Your Majesty,
In reference to your Royal Decree dated September 14, 2013, to convene the first meeting of the newly elected Members of Parliament on September 23, 2013, I would like to humbly implore Your Majesty to postpone the first meeting for three main reasons:
Primo, thousands of Dharma practitioners including Buddhist monks as well as Cambodian people from all walks of life have taken to the street in protest of the alleged electoral irregularities at the risk of their lives.
Secundo, by virtue of articles 7 and 76 of Chapter 7 of the Royal Kingdom of Cambodia Constitution that respectively stipulate: - The assembly consists of at least 120 members. - The assembly shall hold its first session no later than sixty days after the election upon notice by the King.
For the sake of fragile unity and ephemeral peace, you may have jeopardized your image as the Father of Nation by being the first to violate the Law of the Land should the Cambodian National Rescue Party (CNRP) decide to boycott the first meeting according to the will of their constituents. For your reminder, this Law of the land was sanctified by the late Preah Karuna Preah Bat Sâmdach Preah Norodom Sihanouk Preahmâhaviraksat, The United Nations Security Council, the six members of ASEAN, Australia, Canada, India, Japan, Laos, Viet Nam, and Yugoslavia.
Finally, the Sovereign, as Father of Nation, would do a great service to all Khmers by being a role model in protecting the Law of the Land for the sustainable peace and prosperity of the Sovereign Kingdom of Cambodia. In this new electronic era, all Khmers aspire to be on par with modern ASEAN counterparts yet hold the Law of the Land sacred and inviolable. I would like to quote a teaching from St. Augustine, Christian scholar and sage: "In the absence of justice, what is sovereignty but organized robbery?"
For the above reasons, by revoking your Royal Decree and convening the first meeting at a later date, Your Majesty will take the first step to assert your Royal Authority as Guarantor of the State of Law, Dharma, and Sovereignty.
