Cambodia: Independent Election Inquiry Needed

(New York) – The Cambodian government-controlled National Election Committee (NEC) has failed to address credible allegations of voter fraud and other irregularities or systematic unfairness in the election process.

The NEC announced official election results on September 8, 2013. The NEC results give the ruling Cambodian People’s Party (CPP) 68 seats and the opposition Cambodia National Rescue Party (CNRP), led by Sam Rainsy, 55 seats. Earlier the ruling party-dominated Constitutional Council dismissed all meaningful complaints about the conduct of the July 28 election.

“The National Election Committee has doused even the slimmest hope that thousands of electoral irregularities would be investigated in a serious and impartial manner,” said Brad Adams, Asia director at Human Rights Watch. “The ruling party controlled every aspect of the electoral process and deprived the people of Cambodia of a free and fair election.”

Among the problems documented with the electoral process were:

• Unequal media access for opposition parties;
• Pro-CPP bias within the national and local electoral apparatus;
• Lack of an independent and impartial dispute resolution mechanism;
• Manipulation of voter rolls to allow “ghost” voters and exclude opposition voters;
• Campaigning by senior security forces officers for the CPP, leading to intimidation of voters; and
• Failure of the NEC and Constitutional Council to seriously or independently investigate credible complaints of election irregularities.


The CPP and its direct predecessors have dominated Cambodian politics since the fall of the Khmer Rouge in 1979, despite losing United Nations-administered elections in 1993. Independent domestic and international election observers concluded that the 1998, 2003, and 2008 elections lacked credibility. Hun Sen has held the position of prime minister for 28 years.

Human Rights Watch said that Cambodia’s donors and the United Nations should support calls from Cambodian election observation organizations and civil society groups for an independent and impartial investigation into the entire electoral process. Donors should refrain from making any statements suggesting that the election results are acceptable or final.

“Bias and unfairness in the electoral system, structural problems, and allegations of widespread irregularities may have changed the result of a close election,” Adams said. “Unless there is an independent investigation that addresses legitimate concerns, we will never know who the people of Cambodia voted to lead the next government, casting a serious shadow over the legitimacy of any government that the CPP forms. Donors should insist on such an investigation or they will once again be complicit in creating the illusion of democracy in Cambodia.”

To me I do have the same vision with you all as we have seen the royal king Khmer ever since they never and ever have a good "IQ" to care much about her own country but his throne alone. In every time, It seemed that he is a powerful man of working - as a stand-green light of a traffic as given pardon to any citizen or a politician and given a national reconciliation for all.
Well, in the public eye, of course, it looked like it, but the reality is not yet, and every thing must be done by the CPP's and its the one has controlled the contact or the switch of electrical circuit for the traffic's light either green light or red light. So it's how that thing worked. King is more likely as a clown of the CPP only.

In resume, we citizens must fight beyond our own power for everyone of us back from all of those crooked as our bad leaderships.
Since we have an International watchdog, U.S., E.U and the like ,they are backing us up but we alone should stand firmly all together to response to them or to show them that we are all totally disagreed of which what the CPP's has done to us, recently.
This is a repetitious history again and again and again that Khmer citizens never get anything to better for themselves that because the Royal all alone they do not have a passion for a real or a good positive to protect their own country but they would rather do it just only for themselves, instead to care her own population and her country.

NEC < Constitutional Council < Armed forces < the thugs+ Hun Sen's personnel and his body guard < Royal < Hun Sen < Han Noi&Chen/China, especailly A Youn Yiek Cong-Black teeth or Youn Ve/Han Noi.

For fact, since the alleged results of national election never been done in accordance to the free and fair voted yet, why should he agreed and called both of the partied to get involved for the first session in parliament. It means he/King has no intention to help or resolve in order find a justice to all Khmer citizens who lost their rights and their ballots

So, they do just want to care her throne alone, but you should remember as the communist they never and ever like your Royal at all and then, you are the last target by the CPP< Han Noi's schema.

Khmer king only care about his thrown, never about the people; especially the Norodom blood line. Khmer suffering because of King Sihanouk, why do we expect differently from his son? Sihamoni is Hun Sen pawn to use against the Khmer people. Hun Sen able use the Monarchy because he realize most Khmer are still blind beleiving in the Monarchy.

It's depend on who you talk to, Mr. Brad Adam. For example: if you talk to China, is like you talk to the cows or WILD animal, even they're the most donor country(Businesses Style), for Cambodia in Southeast East Asia.

So the main problems came from China and Vietnam, without them, Cambodia will be more safe and will prosper. China and Vietnam created these messes, they're the back bone for CRIMINAL CPP.

BREAKING NEWS: ROBBERY IN ASIA PACIFIC

On July 28th, 2013 , there was a grand scale robbery in the heart of the Kingdom Of Wonder. The robbery has caused quite an uproar among the whole population and community of free nations. Number of witnesses saw and took pictures of the perpetrators as the criminal act was unfolding in plain day light. Several boxes of golden ballots are still missing and the rest are several damaged.

Several witnesses had described the scene as chaotic and threatening with military grade weapons. The people were helpless and praying for their lives while the robbers emptied the Safe box of Golden ballots.

The robbery was premeditated and well coordinated with several groups of high profile Gangs. The group dressed like the King was holding the door wide-open while the CPP-viet Hun Sen, the head of the hardcore and ruthless gangster that controlled Kingdom of Wonder for the last 28+ years, loaded the trucks with boxes and boxes of Golden ballots. The Ching-viet gangsters placed checkpoints all over the city to allow the robbery trucks passed with no scrutiny. The NEC, head of National Election Committee, claims that there was no robbery of Golden ballots and continue to urge the people and community of free nations to believe in the system.

"The whole system has no more credibility unless an independent committee is created to investigate this robbery", said, Khmer People and Community of free nations.

Meanwhile, the people continue to live in shamble with no hope.

Khmer King and HUN SEN must kiss Mr Adam ash, or Mr Adam bottom, Mr Adam he is not Cambodian, but he is worried too much and care too much about Cambodian people, he wanted Cambodian living with freedom of speech and full democracy,

of course HUN SEN Dump man does not like Mr Adam because Mr Adam did not support what HUN SEN has done wrongly to own people, killing, land garbing, corruption, and son on, if Mr Adam has supported HUN SEN, HUN SEN must give ADAM million dollars, what A HUN SEN, this guy no way to go,

he will lead us to Vietnam and China, come on all Cambodian stand up together if you will not join the big demonstration, you will not chance to live with peace and freedom, just waiting to get suffer from the rest of your life
