Donors Should Press for Genuine Dispute Resolution Process

(New York) – The Cambodian
government-controlled National Election Committee (NEC) has failed to
address credible allegations of voter fraud and other irregularities or
systematic unfairness in the election process.
The NEC announced official election results on September 8, 2013. The
NEC results give the ruling Cambodian People’s Party (CPP) 68 seats and
the opposition Cambodia National Rescue Party (CNRP), led by Sam
Rainsy, 55 seats. Earlier the ruling party-dominated Constitutional
Council dismissed all meaningful complaints about the conduct of the
July 28 election.
“The National Election Committee has doused even the slimmest hope
that thousands of electoral irregularities would be investigated in a
serious and impartial manner,” said Brad Adams, Asia director at Human
Rights Watch. “The ruling party controlled every aspect of the electoral
process and deprived the people of Cambodia of a free and fair
election.”
Among the problems documented with the electoral process were:
• Unequal media access for opposition parties;
• Pro-CPP bias within the national and local electoral apparatus;
• Lack of an independent and impartial dispute resolution mechanism;
• Manipulation of voter rolls to allow “ghost” voters and exclude opposition voters;
• Campaigning by senior security forces officers for the CPP, leading to intimidation of voters; and
• Failure of the NEC and Constitutional Council to seriously or independently investigate credible complaints of election irregularities.
The CPP and its direct predecessors have dominated Cambodian politics
since the fall of the Khmer Rouge in 1979, despite losing United
Nations-administered elections in 1993. Independent domestic and
international election observers concluded that the 1998, 2003, and 2008
elections lacked credibility. Hun Sen has held the position of prime
minister for 28 years.
Human Rights Watch said that Cambodia’s donors and the United Nations
should support calls from Cambodian election observation organizations
and civil society groups for an independent and impartial investigation
into the entire electoral process. Donors should refrain from making any
statements suggesting that the election results are acceptable or
final.
“Bias and unfairness in the electoral system, structural problems,
and allegations of widespread irregularities may have changed the result
of a close election,” Adams said. “Unless there is an independent
investigation that addresses legitimate concerns, we will never know who
the people of Cambodia voted to lead the next government, casting a
serious shadow over the legitimacy of any government that the CPP forms.
Donors should insist on such an investigation or they will once again
be complicit in creating the illusion of democracy in Cambodia.”

yes exactly. the last sentence says it all. problem is Hun Sen doesn't care. if donors cut off aids, hun sen still got Chinese to give him spending money. no matter what the people suffer from the isolation of Cambodia by the international community, Hun Sen still careless about the people. Hun sen will still hang on to power and rob Cambodians and the country. the evil of hun sen and regime will have to be taken out like Gaddafi or Saddam Husain.
This is the only way:
CNRP leadership needs to stop playing Mr. nice guy and need to stop changing your tunes. As a man or woman must keep his or her words, without it you are nothing. Lots of supporter have disenfranchise at the directions you’ve changed. People are willing to give money and lives from around the world for the cause. Some have paused because of the direction its heading. Keep to your principles. Don’t bend. If you cannot take the heat then let someone else’s move up. Don’t ask permission for a protest, because that is your right. And stop saying for million times “None-Violent” Protest. A protest is a protest. You have good heart but don’t show your weakness. Been this far and no turning back. If you turn back now the whole country will suffer. Due to your softness, you have lost your momentum. But this is not the end yet and you need to make up of your losses and Mr. Rainsy you need to let go of the King as our saviors.
For the protest to be effective, you need game plan. If you want to go back to the “Freedom Park” that ok, but you need to coordinate and cannot sit-in at the park only. As we all know that there will be people coming from all of the provinces and road block will be set-up. CNRP needs to coordinate and assigned supporters at designated point on the outskirt of Phnom Pehn, let says by Pochentong area where it’s open field and all this few days before September 15. This will be your staging area for people coming out of the provinces or those that live nearby. You can have more than one staging area, say one for North, South, East, and West of Phnom Pehn, and depend on your resources. On September 15, people that live at inner city can head to the ”Freedom Park” and those at the staging areas you all marches as one group from each staging area into Phnom Pehn. Individually you will be easy prey, but as group you will become predators, and those government check point will become easy obstacles. The marching group can be joined by supporter on the street or to meet up to those coming from others staging areas heading into Phnom Pehn to designated area.
Keep the”Freedom Park” as base for logistic and Command Center. Once estimate how many CNRP supporters there are, you would break them up into groups. Some group would then marches to National assembly building and other to Council of Minister building and if you have enough people left you would have them head toward any others governmental buildings in Phnom Pehn. Once shis established and joined by people from the provinces you can stay there as long as you want. This is what you called “People Power”.
There are no needs to protest at the Provincial level. The power base is at the capital. I can guarantee you that once the protesters of all provinces reached Phnom Pehn then you will have new government. This new government will be for the people. CPP will be gone. The Cambodian people will be ashamed to be associated with CPP. You would then located traitors like Chhom Chhaya, Chum Kosal and have them display in public. Oh I forgot Chhim Phal Virun.
