PHNOM PENH, Sept. 26 (Xinhua) -- Newly-appointed minister Aun Porn Moniroth took over the ministry of economy and finance on Thursday, vowing to maintain macro-economic stability and ensure high economic growth.
"I will put all my efforts to supervise economy and finance with high responsibilities," he said during a power transfer ceremony, which was presided over by Prime Minister Hun Sen.
He added that he would continue to maintain macro-economic stability and ensure sustainably high economic growth in order to reduce poverty and develop the nation.
Moniroth succeeded long-time ex-finance minister Keat Chhon. The Russian-educated minister is also an economic advisor to Premier Hun Sen.

Cambodia's new government was formed on Tuesday by the ruling party's 68 lawmakers as the opposition's 55 legislators announced not to recognize the government, saying it was against the nation' s constitution.
However, Hun Sen defended that his newly-formed government was "legitimate" since the nation's King Norodom Sihamoni had given endorsement.
"This government is a legitimate government, which was born from the election and was endorsed by the king," the premier said during the first cabinet meeting on Wednesday.
He said the opening session of parliament was convened by the king, not by the United Nations Secretary General or any diplomats or presidents of other countries.
"The king has signed to recognize the new government already," he said. "It is no need for the U.N. Secretary General or signatory countries in the Paris Accord to give their endorsement. "
Opposition leader Sam Rainsy on Wednesday warned to call a nationwide general strike for factory workers, civil servants and shopkeepers if the ruling party did not agree to an independent poll probe committee into alleged electoral fraud.
He also called on the international community to condemn the newly-formed government and urged big foreign companies not to sign any agreements with the government.
Hun Sen was sworn in for another five-year term on Tuesday.

the cnrp keeps bring up the paris peace accord. don't they understand that when the paris peace accord on cambodia was taking place, cambodia was with no real government, in chaos, so th paris accord guided us to what we are today. however, in today's cambodia, although the paris peace accord is always in our country's history, it's not necessary to implement it again. so, for the cnrp to always bring it up is irrelevant with current cambodia as cambodia now have legitimate king, prime minister, and a working, growing government and economy. this is from my own observation. so the cnrp can't keep bring history up again and again, irrelevant for cambodia now.

It good to see a fresh face coming into the government role it is highly encourage to have true and real successor with competency & skills, experiences needed to improve and enrich Cambodia developements. However the problems remains if the head of the government Hun Sen is the same face with the same mind set. If he DOES NOT care for the Cambodian citizen well being, jobs, health care, educations and training, environment, illegal immigrants or addressing inpunities and corruptions so to speak. There IS NOT or WON'T BE ANY CHANGES TO CAMBODIA. Example try to teach Chea Sim computer skills after so many years of same same i won't learn a dam thing and many many CPP MPs are Hun Sen ass lickers they don't have any skills, experienced or qualifications, they are there to bark and made no real imrpovement to the problems faces by the Cambodian societies. Let be honest societies and people wants and needs changes. My questions here is the wants and needs are they only to the 5% of the Cambodian populations mainly CPP officials families & business partners or Hun Sen's families who is well off. So if THE BEST THING FOR ANY LEADERS OR GOVERNMENT is NOT to have the SAME LEADER RUNNING THE COUNTRY LONGER THEN 2 TERMS because they won't heave any realistic or new proper visions/plans or understood what is required to delivered them.....One thing that is clear in the past 38 years ALL THE CAMBODIAN GOVERNMENTs and majority is CPP DO, IS USED FORCES AND VIOLENTS AGAINST IT OWN PEOPLE AND PROTECTS CRIMINALS...and the supporters of the CPPs, i can generalise it a little here is that they have direct/indirect relations to CPP or a juicy role where they rack in $$$$$$$ and they don't want to give up, because of their personal and selfish mindset, they care less if it benefits national interests except their own. This is what Hun Sen acheived for the last 28 years and if we look forward the TREND REMAINS until and unless CPP have a successor and replaces Hun Sen then only then Changes will happened in Cambodia. If Hun Sen stay as CPP leader what changes under him will be No changes to the country at large, So new leader of the CPP other then Hun Sen or CNRP leader lime Prime Minister Sam Rainsy and Deputy Kem Sokha will guarentee changes for the better in Cambodia through their 7 policies and national initialtive. Those policies will transport/transform and bring Cambodia into a new era and the younger generations will benefits and most importantly Cambodian is then capable to repaying it loans to China and others and they are able to live with a future outlook, which is NOT THE CASE now. The 1991 Paris Accord is over it time for a new Paris Accord 2013 and make Leaders accountants, responsible and transparant to it people they should not be above the laws.

This guy was director of the Ministry of Finance when Mr. Rainsy was Minister. He graduated from the then-Business Faculty of Cambodia and went on to study PhD of Economics from Moscow University in Russia. Late Radsady used to complaint that this Moscow educated gentleman pretended to be the Father of Democracy in Cambodia. He is a smart and competent guy but I cannot guarantee about his heart and integrity for Cambodia.
