Last year in Washington, DC., he insinuated that USA is more corrupt in comparison to condom of Cambodia, in an interview with VOA because customers have to leave 10-20% tip when dining out, and he considers that tip as corruption. He has no ideas or clues whatsoever that restaurants in the Western world are privately owned and operated (free market), so customers are suggested to tip for service received from waiters and waitresses; wherein you DO NOT tip government employees at any level in the United States.

Cham Prasit is a political name. He has a Chinese name. He never left Cambodia. He ranked first when he graduated from then-Faculty of Business and the faculty of Law and Economics in 1972 (?). However the billionaire tycoon Kith Ming graduated from Australia according to Forbes http://www.forbes.com/places/cambodia/ .
