is officially charged by our Cambodian court with illegal immigration,” he added, noting that Petersen could be extradited as soon as Sunday.

Bulldozers will not move us, families insist
More than 100 families living in Koh Kong’s Kiri Sakor and Botum Sakor districts are on the clock, with an official government decree demanding they vacate their land in less than two months or face the bulldozers of the Chinese firm slated to build a new hydropower dam in the area.
Required to permanently relocate by September 20, residents were notified in mid-July that Union Development Co Ltd’s preliminary development of the area is scheduled to start on October 1.
In an official notice signed by representatives of a government inter-ministerial committee, governors of Botum Sakor and Kiri Sakor are instructed to clear residents off the land by the late September date.
“If residents do not vacate the company’s land following this announcement, the committee takes no responsibility for the destruction or loss caused by the arrival of company-owned bulldozers,” the letter states.
Phan Eng, 57, a resident of Botum Sakor, says he won’t move.
“The company only gave us three months to move and no compensation for our farmland,” Phan Eng said.
Considered by many to be unlivable, the land allocated for the relocated communities lies three kilometres from Phan Eng’s village, devoid of any public infrastructure and covered in forest.
“How can we live in a wild area? We have been using our farmlands to support our families and housing since 1998. We filed complaints in our provinces and Phnom Penh, but there is no solution,” he said.
Botum Sakor district governor On Phearak confirmed the mandatory relocation, saying that most families had already left.
And yet, monetary compensation has yet to be distributed, said resident Lai Kean, 53.
“I will not move until the company compensates me. My family has 10 hectares of land here,” Lai Kean said, adding that no student volunteers had measured her land.
Residents dealing with land disputes have been filing complaints with Licadho since 2010, provincial coordinator Kong Chet said.
“The remaining residents are struggling to defend their land,” he said.

Ex-Chea Sim adviser quietly freed post election
Senate president Chea Sim’s former chief of protocol, Pheng Kunthea Borey, who was sentenced to four years in prison in 2011 for fraud, was seen wandering in Phnom Penh yesterday, a free woman.
After a Post reporter spotted Kunthea Borey, 57, outside a restaurant in Chamkarmon district, her lawyer, Muong Sokun, said she had been released from Prey Sar prison before serving her full sentence and was back living with her family.
Kunthea Borey’s release had been granted on medical grounds, Sokun told the Post, and she walked free late last month, when all eyes were focused on the results of the national election.
“Madam Pheng Kunthea Borey ... was released from Prey Sar prison at the end of July after the election,” Sokun said, adding that she continued to suffer from high blood pressure after a heart attack.
“As her defence lawyer, I am very pleased she was released and has her freedom back.”
Kunthea Borey was one of three advisers to Sim imprisoned for creating fake infrastructure contracts worth millions of dollars and accepting bribes from bidders to obtain Sim’s signature on letters of approval. The group was found to have duped more than 50 foreign companies.
Tan Senarong, vice prosecutor of the Appeal Court, which in April rejected Kunthea Borey’s appeal, said he was told Kunthea Borey had been released after receiving a royal pardon from King Norodom Sihamoni.
“But so far I have not seen [the pardon],” Senarong said.
Kunthea Borey’s co-convicted, Ponlork Ho and Khieu Bora – who was given only a three-year sentence – were still serving their time, he added.
Kuy Bunsan, director of the Ministry of Interior’s prison department, confirmed that Kunthea Borey had been released last week, but refused to elaborate. Ho and Bora’s lawyer, Thong Chan Rithy, said his clients had also been sick and should be released.
“I think I will write to the King to ask him to pardon them soon,” he said.
Kunthea Borey’s health concerns were a feature of her plea for release following her initial trial.
When calling for his client’s appeal case to be heard last September, lawyer Suy Chhunhak said Kunthea Borey was in a frail state.
“I am afraid that if her health weakens from day to day, and her appeal hearing is delayed or not held ... she would not be able to bring her appeal hearing in the future,” he said.
But because Kunthea Borey’s conviction was upheld, her unpublicised release raises more questions about a justice system rife with impunity, Cambodian Center for Human Rights president Ou Virak said.
“There are quite a lot of people who are sick in jail and not all are released,” he said.
“Chhouk Bandith is still free. And [accused killers of Chea Vichea] Born Samnang and Sok Sam Oeun have 20-year sentences – innocent people are still imprisoned.
“It all points to the same thing – the whole justice system is a huge mess.”

Tycoon’s trial postponed again
The trial of tycoon and alleged methamphetamine dealer Tan Senghak on drug-trafficking charges was delayed yesterday for a third time by the Phnom Penh Municipal Court due to the absence of police and witnesses involved in the case.
Presiding judge Kim Dany noted that the case was first delayed on May 9 due to the absence of defence lawyers, and then again on May 26 because the judges and prosecutors were busy with the national election. Dany said the hearing is now set to take place August 21.
Senghak, a former adviser to Senate president Chea Sim, and his five accomplices were arrested by anti-drug police following a raid on his Sen Sok district home in November.
After the arrest, police seized $2,500 in cash, 10 bullets and a bag of pipes, in addition to packages of cocaine and methamphetamines.

Cheating rampant as exams start
Despite assurances from the Ministry of Education that its test materials were confidential and secure, detailed, palm-sized cheat sheets were readily available for purchase as nationwide university entrance exams began yesterday – adding to already widespread accusations of improprieties on behalf of proctors and students alike.
In addition to the answer sheets being copied and sold for $5 per subject at examination stations, a detailed cheat sheet was uploaded to Facebook as well, while some students claimed proctors collected anywhere from 5,000 to 10,000 riel ($1.25 to $2.50) to turn a blind eye to students copying answers from each other during the exam, students and observers said.
Rong Chhun, president of the Cambodia Independent Teachers’ Association, said yesterday that he had received reports not only from Phnom Penh but from as far afield as Stung Treng, Kampong Cham, Kampong Thom, Kandal and Pursat provinces that chemistry and biology exam materials had been leaked.
“The exam papers being leaked happens repeatedly, which shows the exam paper protectors are careless or they collude systematically with each other in the examination station, and that is the reason why the leaks still take place,” he said.
Chhun pointed to a Facebook account purportedly belonging to Chamroeun University of Poly-Technology president Chea Chamroeun, where a cheat sheet had been scanned and uploaded, and called on the Ministry of Education to find out if the account really belonged to Chamroeun.
If it was the university administrator’s account, he said, it is a “big mistake, because this action disqualifies the real knowledge of Cambodian students, and it is also an act of destroying the prosperity of our national education field”.
Chamroeun could not be reached for comment, and a woman who answered the phone number listed on his Facebook page, Sin Nita, said she had nothing to do with the profile, and didn’t “understand why the owner of this Facebook page put my number on that”.
Ministry of Education official Ung Ngor Hok said yesterday that he had received information about irregularities, and had already examined the cheat sheet posted to Facebook.
“Those answer sheets are not correct; they were completely fake,” he said. “We will investigate it.”
Ngor Hok also said he did not believe Chamroeun was behind the offending Facebook page but vowed to look into it.
Though the ministry denied allegations that the answer sheets circulating around the country were real, students at Bun Rany Wat Phnom High School – where Education Minister Im Sethy and Phnom Penh Governor Pa Socheatvong opened exams yesterday morning – said that at least some cheat sheets matched the tests perfectly. However, they added, the sheets weren’t the only ways to give oneself an academic advantage.
“I spent around 30,000 riel [$7.50] in exchange for taking my iPhone in, and 10,000 riel in exchange for copying the answer sheets posted on Facebook,” said one female student, who asked not to be named.
The payoffs had been accepted by both a proctor and a standby teacher observing the classroom, she added.
Conversely, student Kit Udom had a different experience. Teachers and proctors were strict at his station, confiscating all the answer sheets brought from outside, he said.
“They warned us not to collect money for them, otherwise, they would stop that student from taking the exam and would report them to the exam commission,” Udom said. “I am so disappointed that other students can copy the answer sheet and we cannot.”

Angry voters riot in Stung Meanchey
Concerns over ballot fraud and names being left off the voter list devolved into a riot this afternoon in Phnom Penh’s Stung Meanchey district, and angry residents have detained the polling station director inside the pagoda, according to the district governor.
"A group of CNRP youth didn't like the director of the station and kept her in the office," Meanchey district governor Kuch Chamroeun said this evening.
One man was injured and sent to hospital after rioters threw rocks at him when he attempted to get the woman out of the office, Chamroeun added.
Some 100 riot police, led by municipal police chief Choun Sovann, were deployed to quell the demonstration, which remained ongoing while the station director remains detained.
Separately, traffic police shut down the Stung Meanchey bridge. One officer posted at the edge of the road urged drivers to turn around.
“Please do not cross the bridge. It is very dangerous,” he shouted through a loudspeaker. “They are violent with the people and police. If you live nearby, please take another way or another safe place."
Many residents followed the instruction, running into their homes, shuttering doors and windows, after police let out a volley of shots into the air.
"I do not know what's happened, but I just know it is very messy,” said a resident decamped in his home, who declined to give his name due to the sensitivity of the situation.
At least two military police vehicles were wrecked by rioters, who pelted them with rocks before overturning the cars and setting them ablaze.
