Ten of the Kingdom’s 24 ministerial positions are set to be reshuffled at the launch of the new government, according to an internal party memo obtained yesterday.
Among those tapped for a cabinet position is Say Sam El – the 34-year-old son of Senate deputy president Say Chhum and one of six ruling party scions who failed to win a seat at the National Assembly. Sam El is set to become the new minister of environment.
But while Sam El represents a much-touted push for new blood, many of those taking the helm are long-serving secretaries of state, and at least three already head other ministries.
Social Affairs Minister Ith Sam Heng will switch positions with Minister of Labour Vong Sauth. Minister of Commerce Cham Prasidh will be moved to the Ministry of Mines and Energy. He, in turn, will be replaced by Council for the Development of Cambodia vice chairman Sun Chan Thol.
In other changes, Aun Ponmoniroth will become the new minister of finance; Ouk Rabun will take over the Ministry of Agriculture; Prak Sokhon has been tapped to head the Ministry of Post and Telecommunications; Phoeung Leakhana will lead the Ministry of Culture and Fine Arts; and Hang Chuon Naron will lead the Ministry of Education.
Government officials, including those on the list, said they were unaware of the document and refused to comment.
Sokhon, who is also a personal adviser to Prime Minister Hun Sen and a spokesman for the Cambodian People’s Party, said only “I do not know” before declining to answer any more questions.
Phay Siphan, spokesman for the Council of Ministers, said he was unable to comment on the document as it did not bear a signature and hence was not official.
“I believe that there will be reform in the fifth mandate government and there will be some change, but I don’t believe any document without a signature,” he said.
Minister of Information and CPP spokesman Khieu Kanharith said he was unable to comment on the document.

The real wínner was/is the CNRP but the CPP (Viet party) stole the votes from the CNRP. The question is whether the CNRP allow this dog Viet to eat your CNRP votes? For me NO NO NO

A suggestion from a CNRP member: I beg all of CNRP Followers to stop addressing Hun Xen and the other two "SAM DACHS mook sauy Doch Ach":ah messier Chea Sim and ah messier Heng Samrin the high regard word Samdech. WE should honor someone who is the real knight or renowned Hero. Most of us are sick to our stomach to hear someone speak out loud the word Samdech to either Ah Kwak or the other two dummies because all of them are thieves of our nation and theythemselves are devotees of Youns' hegemonies. We should not submit ourselves physically or mentally to these Tree slaves, who've committed treason over Cambodia in the past 30 years. And furthermore, there is non-sense to address thieves as Samdech. Is this the practise in Cambodia society? INJUSTICE!INJUSTICE!INJUSTICE! Call them who they are. From now on we should start hurting ah these Three as much as we can. Please try to reflect of what have been happening in the past 30 years and I admirably convince all of you CNRP followers that these three are real criminals,so please do not honor them. And beside remember ah Kwang and his family members are leeches to our nation.

Dear Hun Many,
As human do have you have a little thinking about your people CPP doing very bad to Cambodians citizen and the Cambodia country?
Do you have any feeling ashamed at all?
You was in the western country you know very well how the government treating their people.
I expect that you went back to Cambodia at least you adopted some western knowledge and treat people like they are human too, but all I can see in the past few years Cambodia government violated human right getting worse and worse.
Today we are living in modern world, people had more education then the last 30 years ago, event people living in country side they are intelligent to understand Hun Sen government treating Cambodian people very bad and the country keeping lost their territory.
Stole the people votes it just like stealing people freedom.
As we are the human we should use our brain like the human.

I am appealing to the united nation to take the burden for at least be the protection of the rising up innocent Khmer for free and fair lives in Cambodia! All election manipulation fraud proved that there is no warranty of fair, free, right, and justice being brought for all innocent people!
