Vietnam wants HUN SEN to stay on the power for another 20 or 30 years to go, by that time all of Cambodian experts who fully have knowledge and remember the Cambodian land will be died, than Vietnamese will move the border post again in to Cambodian land,
if Cambodia want to bring the issue to the world court it will be too late. Vietnam is a dangerous to Cambodian, HUN SEN does not understand it, what Vietnam want HUN SE does, is making Cambodian education become under standard so soon or later no any investor wish to invest in Cambodia not enough experts and skill people can do the job then they will go to Vietnam,
