PHNOM PENH - King Norodom Sihamoni has denied an opposition request to postpone the opening National Assembly session following July’s election.
The session, scheduled for Sept. 23, is meant to begin the formation of a new government, but the opposition, which says it lost the election due to irregularities and fraud, has threatened to boycott the meeting.
In a letter to the king, 55 newly elected lawmakers from the opposition Cambodia National Rescue Party had requested a delay in the opening of the session, as they negotiate with the ruling Cambodian People’s Party over election reforms.
Yim Sovann, a Rescue Party spokesman, said the party remains committed to boycotting the session if no agreement is reached with the CPP.
“We cannot betray our conscience over the fact that we have not completely solved the problem, nor betray the people’s will by attending the opening,” he said. “Therefore, as a representative of the people, I have to respect their will.”
Opposition leaders say as many as 1.2 million voters were unable to cast ballots in the July 28 election, either through a flawed registration system or fraud on Election Day.
The Rescue Party has rejected the official results of the election, which handed the CPP a 68-to-55 win of National Assembly seats. The Rescue Party is calling for an independent investigation into election fraud and a reform of the electoral system.
The CPP, meanwhile, says it will seek ways to form a new government without the opposition if the Rescue Party refuses to attend the opening session of parliament.
Government spokesman Phay Siphan dismissed the opposition’s calls for “justice” as “just an excuse not to abide by the rule of law and the constitution, as well as not respecting the king.”
“This is simply their party’s personal issue,” he said.
However, Hang Puthea, who heads the election-monitoring group Nicfec, said both parties have not found common ground, so the National Assembly session should be delayed. “The problems are not yet resolved,” he said.

Government should build steel fence surround the outside palace like They did at the parliamentary building so that it is not wasting time to remove the barrack to protect the King and it's more stronger, secure that the King can't escape from his palace to be with the monks and people. To Mr. Siphan, when you are referring to Cambodian Constitution, did you even understand or at least read the Constitution before you referred to it? Do you Sir, even know how to apply rule of law? The applicability of the law is by far must be understood, if you do not know its intention or its applicability, then I urge you Sir, to rethink your position when you referred to the Constitution. I saw a video when people are roaming you on public street and asked you many questions and you Sir, cannot even answer one question, specially when one of them asked you did you have a degree because most knew that you sell coffee for a living in Long Beach and former Luna Restaurant owner. You Sir, should be a shame of yourself when you used to live in of the greatest nation on earth and ought to know more than those who are living in Cambodia, but you Sir, have sold yourself, your dignity, your pride and above all...your conscience for a measly small change. Open Letter to Khmer King

HM Preah Karuna Preah Bat Sâmdach Preah Bâromneath Norodom Sihamoni
Royal Palace, Phnom-Penh, Cambodia
Your Majesty,
In reference to your Royal Decree dated September 14, 2013, to convene the first meeting of the newly elected Members of Parliament on September 23, 2013, I would like to humbly implore Your Majesty to postpone the first meeting for three main reasons:
Primo, thousands of Dharma practitioners including Buddhist monks as well as Cambodian people from all walks of life have taken to the street in protest of the alleged electoral irregularities at the risk of their lives.
Secundo, by virtue of articles 7 and 76 of Chapter 7 of the Royal Kingdom of Cambodia Constitution that respectively stipulate:
- The assembly consists of at least 120 members.
- The assembly shall hold its first session no later than sixty days after the election upon notice by the King.
For the sake of fragile unity and ephemeral peace, you may have jeopardized your image as the Father of Nation by being the first to violate the Law of the Land should the Cambodian National Rescue Party (CNRP) decide to boycott the first meeting according to the will of their constituents. For your reminder, this Law of the land was sanctified by the late Preah Karuna Preah Bat Sâmdach Preah Norodom Sihanouk Preahmâhaviraksat, The United Nations Security Council, the six members of ASEAN, Australia, Canada, India, Japan, Laos, Viet Nam, and Yugoslavia.
Finally, the Sovereign, as Father of Nation, would do a great service to all Khmers by being a role model in protecting the Law of the Land for the sustainable peace and prosperity of the Sovereign Kingdom of Cambodia. In this new electronic era, all Khmers aspire to be on par with modern ASEAN counterparts yet hold the Law of the Land sacred and inviolable. I would like to quote a teaching from St. Augustine, Christian scholar and sage: "In the absence of justice, what is sovereignty but organized robbery?"
For the above reasons, by revoking your Royal Decree and convening the first meeting at a later date, Your Majesty will take the first step to assert your Royal Authority as Guarantor of the State of Law, Dharma, and Sovereignty.
